1. Presentation of Solidarites International
 
Solidarites International (SI) is an international non-governmental organization which provides humanitarian assistance to population affected by natural disaster or man-made crisis.
 
2. Scope and focus
 
i) Policy framework: This section of the Report will describe the policy and legal basis within which the project is to be implemented, making reference to relevant national and OFDA policies and guidelines.
 
ii) A baseline study of the area and its environment will give us a picture of the actual situation, focusing especially on natural resources and areas affected by the expected facilities (water catchments)
 
iii) Significant environmental impacts: 

The study will provide an exhaustive list of all impacts including long term and short term, minor, moderate and severe, direct and indirect, and select the manageable, significant impacts based on magnitude, significance, extent and special sensitivity. 

For the purpose of this assessment, magnitude will refer to the amount of change to be created by the impact; this should be quantified to the extent possible. 

Significance here will refer to the actual effects on human health and the natural environment – including security issues and pressure on pasture and will look beyond magnitude while extent will refer to the area to be affected.
 
iv) Socio- economic analysis: 

The socio-economic characteristics of the existing location should be identified and impacts analyzed. 

The analysis should include the use of land, the main economic activities, governance structures, migratory patterns etc. 

Analysis should also examine traditional usage/management systems for water catchments and those established by aid agencies, including the resultant impacts of each system and categorized in terms of positive and negative.
 
v) Reasons for proposed activities and analysis of alternatives: 

Based on the impacts identified above, the study should justify the proposed activities, identify possible alternatives and provide a detailed analysis of the impacts associated with each alternative. 

Each alternative should be evaluated in respect of its potential environmental impact and capital and operating costs. 

Mitigation plan: For each potential adverse impact the plan for its mitigation at each stage of the project should be documented and its cost assessed. In the case of beneficial impacts it should be demonstrated how these can be maximized.
 
3. Deliverables
 
Detailed Report: Executive summary, policy, legal and administrative framework, significant environmental impacts, socio-economic analysis of impacts, identification and analysis of alternatives, mitigation action/Mitigation management plan, a Power point presentation of the main findings and recommendations.
 
4. Qualifications/Experience Required
  • Minimum of 10 years professional experience in developing countries, including previous experience working in Somalia; 
  • strong experience in EIA, 
  • University degree in Environment/Natural Resource Management; 
  • conversant with community based water and infra-structure management systems, 
  • good understanding of Somalia and its history,

The Capital Markets Authority (CMA) is a statutory agency charged with the prime responsibility of regulating the development of orderly, fair and efficient capital markets in Kenya. 

The Authority is currently undertaking comprehensive reforms to deepen the capital markets industry. 


One area that has come under consideration is the investor education approach with regards to developing a more robust and targeted campaign.

Following the development of the Authority’s Strategic Plan for 2013-2017, Investor Education and Public Awareness was identified as one of the key mandates to be enhanced. 

The Authority proposes to undertake a study on the investor profiles to enable it to adopt a more focused and targeted Investor Education Strategy informed by data received from the study.
 

a) Objectives of the Study
 
The investor profile study is intended to assist the Authority in developing a more targeted investor education approach based on information that includes demographics such as location, age, profession, marital status, education as well as size, outlook, focus and risk appetite for institutional investors, etc. 

The study will also enable the Authority to ensure optimal allocation of resources to investor education through a phased and structured approach to each segment while maximizing impact and value for money from outreach and education initiatives. 

In addition, the survey will include the East African and international regions, to be provided by the Authority, given the impact of Foreign Direct Investment FDI in the capital markets as well as the potential for increased participation in the development of our market.

(b) Scope of work
 
The study will be expected to come up with a report on:
 
i. Various investor segments in the markets and their behaviours and nature;
 
ii. Their level of understanding of the capital markets and reasons for that level;
 
iii. Their propensity to invest by these segments.
 
The study must also come up with recommendations on the most impactful method to reach each of these segments with an appropriate and costed implementation plan. In carrying out the exercise, the consultant shall involve several market stakeholders as per the Terms of Reference that will be provided.
 
Interested firms shall be required to provide information indicating that they have the necessary qualifications, capability, experience, resources, tools and facilities to carry out the Exercise. 

Such information shall include a detailed company profile, description and evidence of experience in similar assignments carried out, and availability of qualified and experienced key personnel for this assignment. The objective of the consultancy is to provide an opinion on the state of finance (assets and liabilities) of the defunct local authorities in the county for the last three (3) years and assist the county in development of a cost effective, efficient and risk free revenue collection system.

The objectives of this assignment are to:
  • Identify Assets and Liabilities of the County.
  • Conduct a baseline review of the County’s revenue streams, assessment of revenue collection and reporting, revenue leakages, potential income streams and provide implementable recommendations;
  • Review of payment system including authorization and approval of payments, mode of settling payments, cash handling procedures, related risks, and provide recommendations.

The objective of this EOI is to identify an experienced revenue collection agent who will be responsible for collection of revenues. 

The revenue collection agent must show an understanding of the income streams of the county backed by recent examples of work previously done in the same space.
