The Adventist Development
and Relief Agency (ADRA) Somalia is an International
Non-Governmental Organization registered in Kenya and operating in Somalia.
ADRA is seeking services of experienced consultant to develop a legal and regulatory framework for the energy sector in Somaliland.
Purpose of the consultancy
- The purpose is to promote dialogue between the local authorities, NSAs/Civil society, consumer organizations, electricity association, renewable energy groups, international organizations, the UN, World Bank and Donor groups to discuss and agree on the best way to regulate the energy sector.
Consultant’s
responsibilities and tasks:
- To carry out the initial review of the existing energy regulations in Somaliland.
- Provide the essential training for the ministry staff.
- Identify all possible energy resources that could be available in Somaliland.
- Review relevant existing reports, studies, information pertaining to energy resources.
- Develop a draft regulation to be discussed in a workshop by stakeholders.
- Review technical operating history of fossil fuels in Somaliland.
Qualifications
And Expertise Of The Consultants:
- Advanced degree in Engineering, Energy governance, legal studies or any relevant field.
- Sound understanding, adequate technical and practical experiences of the engineering, economics and finance.
- Have an understanding of the legal, regulatory and energy scenario and development in Somaliland.
- Five years professional experience in assisting of energy types in their diversified forms.
- Willingness to work in Somaliland.
