The Independent Policing Oversight Authority (IPOA) is a State Authority created under an Act of Parliament No. 35 of 2011 which provides for civilian oversight of work of the police.

Inspections and Monitoring Department

Deputy Director, Inspections and Monitoring 

Grade 2

Reporting to the Director/Chief Executive Officer, the jobholder will be responsible for managing the inspections teams to gather information and conduct physical inspections of police premises including detention facilities. 

The jobholder will also be responsible for:

• Providing leadership,analytical, strategic and general oversight in the implementation of the department activities.
• Provide guidance and advice to members of the department and the authority in general on realization of the Inspections and Monitoring objectives.
• Ensure Inspection and Monitoring of Police operations are conducted in line with standard regulations of the authority.
• Ensure proper management of the department information, records and resources.
• Responsible for the preparation of the Department’s report, work plans and budget.

The successful candidate will have 

• a Bachelor’s degree in Public Administration, Criminal Justice, Law, Social Sciences or related areas and a Master’s degree in a relevant field. 
• The ideal candidate will possess a minimum 10 years managerial experience within a large organisation preferably within human rights, a corporate environment and/or law enforcement.

Inspections Officer

Grade 5

Reporting to the Deputy Director Inspections & Monitoring, the jobholder will be responsible for Conducting Inspection in Police houses and detention facilities. 

The jobholder will also be responsible for:

• Conducting of thematic, impromptu and routine Inspections of Police premises in accordance with laid down regulations.
• Leading of Inspections team during Police Premises Inspections.
• Preparation of Inspections report.
• Interviewing Officers at stations and Detainees.
• Providing of rapid response action during eventualities.
• Preparation of annual and performance reports in regards to Inspection of Police Premises.

The successful candidate will have 

• a Bachelor’s degree in criminology or Social Sciences with a minimum of 3 years progressive experience within a large organisation preferably within human rights, a corporate environment and/or law enforcement. 
• Should have the ability to conduct and supervise detailed inspections of police premises and detention facilities. 
• High level of ethical behaviour and working with diverse workforce is a priority.

Monitoring Officer 

Grade 5

Reporting to the Deputy Director Inspections & Monitoring, the jobholder will be responsible for monitoring police operations. 

The jobholder will also be responsible for:

• Carrying out monitoring activities with regard to police activities in line with regulations, Policy and act.
• Conducting surveillance  on operations done  by the police as required by law and document reports
• Implement policies and regulations that guide compliance on detention  standard requirements
• Direct  and ensure that  up to date standards in police station areas and facilitate compliance
• Developing and implementing strategies on monitoring of police stations to ensure adherence to set standards of civilian custody
• Liaising with other law enforcement agents to ensure basic compliance standards are upheld in police stations
• Advise and follow up to ensure that basic human right conditions are practiced in police stations

The successful candidate will have 

• a Bachelor’s degree in criminology or Social Sciences with a minimum of 5 years progressive experience within a large organisation preferably within human rights, a corporate environment and/or law enforcement. 
• Should have the ability to conduct and supervise detailed Monitoring of police premises and detention facilities. 
• High level of ethical behaviour and working with diverse workforce is a priority. 
• Exposure to police science and security studies, human rights issues, monitoring and evaluation is a must.
