The Micro Enterprises Support Programme Trust (MESPT) is an autonomous Kenyan organisation whose Founders are the Government of the Republic of Kenya and the European Union.
The Micro Enterprises Support Programme Trust (MESPT) is an autonomous Kenyan organisation whose Founders are the Government of the Republic of Kenya and the European Union.
MESPT
evolved from a bilateral programme implemented by GoK/EU between 1997 and
2002.
MESPT
was established to continue with the activities carried out under the bilateral
programme. MESPT is governed by an independent board of Trustees that oversees
a management team charged with implementation responsibilities.
MESPT
provides financial services and Business Development services under four broad
categories;
a)
Wholesale Loans for on-lending to small businesses and farmers through
financial intermediaries (Microfinance organisations, Saccos and Financial
Services Associations – Village Banks).
b)
Business Development Services to the Dairy, Horticulture, leather, Jua Kali and
Fisheries sectors in form of matching grant funds.
c)
Area Based value chain facilitation in 7 counties in the Coast and Eastern
provinces of Kenya.
d)
Capacity Building for Financial Intermediaries and BDS providers.
Due
to a recent expansion as a result of entering into a five year partnership with
the Royal Danish Embassy under the Business Sector Programme Support (BSPS),
MESPT wishes to recruit the following four professionals to its team.
Job Description for the Post of Microfinance Capacity Building
Business Development Officer
MESPT
has received funding to build the capacity of financial institutions involved
in value chain finance.
The
holder of this post will also work with the Credit Department providing
training and technical backstopping support to MESPT clients.
If
the holder of the position becomes innovative, MESPT will consider the
possibility of setting up a consulting unit for financial service providers
(MFIs, Saccos and FSAs).
The
successful candidate will be answerable to the General Manager, Credit.
This
position requires a person of very high integrity who is able to work under
pressure.
The
main duties and responsibilities will include but not limited to:-
- Refine
the criteria for selecting the client MFOs and consultants to provide the
capacity building support to MESPT clients.
- Process
applications for capacity building matching grants.
- Process
applications from consultants wishing to provide capacity building
support.
- Conduct
training for consultants and MESPT Associates involved in the
implementation of the capacity building support.
- Carry
out detailed appraisal of the grant applications by undertaking an
institutional assessment and detailing the identified capacity building
needs and gaps.
- Present
all appraised grant applications to the relevant committee of the board
for discussion.
- Communicate
the decision of the Board to the potential clients.
- Oversee
implementation of the capacity building support to clients
- Prepare
reports to the management, the committee and the donors to the fund.
- Participate
in appraisal
- Participate
in the audit of the component by the internal and external auditors.
- Attend
workshops and seminars related to the subcomponent.
- Provide
training and advisory services to the clients of MESPT.
- Develop
Capacity building support as one of the businesses offerings of MESPT.
- Develop
a sustainability plan for the unit to be able to survive beyond the donor
funding.
- Carry
out any other duties assigned by the General Manager, Credit in relation
to the Capacity building support.
Qualifications
The
ideal candidate should be a university graduate with at least 8 years
experience in training, capacity building support, microfinance loan
programmes, consultancy or related activities and aged between 30 and
40 years.

postgraduate training and experience in donor reporting will be an advantage.
