1. Secretary of the County Public Service Board

For the appointment to this position, the applicants must meet the following requirements and qualifications:-

  • Be a Kenya Citizen.
  • Be a holder of a first degree from a recognized University.
  • Satisfy the provisions of Chapter Six of the constitution.
  • Be a certified public secretary of good professional standings and demonstrate absence of breach of thee relevant of professional code of conduct.
  • Have relevant knowledge and working experience of not less than five years.
  • Not be a public or state officer.
  • Be ready to work under pressure to meet strict deadlines.
  • Be a team player, and willing to work for long hours without supervision.

Responsibilities

  • Assist the county public office board in its business in consultation with the chairperson.
  • Convey decisions of the county public office board to appropriate persons and or authorities.
  • Help the county public service board coordinate its functions.
  • Perform any other functions as directed by the board from time to time.

2. Member of the County Public Service Board
 

For appointment to this position, the applicants must:-

  • Be a Kenyan citizen.
  • Possess a minimum of a bachelor’s degree from a recognized university and working experience of not less than five years.
  • Be a professional and demonstrate absence of breach of the relevant professional code of conduct.
  • Not be a state or public officer.
  • Satisfy the provisions of chapter six of the constitution.

Responsibilities
 

As for members,

  • Establishing and abolishing offices in the county service, Kwale County.
  • Appointment of persons to hold or act in offices of the County service including the boards of cities and urban area.
  • Facilitate development of coherent, integrated human resource planning and budgeting for personnel emoluments.
  • Advice the county on human resource management and development.
  • Advice County Government on implementation and monitoring of the national performance management system in the county.
  • Not be a public state officer.
  • Exercise disciplinary control over persons holding or acting in those officers in the county.
  • Promote county public service values and principles.
  • Satisfy the provisions of chapter six of the constitution.

3. Chairperson of the County Public Service Board

For appointment of this position, the candidate must:-

  • Be a Kenyan citizen.

  • Satisfy the provisions of chapter six of the constitution on leadership and integrity.
  • Have knowledge and a working experience for not less than ten years in administration and management.
  • Be a professional who demonstrates absence of breach of the relevant professional code of conduct.
  • Be a team leader and committed to working for long hours without supervision to achieve strict deadlines.
  • Not be a public or state officer.

Responsibilities

  • Establishing and abolishing offices in the county service, Kwale County.

1. Procurement Officer

The Procurement Officer will report to the Procurement Manager and will assist in the management and co-ordination of the procurement function to ensure efficient and effective delivery of service in line with the Public Procurement and Disposal law and laid down policies and procedures of the Corporation.

Duties & Responsibilities

To assist the Procurement Manager in:

  • Ensuring timely, efficient and effective procurement of goods, services and works and disposal of obsolete and idle assets
  • Coordinating with user departments on procurement requirements;
  • Preparing tender documents and maintaining procurement/disposal related documents.
  • Assisting in providing technical advice and secretariat services for all    procurement and disposal related committees;
  • Placing and processing Local Purchase Orders Conducting supplier evaluation and rating;
  • Supervising cash purchases /stores management/ inspection and issuance of goods
  • Any other duties that may be assigned.

Requirements

  • Bachelors Degree in Business Administration/Management/ Commerce or relevant field of study.
  • Diploma in Purchasing and Supply Management or equivalent.
  • 5 years post qualification relevant experience 3 of which should be at management level.
  • Excellent interpersonal and communication skills.
  • High integrity.
  • Familiarity with public procurement guidelines and procedures.

  • Strong analytical and negotiation skills.

2. Engineering Assistant (Permanent Way)

Reporting to the Infrastructure Manager, the Engineering Assistant, (Permanent Way) will assist in monitoring and regulating the concession with regard to permanent way in terms of design standards as per the Concession Contract.

Duties and Responsibilities

  • Monitoring compliance to all formal and informal provisions of the concession agreements with regard to permanent way including performance, availability, utilization and reliability;
  • Contributing towards the technical evaluation of investment proposals pertaining to permanent way from the concessionaire, by examining the cost of proposed works and carrying out site visits and inspections to check details of the works for inclusion in the conceded assets accounts;
  • Assisting in updating the assets register pertaining to conceded permanent way facilities and assets;
  • Carrying out joint track inspections to assess compliance in permanent way maintenance standards, assess the condition of materials and evaluate proposed useful life, check safety practices and assess the availability/condition of non-conceded permanent way materials stocks;
  • Assisting the SHE Manager in investigating accidents with regard to permanent way;
  • Undertaking periodic audits of permanent way assets to check compliance with railway safety standards; and
  • Monitoring the management of the Engineering Drawing office and plan room to guarantee safety of the engineering records, especially permanent way drawings.

Requirements

  • 'O' Level Certificate 5 years experience in Permanent Way Maintenance and Construction Works, 2 of which must have been in a Sub-Permanent Way Inspector level.
  • Diploma in Civil Engineering
  • Minimum Sub-Permanent way Inspectors Certificate
  • Rail Safety Operators Certificate
  • Excellent interpersonal and communication skills
  • Computer literacy and familiarity with standard office computer applications.

3. Estate Assistant

Reporting to the Real Estate Manager, the Estate Assistant will assist in the management of the Corporation's real Estate portfolio for maximum returns.

Duties and Responsibilities

  • Implement policies and procedures to effectively manage property
  • Perform a variety of administrative duties in ensuring compliance with policies and laws affecting leasing of the property.
  • Regular inspection of the Corporation’s landed assets
  • Ensuring prompt and effective tenant/Landlord correspondences, rent collections and site visits.
  • Maintenance and updating of property/tenants records including accounts payable and accounts receivable
  • Provide day-to-day management of the property and maintain professional and courteous relationships with tenants and stakeholders.
  • Oversee security deposit administration including inspecting units to determine resident’s balance or refund
  • Assist the management with maintaining assets security measures, documenting incidents, and sending proper reports/notification to management.
  • Reporting on monthly basis issues pertaining to asset/tenants administration and management.
  • Perform other duties as assigned by management.

Requirements

  • O – level certificate or equivalent
  • Diploma in Property Management or equivalent
  • Certificate in proficiency in Microsoft Office: ICDL or equivalent
  • 3 years experience in property management
  • Demonstrate strong multitasking, communication, organizational, and leadership skills.  Proactive, creative and results oriented
  • Demonstrate ability to read, analyze and interpret lease related documents, solve practical problems and deal with a variety of situations.
  • Ability to perform in a busy, multi-tasking work environment
  • Ability to travel (between properties, training, errands, etc.) and work anywhere in Kenya

4. Security Assistant

Reporting to the Security Services Manager, the Security Assistant will assist in carrying out physical inspection/investigation of the Corporation's assets and premises in the assigned region to ensure security as well as investigate security violations and incidents reported.

Duties and Responsibilities

  • Investigating cases of fraud and other security violation cases against the Corporation’s assets in the region assigned,
  • Liaising with the police and the other law enforcing agencies in solving security matters related to the Corporation in the assigned region,
  • Supervising outsourced security services in the region,
  • Carrying regional security reports as required.

Requirements

  • 'O' Level Certificate or equivalent;
  • Certificate in security management/fraud detective/forensic;
  • 4 years experience in security /investigative matters preferably from the police C.I.D or military;
  • Excellent interpersonal and communication skills;
  • High integrity;
  • Computer literacy and familiarity with standard office computer applications
  • Possession of a current Certificate of Good Conduct;
  • Certificate of discharge for those who have left formal employment;
  • Ability to work under pressure and meet deadlines

  • Appoint persons to hold or act in office of public County offices including the boards of urban areas within the county and to confirm appointments.
  • Exercise disciplinary control over and remove, persons holding or action in those offices as provided for under this part.
  • Prepare regular reports for submission to the county assembly on the execution of the functions of the board.
  • Promote in the county public service the values and principles referred to in Articles 10 and 232 of the Constitution of Kenya 2010.

Qualifications:

  • Ten years experience in administration and management;
  • Proven track record in managing implementation of projects.

II. County Public Service Board: Chairperson, Members and Secretary 


  • Members: University graduate from a recognised university (a masters degree and above will be an added advantage);
  • For Chairperson and Vice- Chairperson, ten years experience; for other members, five years experience.
  • Meets the requirement of Chapter 6 of the Constitution on Integrity and Leadership.
  • Not a state or public officer
  • The Secretary must a Certified Public Secretary of Good Professional Standing.

  • Coordinating the design, implementation, monitoring and review of the Agency’s Strategic Plan.
  • Lead the annual Performance Contracting process by designing the Agency’s Annual work Plan as derived from the Strategic Plan, the Vision 2030 Development Plan and the Performance Contracting Guidelines.
  • Ensure the Effective cascading of the Corporate Annual Work Plan and performance Contract to the respective Divisions and Departments.
  • Lead in the design and implementation of a Monitoring and Evaluation Framework of the Agency in liaison with the other Divisions/Departments.
  • Oversee effective periodic Monitoring, Evaluation and Reporting of the Agency’s activities as outlined in the Strategic Plan, Annual Work Plan and Performance Contract.
  • Prepare and monitor the budget to support delivery of the Agency’s strategic objectives in consultation with Finance and the technical departments.
  • Identify Strategic opportunities and risks and advising Management on the appropriate course of action.
  • Liaising with other Departments to develop or review various strategies to support programmes / projects under KENTRADE.
  • Developing and implementing appropriate and strategic networks, collaboration, linkages and partnerships with the stakeholders nationally and internationally to support KENTRADE in liaison with other Divisions.
  • Developing the framework for evaluation of projects/programs/ activities and ensuring that they are aligned to the organizations strategic goals and the Kenya Vision 2030.
  • Coordinating the Strategic involvement of relevant Government Ministries, Departments and stakeholder Agencies to support the implementation of the Agency plans.
  • Manage the identification, design and implementation of Research and Development initiatives in support of the Agency’s mandate and Business Strategy.
  • Coordinate the implementation of the Quality Management System

Qualifications & Experience

  • Bachelors’ Degree in Business, Economics, Strategic Management, Arts or relevant field from a recognized institution.

  • 8 (eight) years’ work experience 4 of which must be in a senior Management position

Duties & Responsibilities

  • Design, implement and review financial management policies, systems and procedures of KENTRADE to ensure efficient and effectives accounting and finance processes.
  • Responsible for preparation of annual budgets and financial projections.
  • Responsible for timely preparation of accurate Management Accounts and Financial Statements/Reports;
  • Monitor the financial performance and Cash flows of the Agency, advice on matters arising and propose remedial measures where appropriate.
  • Responsible for maintenance and updating of the fixed assets register
  • Responsible for compliance matters in regards to taxation and statutory requirements.
  • In liaison with the Human Resource and Administration Manager ensure proper payroll management and salary Administration.
  • Facilitate external and internal audits and ensure effective implementation of audit recommendations.
  • Advise management with regard to KENTRADE financial matters.
  • Effective supervision of Departmental staff including conducting staff appraisals on time in accordance with the established Performance Management System.

Qualifications& Experience

  • Bachelor’s degree in Commerce, Finance, Economics or any related field from a recognized University;
  • Master’s degree in Business Administration, Finance/Accounts option, or any other related field from a recognized institution;
  • Possession of CPA (K), ACCA or CFA qualifications
  • A member of ICPAK or ACCA of good standing;
  • A minimum eight (8) years’ experience in a financial management and accounting environment 4 of which should be at a senior level in a reputable organization.
  • Experience in a computerized accounting environment

Essential Knowledge & Skills

  • Must have a thorough understanding of International Financial Reporting Standards (IFRS’s).
  • Conversant with Public Sector Finance Management and knowledge of financial management laws and regulations
  • Excellent knowledge of relevant computer software and applications.
  • Proficiency in use of ACCPAC, Sage or related Modules

Purpose of the Job: To continuously analyze the current trade facilitation measures available for conducting trade within Kenya and the Region and make appropriate recommendations to reduce the impact of tariff and non-tariff barriers to trade. 


To engage and lobby the trade community in both the public and private sectors across the supply chain with a view to strengthening capacity as regards to measures to facilitate and ease trade in Kenya and the Region. 


To ensure the effective implementation of the National Electronic Single Window System (NESWS) as a Trade Facilitation Tool.
 

Duties & Responsibilities

  • Provide leadership, strategic vision and manage the Trade Facilitation Unit of the Agency.
  • Prepare Strategic, Business and Performance Work Plans for the Trade Facilitation Unit
  • Prepare the Annual Budget for the Trade Facilitation Unit.
  • To work closely with relevant Stakeholders & other partners, representatives of business and trading community in Kenya and the region in order to identify and specify needs, strengths and weaknesses in the existing systems and procedures for facilitating trade;
  • Provide trade facilitation measures in line with the mandate of KENTRADE (National Electronic Single Window System.)
  • Conduct consultative workshops with relevant partners to strengthen capacity as regards to measures to facilitate and ease trade and cooperate with the trading community and business in general.
  • Continuously analyze the Supply chain and recommend Trade facilitation Strategies required to improve trade processes.
  • To assess the current status and promote comprehensive cooperation and understanding among public sector (particularly Customs services) and trading community;
  • To provide expertise and recommendations as to how to adapt internationally acclaimed trade facilitation measures to local realities;
  • Prepare an analysis of the implementation status of Trade Facilitation measures being implemented in each Partner Government Agency
  • To identify institutional, legal and functional gaps which hinder the introduction of trade facilitation measures in the country.
  • To contribute to the development of an action plan including critical steps on introduction of trade facilitation concepts and measures in Kenya and the Region;
  • Kyoto Convention – interpretation of terminology and introduction into the national legislation, and/or in any other trade facilitation related area upon agreement with relevant agencies.
  • Undertake such other duties as may be reasonably required and which are consistent with the level of responsibility of this job role.

Qualifications& Experience

  • Possession of a Bachelor’s degree in Business Management, Commerce, Finance, International Business, Statistics, Supply Chain, Marketing or related field from a recognized institution.
  • Possession of a Master’s degree in Business Administration, International Trade, International Relations or related field from a recognized institution.
  • Relevant Professional qualifications.
  • Membership to a relevant professional Body
  • At least 8 years relevant experience 4 of which must have been at a senior management level to prove technical qualifications and experience
  • Experience in Sales & marketing or Supply Chain is desirable
  • Experience in Business Development, cross border trade, and trade logistics is an added advantage
