Expression of Interest for Virtual Private Network Setup

Narok County Government is soliciting for expression of interest for virtual private network setup from highly qualified firms.

Narok County covers an area of 17,944 SQ. KM. The County Head Quarters is in Narok Town.

The County has five Sub Counties namely Kilgoris, Emurua Dikirr, Narok North, and Narok South all distributed within the county. Maasai Mara Reserve is the main source of revenue to the county through tourism.

Scope of Work
 

The work will cover:

• Networking of the major offices.
• Communication Solutions example VOIP
• Connecting to Head Office; Networking the Head office and sub Counties, Maasai Mara, for more shared communication and collaboration.
• Call/contact center infrastructure; customer service solution.
• Unified Communication; Convergence of real time and non real time business communication applications.
• Disaster Recovery and Business Continuity Solution.
• Wi-Fi set up at Head Office

The following design elements and capability will be essential;

• Scalable bandwidth; easy and cost effective expansion
• Converge standalone voice, video and data networks onto a single IP network
• Simplified billing
• Highly Secured network communications
• Intelligent network solution. Provider must provide Network Monitoring tools to be used by the network.
• The core network should provide for adequate Redundancy. 99% network availability.
• Quality service

Any addenda included prior to scheduled closing date shall be made part of the content.

Expression should be prepared simply and economically, providing a straight forward, concise description of the vendor’s capability to satisfy the requirements of this expression.

The vendor shall be responsible for costs incurred in the expression preparation and delivery.

The expression shall be organized in the following manner:

• Executive summary
• Company background
• Examples of at least five completed projects relevant to this expression. Clients with at least 10 sites where a similar solution is currently provided and working.
• List the technology to be used,
• List firm team personnel and their CVs, at least five highly experienced Engineers.
• List of recent client reference and their day contacts
• Detailed cost breakdown e.g., design, installations, maintenance, training, subscription fee.
• Terms and conditions proposed
• Project schedule with strict timelines and include user participation in every project milestone.
• Statutory requirements; Tax Compliance certificate, VAT, PIN, Certificate of incorporation, copy of valid unified license.
• Must be licensed by the Communications Commission of Kenya as Public Data Network Operator.
• High level and low level design of the network.

Each expression must include three copies, (2) hard copies and electronic file of the expression on either a thumb drive, DVD, or CD enclosed in plain sealed envelope clearly marked “Expression of interest for Virtual Private Network Setup” and deposited on the tender box situated at Narok County Government Headquarters, next to the entrance, or posted and addressed to:

So as to reach on or before 13th August 2013 at 11.00am. 

Expressions shall be opened immediately thereafter in the presence of firms or their representatives who wish to attend.

The Government reserves the right to accept or reject any expression in whole or in part and does not bind itself to give reasons for its decision.
