The
Office of the Controller of Budget is an independent office established under
Article 228 of the Constitution of Kenya, 2010.
Its
core mandate is to oversee implementation of the budgets of the national
and county governments by authorizing withdrawals from the Consolidated Fund
(Article 206), County Revenue Fund (Article 207) and Equalisation Fund (Article
204), if satisfied that the same is in accordance with the law (Article
228(5).
Pursuant
to Article 252 (1) (c) of the Constitution, the Office seeks to recruit
qualified and competent staff to fill the following vacant positions.
1.
Position: Deputy Controller of Budget
Reporting
to the Controller of Budget, the successful candidate will
oversee implementation of the budgets of the national and county
governments and ensure timely preparation of all statutory reports.
Key
Responsibilities:
- Deputize for the Controller of Budget;
- Head the Budget Implementation Department;
- Oversee implementation of the budgets of national and county governments;
- Ensure accuracy of documentation for withdrawal requests from public funds (Consolidated Fund, County Revenue Fund and Equalization Fund;
- Develop and review policies, systems and procedures for budget implementation reporting;
- Coordinate preparation of quarterly, annual and special reports to the legislature and executive on implementation of the budgets of national & county governments;
- Monitor compliance of budget performance with the law;
- Advise the Controller of Budget on effective methods of budget implementation;
- Develop and implement Monitoring and Evaluation policies, programs, systems and procedures for tracking budget implementation;
- Any other relevant duties assigned by the Controller of Budget from time to time.
Qualifications
and Experience:
- Must have a Bachelor’s Degree in Finance, Accounting, Economics or its equivalent from a recognized university;
- Must have a Master’s degree in Economics, Business Administration, Commerce, Finance or its equivalent from a recognized university;
- Must be a member in good standing of a professional body for accountants recognized by law
- Must have a minimum of 12 years’ relevant work experience at senior management level;
- Must have a thorough knowledge of the Constitution of Kenya;

2.
Position: Director Corporate Services
Reporting
to the Controller of Budget, the successful candidate will be responsible
for facilitating the development of organizational policies, systems and
procedures and coordinate the delivery of quality services in Accounting,
ICT, Human Resources and Supply Chain Management, Corporate Communications
and Public Relations Divisions.
Key
Responsibilities:
- Head the Corporate Services Department;
- Oversee the management of the Finance/Accounts, Human Resources, Supply Chain Management, ICT, and Corporate Communications and Public Relations Divisions.
- Formulate administrative policies, systems and procedures for the organization;
- Oversee the development of financial and accounting strategies and systems;
- In consultation with the Controller of Budget, coordinates the development of performance management tools and standards and mechanism for ensuring compliance with the Constitution;
- Oversee the development of supply chain management strategies, policies, systems and procedures;
- Develop a policy framework for attracting, motivating, developing and retaining staff;
- Coordinates information exchange with all stakeholders and the public to ensure customer expectations are met;
- Coordinate the compilation of departmental reports;
- Responsible for the good corporate image of the organization;
- Oversees the effective administration of office support and security services;
- Any other relevant duties assigned by the Controller of Budget from time to time.

- Must have a Bachelor’s Degree in a business related field from a recognized university;
- Must have a Master’s degree in Business Administration, Finance or its equivalent from a recognized university;

3. Position: Director Research and Planning
Reporting
to the Controller of Budget, the successful candidate will
ensure strategic leadership in formulation and implementation of research
policies, systems and procedures.
Key
Responsibilities:
- Head the Research & Planning Department;
- Coordinate the development & implementation of research strategy, policies, systems and procedures;
- Facilitate implementation of the strategic plan for the institution;
- Spearhead and coordinate the organization’s research assignments;
- Collating and analyzing macro-economic, socio-economic and fiscal data;
- Oversee objective research and analysis on budget implementation policy issues with the ultimate goal of advising on improvement in budget implementation;
- Any other relevant duties assigned by the Controller of Budget from time to time.
Required
Education, Skills and Experience:
- Must have a Bachelor’s Degree in Economics, from a recognized university
- Must have a Master’s degree in Economics, from a recognized university
- Must have at least 12 years’ relevant work experience at senior management level.
- Must be well versed with the Constitution of Kenya
- Possesses broad knowledge of Research and Project Management
- Possession of a Doctor of Philosophy (Ph.D.) degree would be an added advantage.

4.
Position: Director Legal Services
Reporting
to the Controller of Budget, the successful candidate will be responsible
for formulation and implementation of Legal, Governance and Compliance
policies, systems and procedures and overseeing research on legal matters.
Key
Responsibilities:
- Head the Legal Services Department;
- Advise management on legal, governance and compliance issues;
- Providing legal counsel on legal and legislative issues impacting on the Office;
- Formulate Legal, Governance & Compliance strategic direction aligned to the constitution and government guidelines;
- Oversee implementation of Legal, Governance & Compliance policies, systems and procedures;
- Ensure compilation of reports on Legal, Governance & Compliance issues;
- In consultation with the Controller of Budget, responsible for representation of the Office in any litigation;
- Develop mechanisms for Mediation and Reconciliation by the Office where appropriate;
- Make recommendations on legal interventions required to ensure compliance with the Constitution;
- Undertaking research on various legal aspects and processes relating to the mandate of the Office;
- Oversee drawing of contracts and agreements for the organization;
- Any other relevant duties assigned by the Controller of Budget from time to time.

5.
Position: Chief Fiscal Analyst -
County Governments
Reporting
to the Deputy Controller of Budget, the successful candidate will analyze,
implement and coordinate the budget implementation of the county
governments.
Key
Responsibilities:
- Head the County Government Budgets Division;
- Coordinate approval for withdrawals from the County Revenue Funds;
- Coordinate preparation of budget implementation reports for the county governments;
- Ensure timely and accurate preparation of the reports on monthly fund releases from the County Revenue Funds;
- Conduct macro and micro-economic budget analysis and prepares budget analysis reports for County governments;
- Ensure timely and accurate preparation of quarterly, annual and special reports on implementation of the budgets of County governments;
- Any other relevant duties assigned by the Deputy Controller of Budget from time to time.
Required

- Must have a Bachelor’s Degree in Economics from a recognized university;
- Must have a Master’s degree in Economics, Business Administration, Finance or its equivalent from a recognized university;

6.
Position: Chief Fiscal Analyst -
National Government
Reporting
to the Deputy Controller of Budget, the successful candidate will be
responsible for the analysis, implementation and co-ordination of
the National Government budget.
Key
Responsibilities:
- Head the National Government Budget Division.
- Coordinate approval for withdrawal requests from the Consolidated Fund and Equalization Fund;
- Prepare quarterly, annual and special reports on Budget Implementation;
- Review and analyses monitoring and evaluation reports for Ministries, Departments and Agencies;
- Conduct macro and micro-economic budget analysis and prepare budget analysis reports for the National Government;
- Assist the Deputy Controller of Budget in development and review of policies regarding budget implementation;
- Any other relevant duties assigned by the Deputy Controller of Budget from time to time.

Position: County Budget Coordinator

Reporting
to the County Regional Coordinator the successful candidate will be
responsible for analyzing the performance of the county government budget
and preparation of periodic and special reports.
Key
Responsibilities:
- Day-to-day running and management of the County Office;
- Analyse the performance of the county government’s budgets;
- Organize public participation programs on budget implementation in the counties;
- Prepare quarterly, annual and special reports on implementation of the budgets of the County governments;
- Verify supporting documents for withdrawal of funds from County Revenue Funds and process all requisitions for withdrawals;
- Analyse county government budgets by sector, sub-sector, economic classifications, programs and projects;
- Monitor and analyse monthly expenditure returns from the county governments;
- Any other relevant duties assigned by the Chief Fiscal Analyst County government.

Position: Fiscal Analyst

in undertaking analysis and scrutiny of the National Government Budget.
Key
Responsibilities:
- Assist in monitoring monthly budget implementation by Ministries, Departments and Agencies;
- Assist in verifying supporting documents for withdrawals requests from public funds;
- Assist in analyzing monthly expenditure returns and preparation of monthly budget summary reports for the sectors including expenditure trends;
- Assist in preparation of quarterly, annual and special reports on budget implementation to the legislature and executive;
- Assist in conducting macro and micro budget analysis;
Requirements

9.
Position: Manager Registry and Library Services
Reporting
to the Deputy Controller of Budget, the successful candidate will be
responsible for implementation and co-ordination of registry
policies, strategies and programs including the receipt and dissemination
of reports.
Key
Responsibilities:
- Develop a comprehensive records management programme for the organization;
- Ensure proper storage and dispatch of reports on timely basis;
- Liaise with the Heads of Departments and Units in implementation of records management policies and procedures;
- Coordinate mailing, filing and the disposal of documents;
- Coordinate the receiving, recording and distribution of all office correspondence;
- Ensure full compliance with Kenyan legislation on records ;
- Ensure timely collection, delivery and registration of postage and courier distribution services;
- Initiate the disposal of records in line with laid down Government procedures.
- Design and implement maintenance and tracking of records control tools;
- Any other relevant duties that may be assigned by the Deputy Controller of Budget from time to time.

Reporting
to the Manager Registry and Library Services, the successful candidate will
provide professional library services to both internal and external customers.

- Maintain the library service infrastructure.
- Assist patrons in selection and location of books, reports, journals and other materials;
- Assist in automation and networking of the library services;
- Assist with the use and routine maintenance of library equipment and resources;
