Reporting to the Deputy Director Business Services, the jobholder will be responsible for providing wide leadership and direction in all areas of security, loss control, security best practices and security programs.

The jobholder will also be responsible for:
- Assist with preparation and implementation of departmental budgets and annual work plans
- Develops and implements short and long range organizational goals, objectives, strategic plans, policies,standards and operating procedures;
- monitors and evaluates effectiveness, and effects changes required for improvement that will ensure the highest level of security for IPOA staff and assets and the lowest risk of loss and liability to the organization.
- Monitors security conditions and conduct from both external and internal sources, and advise administration on appropriate risk mitigation strategies.
- Develops and implements a security training strategy for the departmental staff and ensures appropriate steps are taken to ensure wide security compliance.
- Ensure appropriates security screening of visitors to Authority`s offices
- Oversees and provides direction for major security related projects and physical security technologies including but not limited to; various card key access systems, alarm systems, video surveillance systems,security services, and various other related systems.
- Oversees and directs security efforts across the organisation to identify security initiatives and standards and Provides technical expertise and facilitates implementation.
- Interprets security laws, regulations, and contract requirements; directs subordinates in enforcing compliance;and maintains relationships with law enforcement and regulatory agencies, and other issuers of security requirement.
- Liaising with these agencies on matters touching on Authority’s internal and external security issues.
The successful candidate will have
- a Bachelor’s degree in any field and a Masters’ degree in security related discipline or have undertaken a one year National Defence course at National Defence Staff College based in Karen Nairobi;
- with at least 7 years of professional experience in Security Management and must be of the rank of a Colonel and above in the millitary.
Chief Accountant

Reporting to the Deputy Director Business Services, the jobholder will be responsible for Ensuring prompt release of funds for operations and Controlling vote book through continuous reconciliation of expenditure against allocated budgets.

The jobholder will also be responsible for:
- Assist with preparation of the departmental annual budgets and work plans
- Preparing, monthly, quarterly management reports, and annual financial statements up to audited accounts
- Collating and preparing global annual budgets with detailed explanatory notes
- Supervising custody of accountable documents and records
- Facilitating budget re-allocation for the various IPOA Units
- Coordinating cash count to detect any anomalies
- Ensuring timely monthly bank reconciliations of expenditure against allocated budget
- Ensuring bank reconciliation of expenditure against allocated budget
- Ensuring timely payment of suppliers, service providers, and statutory payroll staff deductions
- Ensuring prompt expenditure and revenue controls and reviewing budget re-allocation and supplementary requests
The successful candidate will have
- a Bachelor’s degree in Commerce (Accounting Option) and CPA-K/ACCA or equivalent with 5 years’ working experience.
- They will also have experience in budget development and budgetary controls including variance analysis, preparation of financial statements up to audited accounts, project appraisal and development skills as well as a thorough knowledge of public procurement regulations.
- The candidate will also have excellent computer skills with expertise in the usage of a variety of accounting software packages (e.g. ACCPac, Sun, SAGE, QuickBooks etc).
- Membership to relevant professional body is a must.
Finance Officer

Reporting to the Deputy Director Business Services, the jobholder will be responsible for ensuring compliance with accounting standards, policies, regulations and designing and implementing effective management and accounting system of revenue collection.

- Maintaining effective budgetary controls, cost accounting and internal control systems and procedures and carrying out operational performance analysis

- Administering AIE's and requests for supplementary funds
- Providing accurate and timely management accounting reports and business performance data
- Ensuring proper maintenance of assets and depreciation schedules
- Supervising management of petty cash float

Reporting to the Deputy Director Business Services, the jobholder will be responsible for Implementing policies for all administrative functions.

- Assist with preparation and implementation of departmental budgets and annual work plans
- Ensuring that Authority’s assets are promptly secured through tagging and comprehensively insured
- Custodian of car logbooks, spare car keys
- Developing and implementing policies for all administrative functions
- Reviewing office accommodation and office allocation to staff
- Controlling and monitoring use of official motor vehicles by authorizing motor vehicle movements through work-tickets, maintenance of accurate transport records, and ensuring regular and scheduled preventative maintenance
- Supervise transport staff and allocate appropriate duties
- Ensuring that offices and other facilities are kept clean to the highest standards, and that provision of staff tea and drinking water are served on time
- Ensuring timely repairs and maintenance of office facilities, including equipment and furniture
- Maintaining an inventory and status of equipment and furniture in houses allocated to staff and condition of its contents and Coordinating the provision of mailing , registry services and office utilities
- Liaison with landlords on general maintenance of common office areas
- Supervise issue of fuel orders/fuel card, and preparing fuel consumption reports on monthly basis
- Preparing timely and accurate quarterly and annual management reports

Reporting to the Head ICT, the jobholder will be responsible for maintaining computing environment by identifying network requirements; installing upgrades; monitoring network performance.

System Administrator

Reporting to the Head ICT, the jobholder will be responsible for Coordinating with users regarding the use of software packages and equipment; assists with utilization of packages, software package applications or programs; identifies, reviews and recommends software and/or equipment to meet user needs; answers questions or resolves problems.

- Reviews user manuals and computer listings to debug programs, interpret abnormal terminations or other inoperable situations and resolve problems.
- Support and advise on downtime procedures and business continuity to ensure that they are adopted successfully in their allocated local work area;
- Ensure that all system and process issues and incidents are logged and tracked using formal documentation; and Provide technical support and train new users in the use of system/ICT facilities and systems;

Reporting to the Head ICT, the jobholder will be responsible for Designing, developing and maintaining web-based business process and database applications.

- Creating scripts and DTS packages for data integration, data maintenance or bug fixes.
- Write SQL statement for ad-hoc report generation and Prototype new applications to refine requirements.
- Analyze, define and document system requirements for data, workflow, logical processes, interfaces with other systems, auditing, reporting requirements and production configuration.
- Create test plans, test data sets and automated testing to ensure all components of the system meet specifications and Analyze code for problem resolution and performance optimizations.
- Provide technical consulting and respond to error reports, problems or questions.
The successful candidate will have
- a Bachelors degree in Information Management Systems/Computer Science or its equivalent from a recognized university,
- at least three (3) years’ experience in developing relational database applications with complex MS SQL, Visual Studio, NET, PHP in a large and busy environment

Procurement Officer

Reporting to the Head Procurement, the jobholder will be responsible for ensuring timely processing tenders for procurement of goods and services within the framework of established policies and procedures.

- Implementing Authority’s procurement policies and procedures
- Preparing quarterly and annual procurement plans in line with approved budgets
- Assisting in procurement documentation, and supporting the Head of Procurement with secretarial duties of procurement Committees
- Maintaining an accurate record of Authority’s suppliers and service providers
- Provide support in monitoring of the procurement functions in Liaison with user department in drawing and managing procurement contracts.
- Ensuring accurate and up-to-date procurement files and other records
- In conjunction with departmental units, compile a list of assets earmarked for disposal for submission to the Disposal Committee
- Ensure that Local Purchase Orders are maintained and prepared accurately as per Tender and Procurement Committees’ resolutions
- Supervising the preparation of Goods Received Notes (GRNs), and signing of Delivery Notes
- Implementing annual departmental procurement plans in liaison with user departments as per Authority’s approved material requirements
The successful candidate will have

Procurement Assistant

Reporting to the Procurement Officer, the jobholder will be responsible for ensuring proper record keeping of tenders’ documents procurement of goods and services within the framework of established policies and procedures.
