ELCI
is a membership Non‐governmental Organization
working in the field if
environment and sustainable development. ELCI’s work is concentrated around
linking environmental NGOs world‐wide, allowing them to make a common position and
forge strong cases for the environment and sustainable development in local
(Kenya) and international negotiations.
This role entails strengthening communication and cooperation between Civil Society Organizations (CSOs) and communities working on environment and sustainable development, providing liaison with local and international policy negotiations and processes, strengthening capacities of environmental NGOs and local communities in developing countries, and encouraging and supporting the advisory role of CSOs through governmental and intergovernmental agencies and processes.
ELCI is implementing the project “Empowering People and Nature – Lake Victoria (EPN).
This is a two year project with the goal of “the security of livelihood of fishing communities in Homa Bay, Busia, Siaya and Kisumu Counties is improved through sustainable utilization of the fisheries resource”.
This project is supported by Act! under the Changieni Rasili Mali (CRM) facility funded by the governments of Sweden SIDA and DFID. Under this project, ELCI wishes to recruit a Project Coordinator.

Overall Responsibilities:
- Coordinate activities of the EPN project with a view to ensuring successful and quality delivery on results as described in the project documents.
- Duty Station: Nairobi, with extensive travel to the four project counties, and potentially other fishing counties of Kenya
Specific
Responsibilities:
- Consolidate relevant knowledge on a range of issues in the fisheries sector, especially relating to sustainability of the fisheries resource, risks and priorities of fishing communities
- Mobilize and build capacity of non‐state actors (NSAs), through training, to actively participate in management of, and policy processes for the fisheries resource and the ecosystem that supports it
- Form a network of non‐state actors working on the fisheries sector and facilitate their advocacy activities
- Create a regional (East Africa) linkage among the NSAs in collaboration with relevant regional (East Africa Community) institutions
- Build the capacity of such (regional) NSAs to collectively respond to the management of, and policy processes for the fisheries sector
- Generate new data that can support greening of the fisheries economy, and disseminate the same
- Creatively engage the private sector to support attainment of sustainability goals for the fisheries sector
- Identify and promote, or facilitate development of sustainable fish value chains that enhance the livelihood of fishing communities
- Develop a communication strategy for the national and regional NSA networks on sector policy and NRM
- Publish regular status reports of the fisheries sector
- Document and disseminate information generated by the project, and other relevant data on the fisheries sector
- Report on regular basis to the Project Manager on the project progress in the prescribed ELCI reporting format
The
successful candidate will have the following qualifications:
- A Degree in Natural Resource Management (NRM),
- At least 4 years experience in NRM
- Experience in working with the private sector, donors, non‐governmental organizations, community‐based organizations and the public sector
- Knowledgeable in local and national NRM and environment matters, with emphasis on the fisheries sector
- Fundraising and resource mobilization skills
- Advocacy and negotiation skills and experience
- Excellent report writing and presentation skills
- Good public relations and communication skills
- Excellent computer skills in various computer packages (Ms. Word, Excel and Power Point)
- Good organizational and analytical skills
- A visionary and resourceful self starter with ability to work under pressure and to meet deadlines
