ii. Overview of the Girls on the Move Program
TechnoServe through the Girls on the Move Program is helping young and vulnerable girls aged 14-19 from the slums of Nairobi establish and develop girl-owned and managed Community-Based Organizations (CBOs) that will, in the short- and long-term, empower girls in their own community to sustainably increase their engagement in safe and productive economic opportunities.
Through the CBO’s girls will be passing on the gift to other girls as trainers, mentors and role models in their community. As a result, hundreds of girls will start businesses, find jobs and access further educational opportunities.
For the first time in their lives, girls will have their own income enabling them to make an economic contribution to their households, enter formal financial markets, put aside savings and borrow to grow their businesses.
The Program is supporting girls to establish and develop five girls owned and managed community-based organizations (CBOs). In the course of the program, these CBOs will work with 1,300 girls aged 14-19 (975 girls aged 17-19 and 325 girls aged 14-16) over 12 months to sustainably increase their engagement in safe and productive economic opportunities.
iii. Purpose of the Consultancy
The Girls on the Move program has already formed five community based organisations.
The program is therefore seeking a consultant to develop a three year strategic plan and a comprehensive business plan for income generating activities for each of the CBOs based in Nairobi’s informal settlements of Mathare, Kawangware, Kayole, Mukuru and Dandora.
The consultant will report to the Program Manager and will work with closely with the CBO coordinator and the CBO leaders.
iv. Terms of Reference for the strategic business plan development
The specific terms of reference for the assignment shall be;
- Prior to commencing of the process, the consultant will be required to review relevant Girls on the Move Program documents relating to the assignment in order to develop a wider understanding of the task.
- Facilitate the CBOs to develop a vision, a mission and core values, goals and objectives
- Assist the CBOS to carry out a comprehensive SWOT analysis.
- Conduct an environmental analysis to identify the external and internal factors that would affect the development of the CBOs
- Facilitate the CBOs to identify a sustainable business idea/income generating activity and develop a comprehensive business plan for the income generating activities.
- Formulate objectives, strategies, activities, time frame and resources required by the business plan
- Identify capacity development needs required to implement the income generating project
- Identify strategies to mobilize resources to implement the project
- Produce the final copy of the strategic business plan report that will include: An executive summary; CBOs profile/overview, SWOT analysis; growth strategy analysis; financial plan; risk and sustainability plan, and action plans.
- The key output expected from the process is a comprehensive three year strategic business plan document which includes a comprehensive business plan for income generating activities for the CBO’S
v. Roles and Responsibilities
Consultant
- Prepare the methodology and develop appropriate tools in consultation with TechnoServe to carry out the process.
- Facilitate the strategic business planning process with the CBOs
- Prepare the strategic business plans as spelled out in the terms of reference

- Avail documents relevant program that the consultant might require
- Ensure the girls are available for the participatory process of strategic planning
- Payment of the consultant as per the agreement.
- Give input to draft and final reports.
vi. Key deliverables
2 hard copies and a soft copy (in CD ROM) of the final strategic business plans for each CBO shall be submitted to the CBOs and TechnoServe.
The consultant should develop a feasible costed work plan/activity schedule covering 4 days per CBO to develop a strategic plan and a business plan for each income generating activity.
The successful consultant must commit to accomplish and deliver the consultancy services and deliverables on or before 30th September 2013.

The bidder profile and references need to be structured in order to prove bidders expertise for this assignment in accordance with required qualifications and expertise defined in this TOR.

This assignment requires an individual who is passionate about empowering disadvantaged girls and women.
The consultant should also be willing to work in the slums of Nairobi.
