Call for Expression of Interest: Consultancy for Project Management for Job Evaluation for Public Service

1.0 Background
 

The Salaries and Remuneration Commission is established under Chapter 12, Article 230 (1) of the Constitution of Kenya, 2010. 

Article 230 (4) provides for the mandate of the constitution as to:-
 

a) set and regularly review the remuneration and benefits of all the State officers; and
 

b) advise the national and county governments on the remuneration and benefits of all other public officers.
 

2.0 Objectives of the assignment
 

The objectives of the project management consultancy is to: 

(1) monitor and report on Implementer(s) activities of the Job Evaluation project and 

(2) evaluate, identify and recommend adjustments to required activities, tasks, resources, schedule and scope.
 

3.0 Deliverables
 

In line with the objectives of the assignment, the consultant or consulting firm will be expected to present the following deliverables:
 

3.1 An inception report on the project management giving details on the mode of undertaking the assignment including a detailed work plan;
 

3.2 Project management reports including but not limited to:-
 

a) Project management work plan;
b) Weekly status reports;
c) Monthly project management status and activity report;
d) Analysis/risk assessment report; and summary report.
 

It is expected that the individual consultant or consulting firm will provide a comprehensive road map giving timelines for each of the critical stages of the consultancy to be adopted by the implementers.

5.0 Shortlisting
 

A shortlist of qualified individuals or consulting firms will be compiled based on their responsiveness to the requirements as listed under part 4.0 above and only responsive firms will be invited for submission of Request of Proposal (RFP).

5.0 Duration of the project
 

The duration of the exercise will be about six months.

The expression of interest must be submitted by 10.00a.m on 22nd October, 2014 and bidders and their representatives may attend the opening of the expression of interest to be held at the SRC Board Room located on the 6th Floor, Williamson House.

Expression of Interest delivered after 10.00a.m will not be accepted.
