The
Office of the Controller of Budget is an independent office established under
Article 228 of the Constitution of Kenya, 2010.
Its
core mandate is to oversee implementation of the budgets of the national and
county governments by authorizing withdrawals from the Consolidated Fund
(Article 206), County Revenue Fund (Article 207) and Equalisation Fund (Article
204), if satisfied that the same is in accordance with the law (Article 228(5).
Pursuant
to Article 252 (1) (c) of the Constitution, the Office seeks to recruit
qualified and competent staff to fill the following vacant positions.
Position:
Registry Officer
Reporting
to the Manager Registry and Library Services, the successful candidate
will be responsible for implementation of all registry
policies, strategies and programs including the receipt and dissemination
of reports.
Key
Responsibilities:
- Implement registry, strategies, policies and systems;
- Receiving, recording and distributing all reports and office correspondence;
- Ensure timely collection, delivery and registration of postage and courier distribution;
- Maintain good filing system and ensures security of records;
- Dispose records in line with laid down Government procedures;
- Any other relevant duties that may be assigned by the Manager, Library / Registry Services from time to time.
Requirements
for the position:
- Must have a Bachelor’s degree in Business Administration, Social Sciences, Library and Information Science or its equivalent from a recognized university.

Position:
Chief Manager, Human Resource and Administration
Reporting
to the Director Corporate Services, the successful candidate will be
responsible for developing, implementing and reviewing Human Resources/
Administration policies and strategies.
Key
Responsibilities
- Head Human Resource and Administration Division.
- Oversee development of Human Resources/ Administrative policies, strategies and manuals.
- Responsible for acquisition of Human Capital.
- Formulate a performance management system.
- Develop competitive compensation strategies and systems
- Ensure maintenance and updating of all staff records.
- Develop succession plan.

Requirements

Chief Manager – Finance and Accounts
Reporting
to the Director Corporate Services the successful candidate will be
responsible for developing sound financial policies and internal
control systems in line with generally accepted accounting standards.
Key
Responsibilities:
- Head the Finance/Accounts Division;
- Develop sound financial management policies, procedures and controls to ensure integrity and consistency with relevant legislative framework;
- Oversee the maintenance, preparation and updating of the books of accounts;
- Oversee timely preparation of the annual budget and budgetary control and variance analysis reports;
- Oversee timely preparation of periodic financial reports and statements;
- Oversee preparation of monthly cash flow statements and bank reconciliation statements;
- Design sound accounting procedures, policies, systems and procedures in line with generally accepted accounting standards.
- In collaboration with the Chief Manager ICT, coordinates the development of appropriate financial information management systems;
- Ensure timely remittance of statutory deductions and general compliance with statutory requirements.
- Any other relevant duties that may be assigned by the Director, Corporate Services from time to time.

- Must have a Bachelor’s degree in either Commerce, Business Administration, Finance or its equivalent from a recognized university
- Must have a Master’s degree in either Business Administration, Finance or its equivalent from a recognized university
- Must have at least 10 years’ managerial experience in Financial Management
- Must be a Certified Public Accountant.
- Must be well versed with the Constitution of Kenya
- Must be an active member of a relevant professional accounting body with confirmed good standing record

Communications
Reporting
to the Director Corporate Services, the successful candidate will be responsible
for management and implementation of the Organization’s Corporate Affairs
policies, procedures and systems.
Key
Responsibilities:
- Head the Corporate Affairs Division
- Develop and implement an internal and external communication policy, strategy and design appropriate programmes and infrastructure to facilitate its implementation;
- Oversee preparation of media supplements, documentaries, press release/media features;
- Coordinate corporate communications, in consultation with the Director, Corporate Services;

- Assist in acquisition of goods and services in line with the laid down procurement rules and regulations under the Public Procurement and Disposal Act.
- Implement the Annual Procurement Plan.
