Diakonie Emergency Aid – Regional Office Nairobi seeks to recruit a suitable candidate to fill the following position;
Security Officer – Eastern and Southern Africa
Reporting to the Regional Director
Her/his duties will include to:
- Revise the Regional Office HSS Plan in line with recommendations of Diakonie HQ
- Update and disseminate security incident reports to Diakonie Staff and Diakonie HQ
- Provide timely and accurate security advice to Diakonie Regional Director and disseminate crucial security information to all staff
- Implement security & safety measures decided by the Regional Director
- Monitor all national/international staff movement and facilitate security clearances for areas where required.
- Focus on travel planning, security scanning during trips and eventual relocations/evacuations Immediately report all security-related incidents involving Diakonie staff and eligible dependents to the Regional Director
- Provide efficient security and safety support to Diakonie programmes in the Region including the safety and security of all Diakonie staff, eligible dependants, resources, assets, facilities, programmes, and projects while ensuring compliance with the security policies and SOPs of Diakonie
- Conduct regular threats and risks assessments, identifying and implementing appropriate risk mitigation measures for all operational areas
- Conduct periodic appropriate security assessments of premises and equipment and advice on shortfalls in security preparedness with recommended improvements and solutions
- Provide training and capacity building for staff members in order to increase the level of technical ability and skills in terms of safety and security
- Ensure that staff members are proficient in the use of safety and security equipment, including communications equipment, vehicle emergency equipment and personal security safeguards required for work in the field
- Brief all newly recruited staff joining Diakonie on organisation security & safety procedures
- Responsible for security monitoring, liaison with national authorities, law enforcement, UN Agencies, and NGOs to ensure a smooth flow of security information
- Be a member of the Crisis Management Team and a focal point for the practical organisation of any relocation or evacuation
- Provide advice on selection and procurement of appropriate equipment for security (vehicles, telecommunications equipment, etc.)
- Provide advice on the security of transportation and logistics
- Ensure proper filing/file maintenance of security related documents
Knowledge, Skills and Abilities
- Bachelor Degree in Arts, Social Sciences, Management, or a related security field. However, a diploma backed by strong relevant technical experience will also be considered
- High level computer literacy and knowledge of spreadsheet applications
- At least 5 years relevant experience, preferably in NGO Security Management environment
- Proven experience of working in a conflict/post-conflict or crisis environment with NGOs is a must
- In-depth knowledge of security management and risk management
- Strong analytical as well as administrative and conceptual skills
- Proven ability to prioritize tasks, meet deadlines and work with limited supervision, pro-active and a good team-player
- Must be willing and be able to travel extensively in Eastern and Southern Africa
