MURDO is a Non – Governmental organizations implementing relief and development projects in Somalia since 1991.
Murdo is funded by various donors and responds to the complex crisis that has evolved in Somalia by implementing livelihood projects.
MURDO is currently seeking to fill the following positions with skilled, diplomatic, effective, and highly motivated individuals to join the Nairobi based team.
Both positions are based in Nairobi with frequent travel to Somalia.
Senior Finance Officer
Overall purpose of the job: To provide expertise in various aspects of finance and grant management functions in line with MURDO’s policies and procedures.
Finance Management roles
- Provide Accounting support to the projects and senior management team while ensuring compliance with internal controls, donor regulations and budget restrictions and ensure compliance
- Managing both accounts receivables and payables.
- Cross check accounting transactions including coding of payment vouchers before making payment, and ensure an efficient, proper and transparent financial filing system of all documents relating to finance are maintained .
- Prepare accounting records, financial statements, and other financial reports and ensure accuracy, completeness and conformance to reporting and procedural standards
- Plan for cash flow requirements for the projects and submit updated cash forecast and monthly cash requests on a timely basis.
- Ensure that proper authorization is obtained for all cash disbursements.
- Responsible for the preparation of the monthly payroll and prepare the month to month reconciliation.
- Allocation of staff time on a monthly basis with input from the program staff and the HR Officer for use in payroll preparation.
- Ensure timely recovery of all advances including travel and mid-month advances and provide monthly update of any outstanding advances.
- Lead in facilitation of internal and external audit procedures as required.
- Ensure proper procurement procedures are adhered to at all times, including maintaining of vendor contracts, lease agreements, and any other service contracts as may be required.
- Maintain up to date fixed assets records
- Assist in the identification of best practices within and outside of MURDO and help in the documentation and implementation of such practices
Manage Donor funds and reporting
- Lead in the preparation of the organization’s annual budget. Issue of instructions, development of templates, monitoring for completeness, consolidation and presentation to management.
- Managing processes of tracking proposals, donor contracts, donor reporting & invoicing, tracking donor payables & receivables.
- Extract on monthly basis information from donor financing agreements and prepare brief statements on confirmed secured funds and potential funding for management action.
- In compliance with donor requirements, ensure that appropriate financial procedures and standards are implemented and monitored in the organization.
- Maintain and update regularly a donor reporting schedule and ensure donor reports are prepared and sent at least a week before the due dates.
- Review donor reports prepared by programme/project staff and ensure compliance to donor requirements in terms of activities undertaken and that they compare with the respective financial outlays.
- Identify budgetary variances and solicit for information on the same for communication to donors by management
Requirements;
- A Bachelor’s degree in Finance, Accounting, Business Administration or its equivalent from a recognized university;
- CPA ( K/Finalist ) or its equivalent;
- Proficiency in quick books or any other accounting software
- A minimum 4 years of related experience preferably in the NGO sector;
- Good practical understanding of management of grants and finance
- Fluency in written and spoken English.
- Previous experience working/travel to Somalia highly sought.
- Excellent interpersonal skills and an ability to manage a diverse range of professional relationships essential.
- Ability to maintain confidentiality, tact and discretion when dealing with people.
HR Officer
Overall Purpose of Position: To facilitate effective and efficient management of the organization’s Human Resource Function for both Kenya and Somali based offices.
Duties
- Ensure adherence with relevant labour laws, Donor HR related requirements and MURDO’s policies and procedures
- Oversee the entire recruitment process once approval for recruitment has been issued. This will include placement of the adverts, receiving of applications, first level short listing and forwarding the same to the relevant departmental head(s) for the final short listing, contacting candidates and organizing interviews and seeking for references of successful candidates.
- Manage orientation and induction of all new employees and update them on HR policies and procedures. Walk them through the company procedures and ensure they provide all documentation required of new staff.
- In charge of overall maintenance of personnel files by ensuring that personnel files are complete and adherence to highest level of confidentiality.
- Oversee staff contract issuing, renewal, amendment and termination
- In consultation with project heads, develop detailed Job Descriptions for all positions.
- Coordinate & facilitate performance management process - probationary reviews, midyear and annual appraisals.
- Provides guidance to supervisors on how appraise and resolve conflicts arising from the Performance Management process.
- Responsible for the training budget and for organizing general office trainings.
- Prepare HR monthly updates and reports;
- Call and co-ordinate staff meetings, draft agenda and minutes and follow up on actions required/arising, implementation schedules and due dates.
- Manages employee leave function.
- Reviews staff payroll for accuracy
- Responsible for all wellness and recreation activities in the office
Qualifications, Experience and Skills
- Bachelors Degree in HR Management or any bachelors degree with Diploma in HR
- Minimum of 3 years relevant HR experience, having worked in Donor funded environment
- Proficiency in written and spoken English is required and strong computer skills.
- Ability to maintain a high degree of tact and diplomacy, confidentiality and trust; high level of personal and professional integrity; excellent interpersonal skills and ability to operate sensitively in a diverse environment
