An international bottling firm with its headquarters in Djibouti who are currently opening up a branch in Somalia (Hargeisa).

The company is interested in recruiting two competent and highly skilled professional for the position of Human Resource Manager and Security Manager for the new office in Somalia.

The interviews will be held on Monday 17th October 2011 due to the urgency of the positions.

Human Resources Manager

The Human Resources Manager will guide and manage the overall provision of Human Resources services, policies, and programs for the company.

The major areas the Human Resources manager will manage include:
  • recruiting and staffing;
  • organizational departmental planning;
  • performance management and improvement systems;
  • organization development;
  • employment and compliance to regulatory concerns regarding employees;
  • employee onboarding, development, needs assessment, and training;
  • policy development and documentation; employee relations;
  • company-wide committee facilitation;
  • company employee and community communication;
  • compensation and benefits administration;
  • employee safety, welfare, wellness and health;
  • charitable giving; and
  • employee services and counseling.
The Human Resources manager will originate and lead Human Resources practices and objectives that will provide an employee-oriented; high performance culture that emphasizes empowerment, quality, productivity, and standards; goal attainment, and the recruitment and ongoing development of a superior workforce.

The Human Resources manager will be responsible for the development of processes and metrics that support the achievement of the organization's business goals.

The Human Resources manager will coordinate the implementation of people-related services, policies, and programs through Human Resources staff; report to the CEO; and assist and advise the company managers about Human Resources issues.

The Primary Objectives of the Human Resources Manager will be:

Qualifications
  • Minimum of 6 years human resources experience
  • Preferable to have experience in two or more of the following areas: human resources management, organizational development/change management, process improvement, compensation, staffing.
  • Excellence in a client management model: mobilizing the best people and integrating the tools and processes required to meet the needs of the business
  • Business driven with strong financial acumen.
  • Strategic planning, complex problem resolution and general management expertise.
  • Outstanding communication and presentation skills.
  • High level of interpersonal skills and integrity; solid team player.
  • Ability to influence senior management, establish and maintain collaborative partnerships and provide thought leadership.
  • Ability to architect and drive change
  • Ability to lead in a global, matrixed environment
  • Administer compensation, benefits and performance management systems, and safety and recreation programs.
Security Manager

The role of a Security Manager of an organization or facility is a combination of Security Administrator, Consultant and Security Advisor.

He is responsible for overseeing the safety of the personnel, security of material and information of an organization from physical assault, fraud, industrial espionage/sabotage and arson by competitors or terrorists.

Duties and Responsibilities
  • Responsible for conducting site reviews, writing audit/review reports, reviewing findings, and making recommendations line management and /or their security coordinators.
  • Monitors and evaluates unit performance on key security issues and programs, recommends corrective action programs here appropriate.
  • Establishes/maintains robust customer relationship to ensure complete understanding of customer processes to enable the delivery of viable security responses.
  • Responsible for planning, developing and implementing security plans, security programs such as Emergency Response and Crisis Management, Physical Security, Information Protection, Incident Management and/or Investigation.
  • Maintains knowledge of complex industry trends, current security issues and security technology and update management on risk and threat that could impact company business.
  • Responsible to perform annual risk analysis for the country, particularly with respect to level of crime, terrorism, workplace violence, threats from natural and man made disasters.
  • Responsible for providing leadership, advice and counsel to line management on security policy and practices. Identifies exposures and to recommend and develop corrective plans as appropriate.
  • Provides advice and counsel to management on the expenditures of resources for protection of company assets where compromise or loss of these assets could seriously effect company business.
  • Provides leadership, advice and counsel to all security staff in achieving current and long rage strategic program objectives.
  • Serves as staff support to security management and assists in conducting investigations of significant threats and/or the loss or misappropriation of assets.
  • Performs incident analysis and investigation relative to all incidents with advice and closure to all responsible functional management and supporting security management.
  • Develops and implements security coordinator program which includes developing a training program for all security coordinators for each region.
  • Assumes other responsibilities as assigned.
Skills and Specifications
  • Should have in-depth knowledge of Security Environment and security hazards preferably ex-military Should have undergone appropriate training in Senior Security Management
  • Education & Qualifications College under-graduate in Public Administration
  • At least 5+ years of experience as Senior Manager dealing in management, administrative policy and security
