Request for Research Proposal for Provision of Consultancy Services on Cohesion Index in Kenya
 
National Cohesion and Integration Commission (NCIC) was established to promote equality of opportunity, good relations, harmony and peaceful coexistence between persons of different ethnic and racial backgrounds in Kenya. 

As part of the efforts aimed at achieving this mandate, NCIC seeks to hire a consultant to develop a Social Cohesion Index.

Such an index will help refocus the Commission’s work on the indicators that are severely affected by the ethnic disharmony in the country. 

Among other requirements, the consultant will;
 
First propose a formulae for calculating the cohesion index specific to the Kenyan context; clearly state the specific drivers of each of the indicators and how they affects social cohesion and provide case examples where such an index has successfully been used to track social cohesion.
 
Secondly, the consultant will develop a national report on the status of social cohesion in the country and propose recommendations on the way forward. 

The consultancy will therefore focus on building the state of cohesion among Kenyans.
 
The consultancy will be undertaken by a reputable firm with a competent team of researchers. 

The Lead Consultant should have;
  • Master’s degree in a relevant field (a doctoral degree will be an added advantage)
  • Publications in a relevant field and over ten years experience in conducting research with teams of researchers.
  • Good knowledge of Kenyan history.
  • Background knowledge of indexing of social issues particularly social cohesion, analytical, statistical, planning, good oral and report writing skills. S/he is required to explain the methodological approaches to be used in gathering, analyzing, presenting data, the time and human resources needed.
The consultancy will be conducted for a period of 40 working days spread over three months.

Packages containing technical and financial proposals clearly marked ‘RFP for Consultancy Services for Cohesion Index’ must be dropped in the tender box at NCIC offices at KMA Centre on 6th Floor, Mara Road, Upper Hill not later than Friday, 14th December 2012 at 10.00AM.
