Lutheran World Federation / Department for World Service Kenya - Djibouti Programme (LWF) is seeking to recruit suitable candidate for the following positions, to be based in Kakuma Refugee Camp.
 
1. Livelihoods Officer
 
The Livelihoods officer shall be responsible to and report directly to the Project Coordinator – or designate for the carrying out of his/her duties. 

The purpose of the position is to provide community based services and the supervision of livelihood - related projects in the Kakuma refugee camp.

Duties & responsibilities will include among others;
  • Conduct training for community on income generating activities.
  • Conduct training to community for livestock marketing groups on drug supply chain management, entrepreneurship skills among others.
  • Strengthen existing community based disaster preparedness structures and link them to Government of Kenya Agriculture department.
  • To provide guidance in developing and to critique project proposals to ensure they meet LWF quality standards and donor guidelines and time frames.
  • To analyze and harmonize sectoral work plans to ensure that they incorporate important components including strategies, goals, objectives, indicators, output, outcome and impact – and to ensure that there is a coordination approach for planning though implementation between the different sectors
  • To be responsible for drawing up and updating the project planning cycle (that will form the basis for the systematic evaluation of the operational activities managed by the various sectors).
  • To initiate the periodic review of the operational activities in coordination with the sector heads and to incorporate recommended actions of the strategic plan.
  • To participate in regular monitoring of the projects, to determine progress and emerging issues, through planned visits.
  • Maintain close collaboration with District Agricultural officer , Livestock officer and Local administration
  • Prepare timely and accurate monthly, quarterly, bi-annual, annual, reports for the unit based on actual field activities.
  • To work closely with Community Development facilitators and supervise their activities in realizing timely planning, implementation, monitoring and reporting of project activities.
  • Work closely with the Project coordinator to formulate and develop needs based proposals and strategies.
Professional Qualifications:
  • A Degree in animal health or development studies from a recognized university is the preferred qualification. A diploma in a related discipline would also be considered.
  • Proven training in project development and implementation.
  • Proven academic or on-job training and understanding of the Project Cycle model in managing humanitarian assistance.
Relevant Experience:
  • At least 3 years of progressive experience in development or humanitarian program. Experience gained working in a pastoralist set up will be an added advantage.
  • Experience in peace activities will be an added advantage
  • Strong analytical, and documentation skills in project management.
  • Experience in proposal and report writing.
  • Understanding of pastoralists’ livelihood will be an advantage.
2. Logistics Officer
 
The Logistics Officer is responsible for the management and oversight of the Logistics function for Kakuma Sub-Program by ensuring high level support for the for LWF Kenya to implement a wide variety of programs which includes developing systems and managing all contracts for procurement / purchasing, supplies and services, market analysis, budgeting and supplies costing,
store keeping and warehousing in the field and office / base locations and assessments, technical infrastructure (installations and equipment), fleet and transport.

Duties & responsibilities will include among others;
  • Oversee management of procurement and to ensure goods and services are purchased in time to facilitate project implementation at the same time ensuring the organisation receives value for money.
  • Develop and review the procurement policy that promotes community
  • Develops a Sub Program procurement plan and strategy in collaboration with procurement staff and lead its implementation and reports about progress
  • Coordinates the drafting of an Annual Procurement Plan for the Sub Office in conjunction with all stakeholders (department heads )and reports about progress;
  • Advice on the various Grant procurement rules and regulation and monitor procurement transactions to ensure compliance at all times.
  • Liaise with suppliers to ensure on time delivery of the requested upplies. Ensures the correct implementation of the Procurement Guidelines, oversees open and closed tender procedures and performs bid analysis together with the Tender Committee;
  • Responsible for fleet management Coordinate program fleet management reporting on monthly basis and set reporting standards to be followed by both the country office and Program Units.
  • Ensure proper accounting of the vehicle and fuel usageby drivers. Carry out a monthly analysis on vehicle usage for decision making;
  • Follows up on transportation issues forwarded by the Program Units, delegates the necessary to the Transport Officer;
  • Approves and signs weekly/monthly logbook- trip-, and fuel records, monitors utilization, maintenance and fuel consumption;
  • Ensures the correct implementation of the transport Management Guidelines;
  • Maintains a program wide vehicle inventory and advises about vehicle allocation;
  • Oversee procurement of insurance covers for Plan vehicles and staff to ensure reduction of risk to
  • Manage Logistics related budgets and ensure proper spending at all times.
  • Oversee management of agencies compound in Kakuma, ensuring that generators are serviced and fuel use is monitored.
  • Work with compound staff to ensure that facilities are properly maintained.
Professional Qualifications:
  • University degree in Supply chain management and Business management or related field
  • A professional qualification and membership of recognized purchasing and supplies institution-CIPS, KISM
  • Experience in a similar environment with significant scale
