Health Systems / Public Administration Advisor
RTI International is seeking applicants for a Health Systems / Public Administration Advisor position on the Health Policy Project (HPP). HPP is a USAID-funded project that strengthens developing country national and sub-national policy, advocacy, and governance for strategic, equitable, and sustainable health programming. HPP focuses on key health issues— family planning/reproductive health (FP/RH), HIV, and maternal health—while also promoting health systems strengthening and program integration.
The
Health Systems/Public Administration Advisor will provide technical support the
Health Policy Project’s Kenya Field Program. The full-time position will be
based in Nairobi, Kenya.
The Advisor provides technical assistance and support to the Government of Kenya (GoK) national-level health sector agencies to support implementation of the new constitution.
He
or She will provide technical advice on legislation, oversight, and
accountability frameworks for health, including alignment of existing
legislation with the constitution, and development of new legislation,
regulation, and procedures.
The
incumbent will also assist the GOK health ministries to plan for, and carry
out, reorganization, assist the health ministries/ministry to develop and
disseminate policy briefs, guidelines, and operational tools for devolved
management and governance, including a framework for monitoring progress and
evaluating outcomes.
The
Advisor will also work with the relevant Interagency Coordinating Committees
and their partners to coordinate plans for phased health sector devolution and
provide technical assistance to selected county-level structures to plan and
implement devolved health governance and management functions.
He
/ She will support capacity building efforts for health ministry and other
non-MOH actors to develop analytic and operational skills related to governance
and management in a decentralized health system as well as participate in the
development of annual work planning, design, implementation, and reporting
related to project technical activities.
Applicants will possess a minimum of a Master’s Degree or higher in public administration, public health, public policy, or a related technical degree with at least 9-11 years of experience in applied public administration supporting decentralization and/or legislative reform efforts in East Africa and Kenya (including public management reform, intergovernmental relations, administrative systems change). Prior experience working with USAID-funded programs is preferred.
