Background
Oxfam

The
Horn, East, and Central Africa (HECA) Region is the largest region within
Oxfam, covering 8 countries, including Ethiopia, Tanzania, Kenya, Somalia,
Democratic Republic of Congo, South Sudan, and Uganda.
The
Regional Centre is based in Nairobi and is mandated to provide leadership and
support to the Oxfam country programmes in delivering their strategies within
the context of programme quality, and efficiency.
The
role
As
a key member of the Regional Leadership Team, You will manage and support
Country Directors ensuring that programme quality is of organisational
standards.
Work
with and on behalf of the Regional Director, to plan, design, and deliver the
Region’s programme objectives.
Provide
leadership to large humanitarian response programmes, deputising for the
Regional Director in cases of declared CAT2 or CAT1 emergencies (major
humanitarian Catastrophes, which are designated as level 2 or Level 1, where
number of impacted people is more than circa 200,000).
Support
the marketing and funding processes of the programme, through management of
funding proposals and of timely and accurate donor reports.
Manage
programme in concert with Oxfam International, playing a key role in the
implementation of Oxfam International Single Management Structure (OI SMS)
process.
Support
the implementation of Oxfam’s Strategic Change Objectives and Aims within HECA,
and to specifically lead on the implementation strategies for Aim 4 (the Right
to Be Heard), and Aim 5 (the Right to Gender Justice).
The
Person
You
will have:
- Extensive and proven strategic and programme management skills and experience within the context of an integrated humanitarian, development, and campaigns/ policy work, preferably within the context of the Horn, East, and Central Africa region.
- Strong experience in leading and/or managing large humanitarian responses within complex contexts.
- Broad set of management experiences and skills (financial, people, donor, technical competences), preferably gained through senior country leadership, or senior regional management experiences.
- Proven ability to lead and work effectively with others to achieve results.
- Previous, senior experience in working to combat poverty and suffering highly desirable, in at least two different countries.
- Demonstrable knowledge and experience of gender and diversity issues

Job
Purpose: To
manage staff and project development on behalf of the Regional Director, within
the context of the “one programme approach”, integrating the humanitarian with
long-term development, and policy and campaigns work within the region.
As
a senior manager in the Region, to contribute to the overall regional
management and representation of Oxfam in the Region, and to ensure and deliver
the regional strategic plans through programme quality and impact, the
management of key regional resources, and the
line
management of Country Directors under the assigned portfolio.
Reporting
Lines:
Post
holder reports to:
Regional Director (RD)
Staff
reporting to this post: Country Directors for our programmes in Ethiopia, Kenya,
Somalia, and South Sudan, in addition to Regional Technical Advisors, and
Regional Project Managers.
Budget
Responsibility:
Responsibility for preparation, supervision and monitoring of
programme
budgets, in addition to managing their own budget.
Dimensions:
- Strategic senior management position, key responsibility is to ensure programme objectives are delivered. Required to develop long term vision and strategic planning to achieve significant impact.
- Contributes to and helps to shape the Region’s strategic vision and business plan within the context of the “one programme approach”, incorporating and integrating the humanitarian, long-term development and policy/ campaigning work.
- Representing Oxfam corporately and managing and influencing significant and high profile external relationships.
- Leadership of specific major program unit. Set and lead the delivery of specified programme unit and/or team objectives. Part of a senior team, collaborative and matrix ways of working as important as the direct line functions.
- Complex HR, financial, programme, and security challenges involved. Expected to plan and manage human and financial resources and processes related to area of responsibility.
- Management tasks and problems are diverse and complex and involve a significant degree of risk (financial, security, brand).
- Produce, assimilate, analyse and use programme information from varied and diverse sources to provide in-depth analysis in the specific programme unit or policy area.
- Decision-making is strategic and operational with a high degree of judgement based on specific problem solving experience and a range of external and internal factors. Communicates widely within Oxfam, and externally.
- Involves in direct the formulation, organization and delivery of high-level lobby, and advocacy as part of the big “P” programme and actively participate in lobbying and advocacy.
- Plays a lead role in ensuring the implementation of fundraising plans and proper reporting and accountability to multilateral and bilateral donors.
Key
Responsibilities:
- Manage and support Country Directors ensuring that programme quality is of organisational standards.
- Working to and on behalf of the Regional Director, to plan, design, and deliver the Region’s programme objectives. This includes the management of various programme staff (e.g. project managers, advisors, thematic leads).
- Occasionally, will provide leadership to large humanitarian response programmes, deputising for the Regional Director in cases of declared CAT2 or CAT1 emergencies (major humanitarian Catastrophes, which are designated as level 2 or Level 1, where number of impacted people is more than circa 200,000).
- To support the marketing and funding processes of the programme, through management of funding proposals and of timely and accurate donor reports.
- In order to lever maximum change within the context of “one programme approach”, work closely with and lead when appropriate the integration of campaigning, policy, humanitarian, and development aspects of the programme, working closely with Regional Campaigns and Policy Manager, Regional Humanitarian Coordinator, the Regional Management Team and Regional Leadership Team
- To manage programme in concert with Oxfam International, playing a key role in the implementation of Oxfam International Single Management Structure (OI SMS) process.
- Alongside others, work to ensure that Oxfam’s Gender Policy and commitment to Diversity is reflected throughout the Regional staff body, and the programme.
- To contribute to the overall management of the Region, deputising for the RD as requested, and being an active member of the Regional Management Team (RMT), and the Regional Leadership Team (RLT).
- To support the implementation of Oxfam’s Strategic Change Objectives and Aims within HECA, and to specifically lead on the implementation strategies for Aim 4 (the Right to Be Heard), and Aim 5 (the Right to Gender Justice).
Skills
and Competence:

- Good interpersonal and facilitation skills essential. Self-aware and able to lead teams in achieving results, while developing their potential.
- Full written and spoken fluency in English essential. Working knowledge of Ki-Swahili/ French/ Arabic would be desirable.
- Ability to undertake unaccompanied travel away from home base essential.
- Compatibility with Oxfam’s values essential.

Regionally
based, the post-holder will be expected to attain a high level of regional
knowledge and understanding, using this to influence the direction and underpin
the management of the programme to maximise its impact.
