JSI Research and Training Institute, Inc., (JSI), a Boston-based public health management firm dedicated to providing high quality technical and managerial assistance to public health programs, is currently recruiting for a potential Director for Strategic Information (DSI) Services for a program funded by USAID to strengthen the role of civil society to meet the health needs and social well being of Kenyans.
JSI is developing a proposal to submit to USAID to support its FANIKISHA Institutional Strengthening Project. If awarded to JSI this project will be five-year effort, scheduled to begin in August 2011.
The objective will be to strengthen technical competence and organizational capacity of national NGOs and/or networks and to develop and implement models to expand HIV/AIDS service delivery in hard-to-reach areas.

Responsibilities of the Director for Strategic Information include the following:
- Design and implement a comprehensive SI framework for the program; secure approval of and agreement with the framework through meetings with USAID and others;
- Generate and implement annual SI work plans;
- Oversee the development of a project communications plan;
- Oversee the development and maintenance of the Project website;
- Establish and maintain a "user-friendly" monitoring system, monitor the SI indicators, and prepare regular reports for the Chief of Party and senior management team;
- Determine SI responsibilities within the program;
- Train staff to perform their SI tasks;
- Work with program staff and civil society partner organizations to develop appropriate objectives, indicators and tools to measure effects of interventions (baseline to end line);
- Monitor the quality and completeness of Program data for documenting project performance, and find solutions to resolve data problems if and when they arise;
- Work with civil society partners to strengthen existing management information systems in the health and social service sectors;
- Build lasting local capacity in SI management and use, especially at field level, by training partner organizations to design and implement M&E systems to facilitate use of strategic information and M&E data for program improvement;
- Monitor the constructive use of data at the field level by partner organizations with the aim to improve the quality of services provided;
- Document and present program results and lessons learned to USAID and other stakeholders;
- Design and oversee an appropriate approach for monitoring and evaluating interventions for the community, district, and national levels;
- Disseminate and assist project staff to disseminate data on project progress and results; and
- Supervise SI team that is responsible for project's M&E system as well as M&E capacity building with CSOs
- Supervise the preparation of required reports.
Desired Qualifications:
- Advanced degree in statistics, demography, epidemiology or other relevant discipline, including social sciences and public health;
- Seven years experience in international health projects in a technical capacity; preferably including several years with USAID-funded projects;
- Demonstrated applied skills in M&E methods and use of data for service strengthening;
- Familiarity with the principles and current approaches to strategic information systems for health and/or development programs;
- Familiarity in capacity building and adult learning technique;
- Experience in the evaluation of public health programs programs;
- Good working knowledge of major database and analytical programs including MS Access, MS Excel, and STATA or SPSS;
- Experience working with both quantitative and qualitative data collection and analysis methodologies;
- Experience building the capacity of organizations (preferably CSO and private sector) to design, implement and manage M&E systems;
- Ability to work in diverse settings with public and NGO sectors;
- Ability to tailor data collection approach to local needs, interests, and capabilities;
- Ability to convey strategic information to non-technical stakeholders and generate interest in the use of data/ results for programmatic improvements;
- Experience working in Kenya;
- Demonstrated capacity to oversee development/implementation of work plans, reports and presentations; and
- Excellent interpersonal, teamwork, supervisory, communications and mentoring skills.
