The Assistance to Micro and Small Enterprises Programme [ASMEP] is a Republic of Kenya and European Union financed initiative anchored within the Ministry of Trade in support of the Micro and Small Enterprises [MSEs] in Kenya.
The programme has three components which it supports namely: - Institutional and Capacity Building of Business Membership Organizations (BMOs) and Micro finance Institutions (MFIs); Business Information Dissemination; and Business Development Services (BDS) targeted mainly at Horticulture and Fisheries Sectors.
ASMEP wishes to call for Proposals to support Women to convene and participate in business
opportunity enhancing Workshops/Conferences and recruit a Monitoring and Evaluation Consultant to support activities of the Programme Management Unit (PMU) and implementing partners of ASMEP components, namely; The Micro Enterprises Support Programme Trust (MESPT) and United Nations Development Programme (UNDP).
1. Call for Proposals: Women’s Conference/Workshop:
ASMEP is calling for proposals to support Kenyan women entrepreneurs participate in business opportunity enhancing Workshops/Conferences.
The type of Workshops/Conferences in which participation support is sought is flexible but MUST be characterized or demonstrate opportunities for improving Kenyan women entrepreneurs’ access to new markets and business development opportunities.
The Workshops/Conferences in which support is sought must be held or convened at the latest by February, 2012.
Selection Criteria:
1. Participation is open to all Kenyan women Micro and Small Enterprises (MSEs) registered organisations; preference will be given to Business Membership Organisations engaged in business related activities aimed at income generation and poverty alleviation;
2. The proposed Workshop/Conference should be one that empowers Women to enhance their capacity to do business, network with other entrepreneurs, find new market opportunities for domestic, regional and international exports;
3. In the case of an institution or organization organizing a Workshop/Conference where participants are drawn from a wide spectrum of Women MSE organizations. Incorporation of ASMEP in the selection of participants and key decisions about the Workshop/Conference is mandatory;
4. The support sought from ASMEP will be less than 50% of the total cost of the Workshop/Conference, hence, a minority cost, while the majority cost must come from elsewhere, sources of which must be detailed in the proposal;
5. Workshop/Conference support activities (eg. Hire of Venue, rental of equipments, stationery and printing for workshop/conference) are to be procured through a competitive process, and the support will be limited to a maximum of Kshs. 950,000.00. Support for local travel costs and per diems for participants will be catered for separately (at ASMEP applicable rates);
6. Funding will not be awarded to an organisation directly but to contracted Service Providers (i.e. there will be no Direct Grant to institutions or organizations); and
7. Proposal should be submitted in following format: - [1. Name of Organisation/BMO; 2. Legal(Registration)Status; Title of Workshop/Conference; Objective and Relevance of the Workshop/Conference; Location and Dates for the Workshop/ Conference; Number of Participants to be supported and the budget; Total budget; percentage of the total budget by

The Consultant is expected to undertake Monitoring and Evaluation of activities being implemented under the programme, and drafting and compiling programme reports for the Assistance to Micro and Small Enterprises Programme (ASMEP).

- Undertake data collection, analysis and report generation (including in assisting responsible officials in meeting their reporting obligations),
- Monitoring and Evaluation of ASMEP activities being implemented by the PMU, MESPT and UNDP;
- Take primary responsibility for the drafting and timely submission of integrated reports to the development partner,
- Assist in preparation, facilitation and convening of quarterly Programme Steering Committee (PSC) and monthly Technical Management Committee (TMC) meetings;
- To draft the PSC and TMC minutes, and ensure commitments and decisions made, are monitored and reported on,
- To operate, maintain and support programmes and projects in the implementation, collection, analysis and generation of results and reports;
- Maintain and update the Monitoring and Evaluation (M&E) system;
- Participate in Supporting monitoring and tracking of resources towards outcomes;
- Undertake sensitization of implementing partners on M&E activities, and liaise with the ASMEP external reviewers;
- Provide support to other aspects of project management by liaising with other Stakeholders as may be required; and
- Any other duties as may be assigned by the Programme Coordinator.
Qualifications for Monitoring and Reporting Consultant:
- A university degree in a relevant social science discipline, higher degree preferable;
- Three (3) years experience in undertaking Monitoring and Evaluation activities;
- Experience in Reporting on Donor Funded projects/programmes;
- Experience in Results Based Monitoring and Evaluation systems is a strong advantage;
- Experience in Private Sector Development and working in Trade related sector,
- Experience in undertaking Capacity Building in M&E;
- Good technical skills in measurement, evaluation and data analysis;
- Strong Oral, Reporting and Writing Skills; and
- Computer literacy and English fluency are requirements.
Location and Duration:
The Monitoring and Reporting Consultant will be based at the Programme Management Unit (PMU), Telposta Towers, Ministry of Trade, Nairobi with occasional travel to other locations in Kenya.
Duration: The initial contract will be for 6 Months.
