Terms of Reference for a Short Term National Consultant to Document Lessons Learnt and Achievements Based on the Women Land and Property Rights Program

1. Background: In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. 

UN Women, a dynamic and strong champion for women’s rights and gender equality, provides women and girls with a powerful voice at the global, regional and local levels. 

Grounded in the vision of equality enshrined in the UN Charter, UN Women works for the elimination of discrimination against women and girls; empowerment of women; achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
 
UN Women, with her three implementing partners including KELIN, KENERELA and UDPK have just concluded the implementation of the land and property rights program under the economic empowerment pillar. 

The project was implemented over a 9 month period and has a number of good achievements, lessons learnt as well as challenges and recommendations around both policy and programming on land and property issues in the context of HIV and AIDS.
 

In this time, partners have contributed significantly to raise the awareness of legislators, policymakers, local and traditional leaders, and communities of the specific vulnerabilities of women living with HIV or affected by AIDS to property and inheritance rights violations; strengthen community justice systems to safeguard these rights; and, empower women living with HIV to report violations and to access justice, both formal and informal.
 
As the project has come to an end, UN Women will be having an end of project workshop. 

The workshop will be a one day workshop in Nairobi and will be an opportunity for the partners to share experiences as well as for UN Women to document the lessons learnt so as to inform future programming.

2. Objectives
 
Specifically, the workshop will be an opportunity:
  1. To share experiences from partners on the implementation of the project.
  2. To identify lessons learnt and achievements at county level within the context of land and property rights in HIV at both policy and programming level.
  3. To identify key recommendations at policy and programming level that government and non government stakeholders can take forward.
  4. To inform a policy and programming brief highlighting the above points as a deliverable of the project.
To support this process, UN Women is seeking the services of a short term consultant to support in the documentation of the projects key achievements and lessons learnt as well as provide technical support during the workshop.

3. Description of Tasks and Responsibilities
 
The Consultant will accurately capture the proceedings of the workshop, integrating and summarizing them in a manner that will substantively contribute to UN Women’s knowledge base.

The Consultants will undertake the following, working closely with UN Women:
  • Undertaking a desk review of partner documents submitted to UN Women to highlight lessons learnt, key achievements and strategies used in achieving project results
  • Identify and document key lessons learnt and key achievements highlighted and discussed during the lessons learnt workshop to be held on the 24th of June 2014 in Nairobi
  • Developing and presenting the final report of findings.
  • Develop a 4 – 6 page policy and programming brief to the technical committees and development partners ready for printing
4. Expected Deliverable
 
The Consultants will provide:
  • A well edited detailed report maximum 20 pages plus annexes.
  • A summarized policy and programming brief (4-6 pages) following the template provided by UN Women highlighting project background, key achievements, key lessons learnt, key strategies, at least one case study, as well as key policy and programming recommendations.
5. Key Competencies
 
The selected candidate will have:
  • Sound knowledge and understanding of gender and GBV specifically
  • Demonstrable experience in carrying out similar rapporteuring assignments specifically targeted for media personnel
  • Excellent communication, teamwork, consensus building and interpersonal skills
  • Proficiency in English language
  • Advanced computer literacy
6. Duration of Assignment: The assignment is expected to run start for a period of 5 working days, effective 20th June 2014 and end not later than 30th June 2014.
 
7. Required Academic and professional Qualifications
  • University degree in the field of gender, journalism, human rights, HIV social science
  • Minimum of Five years’ experience in documentation of lessons learnt and other similar workshops
  • Outstanding oral and written communications skills with proven ability to meet tight deadlines
