Background

The Africa Adaptation Programme (AAP) was launched by the United Nations Development Programme (UNDP) in partnership with UNIDO, UNICEF and WFP, and with funding of US$92 million from the government of Japan, to support the efforts of 20 countries in Africa to mainstream climate resilience into their development planning.

A key priority of the AAP is to increase public awareness of climate change issues and the kinds of responses and actions that will be required to protect the sustainability of development in Africa from rising temperatures and declining rainfalls, among other effects of climate change.

To this end, a Nairobi-based project of the AAP is focused on improving the role African media can play in investigating, interpreting and reporting on the intersection of climate change and development with a view to better-informing both public debate and policymaking on this issue.

The project will seek to deepen the knowledge of climate change among African print, broadcast and web based journalists, among other media professionals, and build their capacity to raise awareness among multiple stakeholders including the general public, civil society, the business community, academia and the public sector, in particular opinion leaders, policy shapers and decision-makers.

It will involve such activities as identifying journalists with experience on the climate change file to serve as focal points in each of the 20 AAP countries, convening training workshops, producing a manual on climate change for journalists, and exploring opportunities to make climate courses available to students in African journalism schools, among others.

To implement this project, a small team is being assembled in Nairobi, Kenya, in which each member must be capable of fulfilling multiple functions.

The position of Project Officer will carry responsibilities in the areas of:
  1. programme assistance
  2. office management
Duties and Responsibilities

The Project Research Associate is responsible for the coordination of programme, office management, logistics and communications assistance for the Nairobi office of AAP. S/He reports directly to the Project Coordinator.

S/He manages and ensures the provision of efficient and timely program, research, and administration support services to the Capacity Building and Communications AAP programme based in Nairobi.

In the discharge of her/his duties, the Project Research Associate liaises with UNOPS Administrative and Communications Support Officers, in order to ensure best support.

Programme
  • Identify and map key stakeholders and potential collaborators and/or strategic partners,
  • identify journalist focal points in each of the 20 AAP countries,
  • develop and maintain up-to-date information on the impacts (anticipated and current) of climate change in AAP countries to continually refresh the AAP business case with current information,
  • develop and maintain a virtual library as a research tool for journalists providing them with access to climate change information resources internationally.
  • Assist in development and maintenance of media library, collecting materials relevant and useful for the AAP programme, some virtual, some actual.
  • Assist in gathering and preparation of materials for monthly and quarterly reports.
  • Liaise with key focal cluster trainers to get monthly and quarterly reports delivered in a timely fashion.
Office Management
  • Supervise administrative personnel to assist in smooth functioning of office,
  • Help create and supervise administrative procedures in the office.
  • Assist in personnel and communication technology research.
  • Assist in administrative tasks related to personnel and communication.
  • Ensure AAP administrative procedures are adhered to.
The Project Research Associate is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Required Selection Criteria

Competencies
  • Minimum of 5 years of relevant work experience at the national or international levels
  • Extensive experience in research, especially on issues of sustainable development, environment, climate change within an African context
  • Demonstrated understanding of climate change, its implications for African development, and the opportunities presented by adaptation to enhance climate resilient development
  • Familiarity with the African political, economic and cultural context
  • Experience in Monitoring and Evaluation
  • Training and/or extensive knowledge of computers/information technologies
Education/Experience/Language
  • Bachelor Degree in a relevant field (development, environment, climate and/or policy)
  • Fluency in English, both written and spoken. Fluency in French or Portuguese would be an asset.
