Program / Department Summary:
 
Yes Youth Can a USAID funded program that focuses on building youth-owned, youth-led and youth-managed institutional arrangements and capabilities at both national and county levels. 

The Yes Youth Can Program has four objectives: 

(1) increase economic prospects for youth through skills development and access to finance to create: economically viable microenterprises; self-reliant community level economic development projects, and; employment opportunities 

(2) improve youth voice in local, regional, and national policy dialogue through enhanced advocacy capabilities and inter-ethnic dialogue 

(3) expand youth access to essential services that are more youth-friendly, and 

(4) establish new institutional arrangements that can leverage public and private resources through youth-managed organizations.

General Position Summary:
 
The Fund Manager for YYCN will work under the direction of the Chief of Party (CoP) and provide oversight to all activities concerning the provision of financial services. 

The Fund Manager will directly support the creation of a youth-owned, youth-led and youth-managed fund that can support local solutions for community economic development while it grows in value and will promote economically viable youth enterprises with new finance products and methodologies, to facilitate livelihood development and employment. 

Ensure compliance with all donor regulations as well as Mercy Corps policies and procedures.

Essential Job Functions:
 
Advise on all Tahidi Youth Fund (TYF) activities including:
  • Providing comprehensive work with youth structures to inform investment delivery channels to youth associations to access the Fund
  • Developing and conducting a due diligence process that will qualify potential financial intermediaries to engage with the youth using TYF funds
  • Leading the development of the fund operations manual
  • Establishing and managing disbursements from the Fund
  • providing oversight with monitoring and auditing of financial intermediaries
  • applying a robust business model to expand the Fund’s resource base by fundraising and identifying and applying an institutional framework for a youth-owned, youth-led and youth-managed institution with a viable business plan
Ensure that the “New Enterprise” outcomes of the project are met, including: youth enterprises are able to access credit and savings products tailored to their needs, youth have access to livelihoods development and employment opportunities, and the Fund has brokered long-term deals with financial institutions to expand access for youth enterprises.
 
Advise on Global Development Alliances (G DA) and Public-Private partnerships including GDA and partnership formation and achievement of concrete results.
 
Work with the Chief of Party and Program Managers to develop future TYF strategy for the program and ensure that it continues to meet USAID requirements and standards.
 
Ensure that project performance is evaluated effectively, including coordinating internal and external performance review;
 
Management and mentorship of program staff and partners, gradually transferring skills and capacities;
 
Representation, coordination and relationship management with donor(s), local governance institutions, local partners, private sector, finance partners and other project stakeholders; Regular reporting to the Chief of Party and donor on program progress, ensuring that required deliverables are met in a timely fashion;
 
Engage and develop joint initiatives with government, community leaders, NGOs, private sector and other stakeholders, providing heightened exposure and maximizing impact of the project;
 
Work with project staff on an ongoing basis to ensure smooth planning, preparation, implementation and joint monitoring and evaluation of program activities and achievements towards project goals.

Knowledge and Experience:
  • MA/S or equivalent in finance, business, or related field;
  • 7 to 9 years of high-level management experience in finance, as well as a strong affinity with institution-building required;
  • Successful record of accomplishments in working with key representatives from the financial sector in fund management processes, dialogue mechanisms and leading due diligence processes; preferably in relation to youth access to financial services such as youth enterprises seeking finance, and financial institutions interested in improving their outreach to youth;
  • Experience in identifying and coordinating private sector business persons to provide mentorship to youth and youth enterprises;
  • Experience with a range of financial products, such as mobile phone banking, mobile phone savings, and loans through commercial banks, micro-finance institutions, and credit unions ¡n rural and pen-urban locations;
  • Experience with managing/advising an investment fund that provides loans through financial intermediaries, preferably to youth groups and youth organizations;
  • Technical expertise in financial services development for youth enterprises and their development;
  • Ability to work independently with an affinity for decentralized administration and planning processes;
  • Strong written and oral communication skills in English and Kiswahili;

  • Archive all the relevant administrative and accountancy documentation in the proper way indicated by the FAO and according to Tdh procedures.
  • Manage the cash box of the office, under the supervision of the FAO. The FAO and the Base team leader have the right to verify randomly the cashbox balance
  • Do some cash inventory and reconciliation check with FAO.
  • Prepare, check and send attendance sheets signed by the staff based in the field to FAO.
  • Work as liaison between staff and FAO and Base team in order to smooth any problem and maintain a high standard of HR management.
  • Provide weekly log, admin, HR & finance report to the FAO and LM.
  • Ensure and facilitate the communication and information sharing within the team and the departments, and contribute to the team responsibilities.
  • Work in close collaboration with other team members
Requirements:
  • Minimum diploma-level education in Business administration, Logistics or equivalent.

  • Supervise the national logistics team in Garissa County
  • Provide technical support to the logistics team in Garissa County
  • Explore possibilities for set up of additional satellite offices in project sites (Garissa, Modogashe, Shanta Abaq divisions plus potentially Benane division in case of project activities expansion)
  • Support the Admin/Finance Officer in the set-up of the base in Garissa County, if needed.
  • Responsible for office/guest houses maintenance (water, electricity, generator, painting, etc.) for all Tdh premises in Garissa County.
  • Responsible for the equipment maintenance (computers, printers, photocopiers, fridges, generators, etc.) in Garissa County.
  • Provide punctual support to programme activities through provision of needed supplies and equipment, performance of maintenance in the projects’ facilities, and other logistics needs arising during implementation

  • Responsible for contracts management (call of tender, vehicles, service contracts or miscellaneous rental).

  • Responsible for vehicle fleet maintenance. Ensure good state/performance of all vehicles at all time in Garissa County.

  • Responsible for functioning of Tdh internal and external communications network and equipment (VHF radios, HF radios, mobile phones, Inmarsat phones, Internet service, ) in Garissa County.
  • Coordinate with UN agencies and/or other humanitarian organisations for programming radios and/or to get a registration into the UN/INGO shared system in Garissa County.
  • Responsible for the correct implementation of Tdh stock management procedures and respect of donors’ requirements in Garissa County.
  • Ensure a monthly based physical inventory in Tdh premises in Garissa County.
  • In collaboration with the Logistics Manager, Kenya, attend interagency and security meetings as per field agenda.
  • Follow-up on daily basis on the respect of the security measures and processes (Cf. security plan) to the national and international staff in Garissa County.
  • Provide accurate security briefing for all national staff in Garissa County, in the absence of the Logistics Manager, Kenya.
  • Assist in providing security training that is regularly undertaken and enforced to maintain a safe and secure working environment as possible for Tdh staff and projects.
  • Ensure watchmen for Tdh compounds/premises perform according to Tdh guidelines/instructions and have appropriate equipment in Garissa County.
  • Collect security information through networking with a variety of sources, report them to the Logistics Manager, Kenya and Field Coordinator and share with other staff members as appropriate.
  • Raise awareness on the respect of communication procedures and provides expatriate and inpatriate staff with appropriate and well-functioning equipment in order for them be reached at all times in Garissa County.
  • Draft logistics staff job descriptions and ensure adherence with the Tdh local needs and Tdh procedures in Garissa County.
  • Participate in the recruitment of national logistics staff, following Tdh and local procedures for Garissa County.
  • Supervise directly or indirectly (day to day activities, working hours, presence planning…) and evaluate logistics staff, encouraging effective team work and providing supervision and guidance in Garissa County.
  • Train logistics staff, including drivers, on Tdh logistics and security rules and procedures and on use of communication equipment in Garissa County.

Requirements:
  • Logistics & procurement Diploma,  or other areas related technically to Humanitarian Logistics
  • 3 to 5 years of experience within an International NGO
