Somalia
Background
The
Danish Refugee Council (DRC) has been providing relief and development services
in the Horn of Africa since 1997.
Using
a protection of human rights framework, DRC has mainly focused on Somalis who
are displaced by conflict. Programmes include protection, livelihoods, food and
NFI distribution, water and sanitation, and advocacy amongst others.
There
are four main programme offices in Somalia region, one in Yemen, one in Kenya
and one regional office in Nairobi.
The
Community-Driven Recovery and Development (CDRD) Project is a collaborative
effort between the World Bank, UNICEF, DFID, DRC, SIDA, EC, MFA-Netherlands,
Somalia Stability Fund, Finnish Embassy and DANIDA.
The
objective of CDRD project is to provide services to communities, to empower
communities and provide capacity development to local councils.
Through
the CDRD, community receive grants to support the implementation of their
projects (here referred to as sub-projects).
The
CDRD established a project Quality Assurance Unit (QAU) comprising an M&E
Specialist, an M&E Officer, an Engineer, a National Engineer, an Engineer
Trainer, a Community Development Worker (CDW) Trainer,a Management Information
System (MIS) Officer and MIS assistants.
Main
Responsibilities
To
carry out the monitoring of community sub-projects, which will inform output indicators
of CDRD Result Framework (RF); to carry out community self-evaluation and
mid-term reviews, which will inform outcome-level indicators of the CDRD RF;
and to lead the baseline and end-line surveys, which will inform impact-level
indicators of the CDRD RF;
To
review and monitor community sub projects both at proposal and implementation
stages to ensure quality and control, including adequate safeguards against
adverse social impact.
To
provide capacity building for DRC community facilitators, MIS Officer and
his/her assistants, as well as local authorities, in the use of the Project
Management System (PMS) and on CDRD procedures as per the Operations Manual.
Specific
Responsibilities and description of tasks
- Directly
supervise the positions of CDW Trainer, MIS Officer and M&E Officer,
while indirectly overseeing the work of MIS Assistants;
- Ensure
that data at the project input, output and process levels are supplied,
maintained and updated in the CDRD database;
- Lead
the planning and implementation of the community self-evaluations,
mid-term reviews and end line surveys to produce a set of household data
that will inform the outcome-level indicators of the Results Framework;
- Lead
the planning and implementation of the CDRD baseline studies and ensure
consultants produce a set of community socio-economic profiles and a
dataset of household data that will inform the impact-level indicators of
the Results Framework;
- Lead
monitoring & evaluation in CDRD for the joint programmes that include
DIALOGUE, ACT DDG/DRC Dutch and DFID Consortium;
- Lead
financial monitoring and comparison of disbursements captured in the
submitted monthly reports from districts and compiled BFUs from Finance
Unit;
- Submit
monthly and quarterly reports to the CDRD Project Coordinator to ensure
that lessons learnt are documented and used;
- Prepare
and submit Donor Reports to the CDRD Project Coordinator that capture the
project status and fulfil the reporting requirements prescribed by the
funding agency;
- Keep
track of CDRD sub-projects indicators using completed community monitoring
forms to assess results achieved against performance targets stated in
community project proposals;
- Operationalize
the participatory component of the CDRD project’s M&E framework and
track output-level indicators of the CDRD Results Framework (RF) for each
target CDRD district;
- In
collaboration with the Project Coordinator, perform thematic analyses of
primary and secondary data as part of operations research to provide
answers to specific program questions;
- In
collaboration with the QAU engineer, review community subprojects proposal
to ensure quality and control, including adequate safeguards against
adverse social impact;
- Undertake
field visits to monitor the execution of the activities of the various CDRD
funded subprojects;
- Support
national governmental partners and local authorities in mainstreaming good
monitoring practices in their plans;
- Collaborate
with the DRC Regional Data Manager and the CDRD Project Coordinator to
upgrade and enhance the CDRD M&E system designed during the previous
phases of the CDRD project;
- Interact
with, and support involved UN agencies and governmental partners in the
harmonization of the CDRD M&E system with that of the UN Joint
Programme on Local Governance.
- Training
of the Community Development Workers on data collection and the Community
Development Committees on Participatory Output Monitoring (POM) tools and
techniques.
- Additional
responsibilities may be incorporated; including (but not restricted to):
- Financial
monitoring and comparison of field reports captured in the PMS and
BFUs;
- Lead
the planning and implementation of the end-line studies; and
- Taking
lead in monitoring & evaluation for the joint programmes (DIALOGUE,
ACT including the upcoming DDG/DRC Dutch and DFID Consortium).
Person
specifications
- Minimum
of Degree in International Development, Programme development; Social
Studies, or other related field.
- A
minimum of 5 years’ experience in a senior programmatic capacity in
monitoring and evaluation of humanitarian programs.
- Knowledge
and experience in participatory approaches and tools to community
planning, monitoring and evaluation.
- Experience
in data collection, analysis, and database design, development and management
- Knowledge
of computer database and statistical packages.
- Proficiency
in written and spoken English is required. Extensive experience in
proposal development and donor report writing is required.
- Experience
in capacity building, and in facilitating trainings.
- Good
command of computer programs and applications.
- Strong
interpersonal and communication skills, and demonstrated ability to
establish effective working relations various stakeholders.
Reporting
The
CDRD Monitoring and Evaluation Officer will report to the CDRD Programme
Coordinator, while liaising with Area Managers for Somaliland, Puntland,
Galkayo and other South Central Zones.

Contract:
This
is a one year contract, with possibility of extension.
This
position is rated as A 13 on the DRC salary scale available at www.drc.dk.
