Terms of Reference for Consultancy for the He for She Campaign
 
1.0 Background
 
HeForShe is UN Women’s global campaign to engage men and boys as advocates and agents of change for the achievement of gender equality and women’s rights. The campaign encourages them to speak out and take action against inequalities faced by women and girls.
 
UN Women in partnership with the Ministry of Devolution and Planning through the Directorate of Gender are  planning   for a public mobilization campaign in the context of the 20th anniversary of the 1995, Fourth World Conference on Women in Beijing, China. 
 
Globally, the campaign started in May 2014 and is gradually building momentum into next 2015, The campaign is running under the title: “Empowering Women – Empowering Humanity:  Picture It!” and engages a wide range of constituencies on the Beijing Conference’s overall theme of women’s empowerment and gender equality. 

The campaign is punctuated by a large-scale celebration in March 2015 during the Commission on the Status of Women and culminates in a high-level event at the UN General Assembly in 2015. 

It will be positioned to inform and guide the post-2015 agenda as a forward-looking development blueprint which stresses the central importance of ensuring women’s rights, empowerment and gender equality.            
 
Unified under a newly developed visual brand, the campaign will provide opportunities for a younger generation of activists as well as constituencies already invested in the process to become involved. The  services of two consultants will be required to manage the campaign; Public relations consultant and Event consultant.

2.0 Aim and Objectives:
 
The overall goal of the campaign is to spread awareness and spark action on the responsibility that men and boys have in eliminating all forms of discrimination and violence against women and girls.

3.0 Scope of Work
 
Under the guidance of UN Women and the Gender Directorate the Consultants will work together to:
  1. Identify and propose HeforShe male ambassadors/role models across all society sectors and develop key messages with them to stand up for gender equality
  2. Draw a campaign strategy for 12 months with monthly highlights following the global HeForShe campaign calendar
  3. Implement the 12 months HeForShe campaign in Kenya after approval by UN WOMEN and the Gender Directorate
  4. Produce and coordinate publicity of the campaign materials and activities
  5. Effectively and efficiently manage the two main events: pre and the launch of Heforshe campaign
  6. Manage media relations
  7. Monitoring and evaluation of the activities
The Tasks

In consultation with the UN Women and the Gender Directorate, the public relations consultant and Event consultant will be expected to:
  1. Analyze the public environment and draw a communications strategy for the Heforshe campaign.
  2. Identify and  engage HeforShe ambassadors from the societal segments and together  develop the key messages with them to be disseminated to the respective key audiences
  3. Produce and coordinate publicity content. This include; Invite media, develop media materials, coordinate media interviews, produce video and photography and coordinate with production house for quality and uniform materials in line with UN Women and Government branding guidelines
  4. Media relations; media mobilization, media interviews coordination, preparation of press kit, and following up with media to make sure HeForShes stories have been published
  5. Development of TV feature, infomercials and Radio messages and coordinate with the media houses on airing them
  6. Developing online media messages to engage the public
  7. HeforShe branding; developing creative materials for the campaign
  8. Events management; Guest invitations and branding of the venue
  9. Develop indicators to monitor the campaign weekly
  10. Provide a detailed budget for the whole campaign
4.0 Output – Deliverables
 
The Consultants shall provide:-
  • A campaign strategy within two weeks after commencement of the assignment.
  • Draft indicators to assess  involvement of target audience 
  • Monthly progress report, Final Report (narrative and financial report) not later than 2 weeks after the completion of the assignment
  • 1 pre-launch and one launch event organized
  • A minimum of 36 male ambassadors identified and signed up for the campaign
5.0 Time Schedule
 
The assignment is for a period of 100 days. Commencing September 2014 to December 2014.
 
6.0 Key Performance Indicators
 
The consultants will provide monthly reports, end of assignment narrative and financial report.

7.0. Evaluation Criteria:

7.1 The Consultants
 
The Consultancy will consist of two consultants. 

The the public relations consultant and Events consultant should at the minimum have a Master’s Degree in public relations and have at least 10 years’ experience in the field of public relations, media relations, event management and must have demonstrable extensive experience in undertaking similar work. 

In addition to this the applicant should have:-
  • Outstanding Interpersonal, analytical and communication skills required to communicate the campaign agenda.
  • Experience and skills in transfer of knowledge
  • Outstanding report writing skills
  • Ability to follow deadlines, accuracy and attention to detail
  • A high level of literacy and proficient in written and spoken English and Kiswahili and demonstrable capacity to work with diverse stakeholders-including Government of Kenya officials.
  • Excellent organizational and time management skills required to meet deadlines.
  • Ability to work independently and as part of a team.
  • A high level of Competence in Information Technology (IT).
8.0 Timeline 

Duration: The consultant will work for 100 days from September 2014 to December 2014.
