Who we are
Oxfam GB has been assisting the population of Somalia since the 1960s with interventions focusing mainly on livelihood and public health sectors, including water and sanitation interventions.
The
southern Somalia response began in 2005-2006 with the delivery of a
humanitarian programme integrating water, sanitation, public health promotion,
food security and livelihoods interventions in Lower Shabelle,
Benadir/Mogadishu, Lower Juba, Middle Juba and Gedo regions.
Since
July 2011, we scaled up our activities with our programme operations increasing
by 71% due to the drought response.
This
has seen a sharp increase in number of people within the programme, creating
the need for additional technical expertise to support in management of the
growing human resources and ensure effectiveness of the programme’s HR systems.
The role
The person will be responsible for interpretation of HR policies, practices and ensure adherence to employment laws.
He/she
will be responsible for coordinating the whole recruitment and selection
process and oversee the induction of new staff.
The
person will facilitate performance management of staff and monitor the Training
Cycle by designing Learning & Development calendars.
He/she
will maintain the HRMIS data integrity for accurate and timely management
reports as well as oversee the management of personnel records in accordance
with OGB standards.
The post holder will oversee staff welfare management and advise the management on staff health and safety issues.
He/she
will also maintain the programme’s payroll and support in staff reward
management processes.
Responsibility will also involve advising management in the field on HR systems and travel to provide technical support to partners and Oxfam office in Somaliland.
What we are looking for
To
be successful in this role you will have a postgraduate qualification in human
resources management or equivalent.
You
will bring extensive experience in HR leadership and direction in a range of
locations and in multicultural environments.
Excellent
communication and interpersonal skills as well as computer literacy, rigorous
and careful attention to routine system and procedures is required.
Ability
to form good relationships with teams in difficult circumstances to ensure that
HR perspectives are taken into account at all levels and the ability to produce
creative and pragmatic solutions to complex HR problems, whilst interpreting
and following corporate policy are essential.
