The Programme Development
and Quality Assurance Director will take leadership in donor engagement with
both internal and external stakeholders to ensure diversification of funding
and the growth of WV Somalia (WVS).
You will lead the process to vet call for proposals and direct funding opportunities towards the fulfillment of the National Office Strategy, and provide senior leadership and technical oversight in the design, monitoring and evaluation of WV Somalia programmes and support the implementation and ongoing refinement of the WVS programme strategy.
You will also lead quality assurance and impact in programmes through application of monitoring tools, sharing best practices, promoting innovation and ensuring knowledge management.

Qualifications
- University degree in International Development, Rural Development, NGO Leadership or a related discipline.
- 6 years senior program development experience with an international NGO including very good proven experience in project design and submission of winning proposals.
- The incumbent must be familiar with the following donor requirements & regulations ( OFDA, CIDA, DFID, WFP, UNICEF, German government)
- Excellent written and verbal communication skills in English, including report-writing and proposal writing skills.
- Mature, committed Christian who is able to lead and inspire others.
- Ability to engage with governmental, NGO and other senior leaders on issues of justice, child rights and development and maintain effective partnerships.
- Excellent relationship building and people management skills.
- Excellent community development & project management skills and thorough understanding of LEAP, the IPM model and ME Partnership frameworks.
- Excellent supervision skills, including training, mentoring and supporting staff.
- Excellent computer skills, including proficiency in MS Office and Lotus Notes (or another main email system such as Microsoft Outlook).
- Strong negotiation skills.
- Cross-cultural sensitivity, flexible worldview, and ability to work with a wide range of people from different backgrounds.
- Emotional and spiritual maturity and ability to lead a team of professionals.
- Good understanding of World Vision and Sphere relief standards.
- Knowledge of and adherence to the Red Cross and NGO Code of Conduct.
- Ability to exhibit servant leadership and an exemplary lifestyle as interpreted in specific local cultural context.
