The Micro Enterprises Support Programme Trust (MESPT) is an autonomous Kenyan organisation whose Founders are the Government of the Republic of Kenya and the European Union. 



MESPT evolved from a bilateral programme implemented by GoK/EU between 1997 and 2002. 



MESPT was established to continue with the activities carried out under the bilateral programme. MESPT is governed by an independent board of Trustees that oversees a management team charged with implementation responsibilities. 



MESPT provides financial services and Business Development services under four broad categories;
 

a) Wholesale Loans for on-lending to small businesses and farmers through financial intermediaries (Microfinance organisations, Saccos and Financial Services Associations – Village Banks).
 

b) Business Development Services to the Dairy, Horticulture, leather, Jua Kali and Fisheries sectors in form of matching grant funds.
 

c) Area Based value chain facilitation in 7 counties in the Coast and Eastern provinces of Kenya.
 

d) Capacity Building for Financial Intermediaries and BDS providers.
 

Due to a recent expansion as a result of entering into a five year partnership with the Royal Danish Embassy under the Business Sector Programme Support (BSPS), MESPT wishes to recruit the following four professionals to its team.

 

Job Description for the Post of Microfinance Capacity Building Business Development Officer



MESPT has received funding to build the capacity of financial institutions involved in value chain finance. 



The holder of this post will also work with the Credit Department providing training and technical  backstopping support to MESPT clients. 



If the holder of the position becomes innovative, MESPT will consider the possibility of setting up a consulting unit for financial service providers (MFIs, Saccos and FSAs).
 

The successful candidate will be answerable to the General Manager, Credit. 



This position requires a person of very high integrity who is able to work under pressure. 



The main duties and responsibilities will include but not limited to:-

  • Refine the criteria for selecting the client MFOs and consultants to provide the capacity building support to MESPT clients.
  • Process applications for capacity building matching grants.
  • Process applications from consultants wishing to provide capacity building support.
  • Conduct training for consultants and MESPT Associates involved in the implementation of the capacity building support.
  • Carry out detailed appraisal of the grant applications by undertaking an institutional assessment and detailing the identified capacity building needs and gaps.
  • Present all appraised grant applications to the relevant committee of the board for discussion.
  • Communicate the decision of the Board to the potential clients.
  • Oversee implementation of the capacity building support to clients
  • Prepare reports to the management, the committee and the donors to the fund.
  • Participate in appraisal
  • Participate in the audit of the component by the internal and external auditors.
  • Attend workshops and seminars related to the subcomponent.
  • Provide training and advisory services to the clients of MESPT.
  • Develop Capacity building support as one of the businesses offerings of MESPT.
  • Develop a sustainability plan for the unit to be able to survive beyond the donor funding.
  • Carry out any other duties assigned by the General Manager, Credit in relation to the Capacity building support.

Qualifications
 

The ideal candidate should be a university graduate with at least 8 years experience in training, capacity building support, microfinance loan programmes, consultancy or related activities and aged between 30 and
40 years. 



Relevant postgraduate training and experience in donor reporting will be an advantage.

Job Description for the Company Secretary and Head of HR and Administration
 

Reporting to the CEO and working closely with the Managers and other staff of MESPT, the Company Secretary is expected to carry out the following among other duties:-
 

a). Company Secretarial Duties
 

Assist the Chief Executive Officer (who according to the Trust Deed is the Secretary to the Board), in carrying out the following company
 

Secretarial duties:-
 

1. Serve as the Secretary to all the Board of Trustee meetings including the Committees of the Board.
 

2. Attend Board meetings and keep a record of all proceedings.
 

3. Ensure that draft Board Minutes are sent to the Chairman within 7 days of the Board Meeting.
 

4. Ensure that all notifications to Board are issued within the required period.
 

5. Ensure all resolutions and Trustee Registry requirements are filed within 7 days of the meeting at which the resolutions are passed and/or executed.
 

6. Co-ordinate and ensure that all Board Papers and documents for discussion by the Committees are circulated within the agreed time.
 

7. Update MESPT records and ensure compliance with regulatory requirements.
 

8. Custodian of MESPT seal, The Trust Deed and all vital documents with respect to MESPT’s formation and continued existence including any title documents and contracts.
 

9. Ensure compliance with the relevant Acts of Parliament and any other statutes that may come into effect and that would affect the business of MESPT.
 

b). Administrative Duties
 

1. Oversee effective Administration of the organisation by supervising the Administrative Assistants in each Department. 



2. Oversee the administration of staff medical, pension and gratuity schemes.
 

3. Coordinate insurance of MESPT assets and maintain contracts for all insurance policies held by the organisation.
 

4. Ensure strict compliance with Kenyan labour laws.
 

5. Co-ordinate the filing of MESPT records.
 

6. Oversee the utilization of MESPT assets and protection of the assets by the staff to whom they are entrusted.
 

c). Human Resource Duties
 

1. Co-ordinate and support staff recruitment and orientation, to include preparation of employment contracts, confirmation and contract renewals.
 

2. Prepare HR reports such as staff leave, turn-over, confirmation status, etc.
 

3. Maintain and update personnel information.
 

4. Oversee the semi annual and annual appraisal of staff.
 

5. Ensure that the staff files are complete in every respect.
 

6. Chair the Human Resource Committee to discuss staff issues (discipline, promotion or demotion).
 

7. Chair the staff training committee to determine the training programmes to be attended by staff each year.
 

d). Other duties
 

Any other duties as may be assigned by the CEO or the Board of Trustees from time to time.

Qualifications

  • A degree from a recognized University.

  • Must be a Certified Public Secretary (CPS-K) with a current practicing certificate.
  • Must be computer literate.
  • Experience in working with Donors will be an added advantage.

Background
 

Restoration and Stabilization of Livelihoods for Drought affected and Host Communities
 

UNDP together with the Government of Kenya (GOK) have developed a project as a medium term measure to support recovery as well as build resilience of communities especially youth and women's groups affected by the drought and to strengthen institutions responsible for recovery and disaster risk reduction work. 



The intervention will address short term livelihoods economic recovery needs of youth and women while establishing in the process the capacities and building blocks of sustainable local long-term development.
 

The Project Officer will provide programme management and technical support to the Restoration and Stabilization of Livelihoods for Drought affected and Host Communities project.
 

Education

  • A master's degree in Social Sciences, Agriculture, Development Studies, Disaster Management, Business or Public Administration or other related fields.

Experience
 

1. At least 3 years of professional experience in programme management and co-ordination with government and / or UN Agencies or NGOs with emphasis on managing livelihood or recovery projects.
 

2. Substantative experience in policy development and the provision of policy advice to Government in the field of Livelihoods and Disaster Risk Management.
 

Disaster Risk Management Project for Kenya
 

The Post-Election Violence Livelihoods Recovery Project was developed to restore and expand livelihoods opportunities for communities that were intensely affected by the post-election violence in 2007/2008. 



The overall objective of the project is to contribute to the post-election violence recovery and reintegration process through the restoration of livelihoods in affected areas. 



The project is implemented in 4 counties namely Nakuru, Trans Nzoia, Uasin Gishu and Kisumu.
 

The Disaster Management Project aims to contribute to the substantial reduction of disaster losses in lives and in the social, economic and environmental assets of community. 



The project supports national plans and policies for disaster management operationalisation and capacity development at national and county levels.
 

The Project Officer will provide programme management and technical support to the Disaster Risk Management and PEV livelihoods Recovery projects.
 

Qualifications and Experience
 

Education

  • A master's degree in Disaster Management, Social Work, Sociology or Social Sciences, Development Studies, Business or Public Administration, or other related fields.

Experience
 

1. At least 3 years of professional experience in programme management and co-ordination with government and / or UN Agencies and / or INGOs or NGOs with emphasis on managing livelihood or recovery projects.
 

2. Substantative experience in policy development and the provision of policy advice to (Local) Government in the field of Disaster Risk Management.
