Programme Development Lead (PDL)

Location: Various 7 positions, one in each country (Bangladesh, Pakistan, Palestine, Yemen, Kenya, Sudan and West Africa based in Chad)

Salary: £38,500 per annum (Subject to Review)

We are currently recruiting for 7 positions as a Programme Development Lead in various locations. The candidate will report to the Head of Region, and will be responsible for leading a global institutional funding initiative in the respective country.

The Programme Development Lead will be responsible to meet multimillion institutional funding targets for financing the implementation of development programmes. He/She will manage development consultants when required.

The job holder will be responsible for leading the design of long term community based rehabilitation and development programme based on needs assessment he/she led; the role encompasses developing new ways of working that promote best practice at country office level . , ultimately leading to significant increases in successful grant applications.

The successful candidate must have substantial experience of successfully working with NGOs in institutional funding and high quality proposal development as well as excellent negotiation skills. 

The individual should have a background of designing, planning development and humanitarian interventions with international NGOs at senior level and a proven track record of successfully securing multimillion grants from institutional donors sucha as. EC, DFID, ECHO, CIDA, SIDA, AusAid, USAID and World Bank . 

Post graduate degree or equivalent experience in development, humanitarian or relevant field are expected.

Key Responsibilities

Qualifications and Experience
 
The candidate should possess the following qualifications and experience:
  • A PhD earned from a recognised /Chartered University
  •  At least 10 years’ progressive experience in a senior university leadership/management position e.g., Head of Department, Dean of Faculty, Principal/Director of a University College
  • Professional Management and/or accounting qualifications such as CPA (K), ACCA finalist will be an added advantage

JAF Nature Teens Camp is a two week camp experience which gives an opportunity to young people in Kenya and world over to experience God’s love and see that he has a purpose for their life.

Camp is run by counsellors who are mostly volunteers and is held five times in a year during school breaks in two week sessions with 2 session in May, 1 in August and 2 more in December. 

During each session 50 youths attend camp, for a total of 200 each year.

Job Description
Reporting directly to the Area Supervisor, the Camp Manager directs and coordinates activities of workers regarding preparing and maintaining buildings and facilities in camp. 

Coordinates through subordinate personnel or personally directs workers engaged in preparing and maintaining such Camp facilities as dining halls and barracks used by resident laborers.

Who we are

Oxfam GB has been assisting the population of Somalia since the 1960s with interventions focusing mainly on livelihood and public health sectors, including water and sanitation interventions. 

The southern Somalia response began in 2005-2006 with the delivery of a humanitarian programme integrating water, sanitation, public health promotion, food security and livelihoods interventions in Lower Shabelle, Benadir/Mogadishu, Lower Juba, Middle Juba and Gedo regions. 

Since July 2011, we scaled up our activities with our programme operations increasing by 71% due to the drought response. 

This has seen a sharp increase in number of people within the programme, creating the need for additional technical expertise to support in management of the growing human resources and ensure effectiveness of the programme’s HR systems.

The role

The person will be responsible for interpretation of HR policies, practices and ensure adherence to employment laws. 

He/she will be responsible for coordinating the whole recruitment and selection process and oversee the induction of new staff. 

The person will facilitate performance management of staff and monitor the Training Cycle by designing Learning & Development calendars. 

He/she will maintain the HRMIS data integrity for accurate and timely management reports as well as oversee the management of personnel records in accordance with OGB standards.

The post holder will oversee staff welfare management and advise the management on staff health and safety issues. 

He/she will also maintain the programme’s payroll and support in staff reward management processes.

Responsibility will also involve advising management in the field on HR systems and travel to provide technical support to partners and Oxfam office in Somaliland.

What we are looking for

 
To be successful in this role you will have a postgraduate qualification in human resources management or equivalent. 

You will bring extensive experience in HR leadership and direction in a range of locations and in multicultural environments. 

Excellent communication and interpersonal skills as well as computer literacy, rigorous and careful attention to routine system and procedures is required.

This is a strategic leadership role in the implementation of Oxfam Kenya’s exciting strategic plan.
 
Reporting to the Country Director, the National Program Coordinator will provide strategic leadership to the National Pillars team (Campaigns and Advocacy, Governance, Peace Building and Climate Change Adaptation) and 6 months (+) cover of the Urban Program ensuring these programs grow to fulfil their influence and potential within the Oxfam Kenya programme.
 
This will include helping to ensure the financial viability of these programmes, including donor liaison, oversight contractual management and identifying opportunities to strengthen the donor portfolio for the programmes to enable them, grow in size and long term budget security, diversify their funding and maximise integration with and support to Kenyan institutions from Government, Civil Society and Private Sector. 

The NPC will manage 3 national advisors, ensuring they maximise their contribution to the quality and development of the broader Kenya and regional programme.
 
The post holder will ensure that Oxfam Kenya follows a one-programme approach, support the Kenya Advocacy Advisor in developing and implementing of the Kenya campaign strategy and individual campaigns, develop an enabling environment for the Urban Programme to progress from its pilot phase to a leader in its field both within Oxfam’s Global work and in Kenya.
 
S/he will ensure programme quality, compliance with established policies and procedures and contribute directly to Oxfam GB’s strategies and operational plans and that the programme is regularly monitored, reviewed, evaluated and that learning is documented and shared to stakeholders (internal and external).
 
S/he will work with the Humanitarian coordinator to ensure Oxfam is increasingly able to respond to all slow and rapid onset disasters, ensuring timely and appropriate response.

Market Based Livelihoods Advisor – Kenya

Reporting to the ASAL Programme Coordinator, the Market Based Livelihoods Advisor will work with field program teams in carrying out market and livelihood assessments in Kenya and advise on appropriate market based livelihood programming. 

He/she will be involved in conducting general mapping of the relationship between markets and outlining their relationship with Oxfam Kenya programme areas, lead consultants on value chain analysis on the market systems, conduct comprehensive stakeholders analysis highlighting power relations/risk to market relations & value chains as well as identifying key strategies to use markets /cope/adapt to differing levels of shocks.
 
The post holder will assist programme managers in writing proposals for market based livelihood programming which have an income and food security component as well as prepare regular reports and summaries of work and recommendations to managers and advisors.
 
S/he will ensure that all work is carried out in a way that is sensitive to community needs and gender issues, in particular to promote the full and equal participation of women in all aspects of the work. 

The post holder will also contribute to the development of private sector linkages and approaches in at least three main identified commodities and contribute to Facilitate / develop linkages and strengthening the capacity of key private business service providers that contribute towards strengthening identified commodities in the value chain and improving the participation of poor women and men.
 
To be considered for this position, you will possess a master’s degree in Agriculture economics or related field and knowledge and experience in market based livelihood interventions.

Monitoring, Evaluation, Accountability & Learning (MEAL) Officer

Reporting to the MEAL Coordinator, the MEAL Officer will support in establishing and managing the monitoring and evaluation system for an ECHO funded Consortium of 6 international Organisations.

The post holder will be responsible for the maintenance of a programme database, data analysis and support donor reporting. 

S/he will be the focal point for MEAL issues in the programme support unit and will work closely with the Consortium Lead to ensure programme quality by supporting field teams (through field visits), training on aspects of MEAL and reporting on programme impact.

The incumbent will design monitoring tools, reporting templates, track progress against programme indicators and support evaluation processes at agreed programme timelines.
 
To be considered for this position, you will possess a minimum of Bachelor’s Degree in International Development, Project Management, Disaster Management or Statistics from a recognised University or closely related fields.
