Parapet Group of companies is seeking to engage a dynamic Group Head Human Resources and Administration Manager who will have the vision and leadership ability to take the department into a new and exciting phase of its development as part of the senior management team. 

The Board is looking for an individual with foresight, management focus and a firm grasp of the human resources realities of the cleaning industry and education industry. 

Span of Control: 
Assistant Head of HR & Admin, HR Officers, HR Assistant, Admin Assistant and Front Office Executive

Reports To: 
Reporting Line: Group Chief Executive Officer (GCEO)

Mission: The Group Head of Human Resources and Admin will be expected to lead, inspire and develop the human resources and administration management team and staff, maintaining at all times that ethos of partnership and shared decision making which is so fundamental to the department’s success.  

It will be the Group Head of human resources and administration role to implement company policies and to provide leadership to the staff, ensuring that they share and reflect the company’s mission, values and aspirations.

Main Tasks
 

Human Resources Function
  1. Strategy Formulation: Responsible for senior level decision making and both day to day management and strategic direction of the organisation
  2. Organisational Culture: Champion, model and improve the Parapet Company Culture as defined by the Vision, Mission and Core Values as well as Corporate Social Responsibility Priorities
  3. Organisation Development & Restructuring: Review, conduct analysis of current structures, recommend integration and OD solutions, to revitalize and align organization and smoothen workflow.
  4. Business Planning and Budgeting: Participate in the business planning process, review, recommend, obtain budgetary approval and implement for contributing to the robustness of business plans and activities.
  5. Statutory Compliance and Reporting: Manage, modify, and report on all statutory obligations relating to employment, and superannuation schemes for compliance with legal requirements.
  6. Management Development: Collate the identification of training needs, organize and coordinate internal and external corporate training programs in accordance with the business and individual development needs.
  7. Compensation & Benefits Management: Review, commission compensation studies, and develop compensation and benefits strategy, to ensure market competitiveness and employee retention.
  8. HR Systems Design and Development: Design and implement Human Resources systems, processes & procedures to ensure effectiveness, efficiency and employee friendliness.
  9. Labour and Industrial Relations: Develop, review and implement the labor policy, participate in negotiations of collective bargaining agreements with the union and manage grievance procedures that result from disputes with unionized employees over the collective bargaining agreement.
  10. Oversee all the HR Functions: Monitor & control payroll, recruitment &selection, training& development, performance management, leave management, medical administration, disciplinary management, health& safety, updating of insurance policies, staff counselling, staff welfare separation management and communication 
Administration Function
  • Fleet Management: Monitor &control the use of company transport facilities and oversee their smooth operations
  • IT Services & Communication: Direct the use of various IT systems, monitor their effectiveness and ensure optimal utilization at a cost effective rate
  • Maintenance of Office Premises: To manage effectiveness of office repairs and ensure a clean and safe working environment
  • Management of Administration Outsourced Services: To oversee the effectiveness and cost efficiency of all administration outsourced services
  • Supervision of Front Office Services: To ensure proper administration of all services provided by the front office administrator

Academic Qualification
  • Degree in Human Resources from a recognized University,
  • Master’s degree will be an added advantage;
  • Professional qualification in human resources e.g. Higher National Diploma or equivalent;
  • A minimum of  seven (7) to ten (10 years) experience of which 4 (four)  should be in a management position in main stream HR
Proficiencies
  • Proficiency in human resource management systems.
  • Extensive experience in all aspects of human resources management and industrial relations
  • Knowledge of employment laws
  • Knowledge of  HRD tools and techniques
  • Knowledge of and experience in the service industry and similar  and operating environment an added advantage
  • Long-term perspective and cultural sensitivity
Special qualifications: 
  • The incumbent must demonstrate proficiency with applicable laws/regulations and management theories, including policy/procedure development and labor union/law activities; strong organizational skills in the areas of operations, budget and project administration; effective interface with diverse groups; effective supervisory skills.
Incumbent experience must include demonstrated hands-on responsibility for the full scope of human resources activities, both operations and analysis.

Salary Range: 150,000 Gross – 250,000 Gross Salary
