Request for Expression of Interest (EOI) for Provision of
Consultancy Services for External Audit of Lake Victoria Water Supply and
Sanitation Program Phase II (LVWATSAN II)
This
Expression of Interest (EOI) follows the General Procurement Notice for this
Program that appeared in the United Nations (UNDB) Online of 18th January,
2011.
Lake
Victoria Basin Commission (LVBC) is a specialized Institution of East African
Community that is responsible for coordinating the sustainable development
agenda of the Lake Victoria Basin. The establishment of the Commission is
provided for under Article 114 of the Treaty for Establishment of the
East African Community (1999).

The
Lake Victoria Basin Commission (LVBC) through the East African Community (EAC)
has received funds from African Development Fund (ADF) for use towards the cost
of activities under the Lake Victoria Water Supply and Sanitation Program Phase
II (LVWATSAN II), which it intends to apply part of in the payments under the
Contract for Supply of External Audit Services for the LVWATSAN II program in
the Partner States of the EAC and LVBC.
The
LVWATSAN II is a regional initiative being implemented by the five EAC Partner
States of Burundi, Kenya, Rwanda, Tanzania and Uganda. The Project is
regionally coordinated by the LVBC that executes cross cutting issues.
The
Consultant should demonstrate proven experience, sufficient demonstrated
capacity and presence in at least three of the five Partner States of the EAC,
to undertake the audit exercise within the stipulated time limit. The audit
report should be submitted to the Client well before the end of six months
after financial year end.
Lake
Victoria Basin Commission (LVBC) now invites eligible consultants to indicate
their interest in providing the consultancy services. Interested consultants
must provide information indicating that they are qualified to perform the
services (brochures, description of similar assignments, experience in similar
conditions, availability of appropriate skills among staff, etc). Consultants
may associate to enhance their qualifications.
Eligibility
criteria, establishment of the short-list and the selection procedure shall be
in accordance with the African Development Bank’s “Rules and Procedures for the
use of Consultants” (May 2008 Edition), which is available on the Bank’s
website at http://www.afdb.org.
Borrowers
are under no obligation to shortlist any consultant who expresses
interest.
Expression
of Interest must be in English and should be submitted by courier or by email
to the address below. Envelops and Subject line of the email should be written
“Expression of Interest for Provision of External Audit Consultancy Services
for LVWATSAN II”
The
Expression of Interest must be submitted not later than 10:00 am on 19th July
2012.
Only
shortlisted consultants shall be issued with Request for Proposal documents.
Interested
consultants may obtain further information at the address below during office
working hours of 08:00 to 17:00 from Monday through Friday.
