Position Announcement: Finance Manager
 
Ipas, an international NGO with a focus on sexual reproductive health and rights seeks a results - oriented senior manager as Finance Manager. 

The position is based in Nairobi, Kenya and reports to the Africa Alliance Director.

Specific key duties and responsibilities include the following:
 
Financial Management, Reporting and Control
  • Manages the Alliance Office finance team by ensuring timely and accurate processing of financial transactions, timely reporting and submission of financial reports to HQ and donors
  • Ensure compliance with Ipas SOP and coordinate the Finance Department’s support for the implementation of the compliance plan
  • Ensure all financial transactions are accurately and consistently entered into Vega FM and make sure all transactions are posted by the last working day of the month.
  • Participate in updating and training of staff on current changes affecting the accounting system as released by Headquarters, government rules and regulations and other mandatory reporting requirements by Headquarters, the government, funding agencies and counterpart organizations.
  • Ensure technical support to partner organizations to ensure the compliance with Ipas financial reporting requirements
  • Responsible for maintaining complete and accurate financial records for Ipas Africa Alliance
  • Review and approve all balance sheet account reconciliations (Bank and Petty Cash reconciliations included)
  • Perform the overall review of monthly financial report and provide feedback to country office management. Share the review notes with CRT management and International Finance Unit
  • Oversee all internal/external and statutory audits and ensure timely submission of all documents requested by the auditors.
  • Ensure audit corrective action plans are prepared to address all internal/ external and statutory audit findings; ensure also corrective action plans are fully implemented as per the established timeline for completion of each task
  • In charge of providing responses to all finance related questions from the NC office and from the donors (in consultation with the Alliance Director and NC Finance, and NC Regional Desk as needed)
Budget and Planning
  • Develop and ensure the monitoring of the country and various program budgets to include the preparation of a wide variety of financial reports. Ensure that all reports are accurate and submitted in a timely manner
  • In charge of budget preparation, monitoring, implementation and reporting (HQ & Donor)
  • Assist the Alliance program teams to develop the annual budget, consistent with annual strategic plans and project budgets for donors.
  • Liaise with Regional Desk during organizational financial management, budgeting and planning.
Requirements:
  • Master’s degree in Business Administration, Finance, Commerce, Accounting, or other related field.
  • A CPA or ACCA certification is desired
  • The applicant must be registered with ICPAK and must have been an active member for the last 5 years.
  • A certificate in Purchasing and Supplies is required
  • Minimum ten (10) years of relevant experience with a minimum of eight (8) years’ experience with an international NGO or an international organization
  • Minimum eight (8) to ten (10) years of experience providing project financial management to a large national/international program, including extensive experience with financial controls, accounting, payroll, and audits, as well as reporting accruals, pipeline, and expense validation and reimbursement to service providers
  • Sound knowledge of accounting principles and techniques, local and national tax laws required
  • Demonstrated experience working in environments where meeting multiple deadlines is essential.
  • Strong computer skills with knowledge of Accounting software, Database software and MS Office.
  • Strong communication, presentation and analytical skills.
  • Ability to work in a diverse environment.
  • Willingness to travel and work additional hours when needed.
  • Fluency in written and spoken English; other languages will be a plus.

Oxfam GB Programme in Somalia addresses poverty reduction by long-term development and capacity building, as well as humanitarian needs in different sectors mainly: WASH, Governance, Food Security and Livelihoods.  

Currently Oxfam GB works in Somaliland / Northwest and South Central Somalia. We are currently looking for a dynamic and knowledgeable Public Health Engineer (PHE) Advisor to enhance the impact of our work in South and Central Somalia.

The Role

The post holder reports to the Programme Coordinator South Central Programme.  


He/she will act as the focal person on PHE aspects to ensure assessment, design, proposals, implementation, monitoring and evaluation meet the engineering norms and standards in Somalia and have the necessary relevance, quality, effectiveness and efficiency. 

The role coordinates with PHP and EFSL Advisors to ensure the ‘’one programme approach’’ in programme designing. 

The role supports the Oxfam PHE and staff from 6 partners in Somalia through provision of technical advice and technical briefing notes and supervision of the progress of engineering work.  

The post holder will participate in the development of monitoring and evaluation tools in liaison with the MEAL coordinator. 

The post holder coordinates with the government technical line departments, partners and community based institutions to ensure quality standards, effective programming and share updates and best practices in humanitarian programming.

The Person

To be successful in this role you will have relevant qualification in Water and Sanitation engineering or related public health engineering qualifications. 

You will have proven and measurable practical experience n water supply (boreholes, shallow wells, berkads/pans, infiltration galleries and dams, subsurface dams, earth dams), irrigation works and flood mitigation, environmental conservation and sanitation (safe excreta disposal, solid waste management) in emergency preparedness and response programmes.  

You will have in-depth experience in drought cycle management particularly in linking WASH to livelihoods and to practical Disaster Risk reduction strategies mainly in arid and semi – arid areas. 

Experience and understanding of community based water supply and sanitation activities in complex humanitarian situation, and understanding of remote and fluid humanitarian programmes. 

An excellent oral and written communication skill in English is also essential while knowledge of the local language is desirable. 

You will demonstrate a high degree of self-motivation, able to deliver tasks while operating under pressure and in difficult environments.  

You will be able to spend significant time travelling to the project sites whenever security permits.

Background: UNFPA is currently responding to the influx of over 40,000 South Sudanese refugees to Kakuma refugee camp whose current camp population is over 170,000 refugees. 

The camp is also embedded within a small, host population that is impoverished and significantly marginalized from socio-economic and essential services.

UNFPA proposes to provide programmatic and technical support in the areas gender based violence, for which the services of a GBV Coordinator to oversee and support designing, implementation, monitoring and evaluation and reporting are required.

Duties and Responsibilities
: Under the overall direction of the UNFPA Representative, with guidance and supervision of the Deputy Representative in collaboration with the Humanitarian Specialist, and Country Office staff members, the GBV Coordinator will oversee UNFPA’s humanitarian and interagency multi-sectoral GBV prevention and response efforts in Kakuma, working closely with other agencies/organizations and sectors to facilitate a coordinated response for other vulnerable population groups. 

The selected candidate will be expected to fulfill the following duties and responsibilities:

1. Partnerships and Coordination
  • Oversee and coordinate UNFPA’s humanitarian interventions in Kakuma, including reporting on regular basis on humanitarian interventions to the supervisor;
  • Coordinate multi–sectoral GBV meetings in partnership with the government entity, Protection cluster, Child protection sub-cluster and humanitarian coordination groups;
  • In close collaboration with implementing partners, lead the effort to oversee implementation of a multisectoral and inter-agency prevention and response programme, including referral and reporting mechanisms, monitoring and evaluation;
  • Organize trainings to health and GBV service providers and programme managers of partners in the field, working in the area of Reproductive Health as well as Sexual and Gender Based Violence;
  • Work closely with Implementing Partners and facilitate networking to ensure the timely implementation of humanitarian work plans and identify and address any barriers to implementation;
  • Co-facilitates the inter-agency, GBV Working Group in Kakuma and ensure UNFPA leadership in the coordination structures, as the situation requires;
  • Liaise with protection, gender, and GBV officers in other agencies, and organizations (including governments, national and international NGOs and women’s groups) to ensure coordinated prevention and response programs are developed and implemented;
  • Represent UNFPA and actively participate in humanitarian coordination meetings;
  • Follow-up on action points after coordination meetings: prepare related summary reports; keep the Supervisor abreast of key issues on humanitarian response and seek advice on decision-making related issues;
  • Coordinate with the responsible staff member managing the regular GBV programme with national partners, to ensure synergy between the two programmes, building on the available material, and minimizing overlap and ensure a holistic approach.
2. Technical Support
  • Supervise and monitor field activities to improve the overall quality of UNFPA program interventions;
  • Organize and facilitate quick sessions for capacity strengthening based on identified gaps and provider needs;
  • Consolidate existing assessments on the GBV situation and/or work with relevant agencies, the displaced and host populations to conduct relevant participatory analyses of GBV;
  • Promote and facilitate the inclusion of GBV into the Response Plans and other appeal processes and documents;
  • Work with partners to develop and/or revise training materials according to local context and implement relevant training sessions for multi-sectoral prevention and response actors, in close coordination with the regular programme and emergency RH projects;
  • Provide technical input to the development of relevant advocacy and policy documents to address GBV in the context of broader gender inequality issues;
  • Support the development of proposal for donors on GBV relate programmes;
  • Coordinate and supervise distribution and usage of RH kits, PEP and hygiene kits;
  • Develop a database of actors and share updates on interventions with stakeholders through various platforms including websites and social media.
3. Monitoring and Evaluation
  • Carry out regular site visits, monitoring visits and report on status to ensure that partners are implementing high-quality programs to respond to the psychosocial needs of the community;
  • Identify opportunities for UNFPA assistance and intervention in coordination with the regular Humanitarian Specialist and GBV programme officer;
  • Analyse project progress reports from implementing partners in terms of achieving results, using agreed monitoring and evaluation tools and in the process identify constraints and resource deficiencies including recommendations for corrective action.
4. Administrative Duties
  • Contribute to regular UNFPA Situation Reports;
  • Write monthly work plans, monthly reports and other reports as needed or requested;
  • Assist in writing proposals and engaging in other fundraising efforts to support joint programming;
  • Perform other relevant tasks assigned by the UNFPA Representative and the supervisor.
Qualifications and Experience
  • Advanced university degree in Social Sciences, Public Health, or other relevant field;
  • At least 5-7 years of increasingly responsible professional experience in gender-based violence issues;
  • Experience in humanitarian and emergency response is an advantage;
  • Prior training in gender issues and their application in international humanitarian and development settings;
  • Awareness and demonstrable knowledge of gender issues and their relevance in humanitarian emergency settings and knowledge of the cultural context in the country;
  • Demonstrable knowledge of reproductive health issues and/or protection issues in humanitarian settings;
  • Knowledge of humanitarian emergency operations and roles/responsibilities of humanitarian actors;
  • Knowledge, skill, and experience in participatory methods for community development and mobilization;
  • Experience in utilizing the following internationals tools is an added advantage: GBV Standard Operating Procedures; GBV Information Management System; IASC GBV Guidelines; IASC Gender Handbook; GBV Coordination Handbook; WHO Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies;
  • Experience in program management;
  • Proven report writing skills and English language;
  • Proficiency in current office software applications;
  • Familiarity with UN policies and principles will be an advantage;
  • Strong analytical and strategic thinking and a commitment to results;

  • Disseminating information, answering enquiries and dealing with complaints regarding examinations.

Job Summary: The overall purpose of this role is to effectively lead the development and implementation of HR strategies, manpower planning and policies that enable the organisation meet its strategic, business and operational objectives.

The job holder will lead the execution of HR projects, contribute to the strategic and operational development of the HR service across KRA and ensure that policies and procedures reflect best practice and meet the needs of the organisation.

Key Responsibilities
  • Responsible for linking HR management to the Authorities strategic plan and determine the current and future HR needs based on the strategic goals.
  • Formulate strategies and develop strategic plans for the development and implementation of programs that promote human resource efficiency;
  • Oversee the development and review of HR Policies, frameworks and procedures to ensure compliance with legislative requirements, protection of KRA’s interests, reflection best practice and support of the delivery of KRA business objectives and promotes high standards of people management;
  • Carry out workforce demand and supply forecasting and submit proposals for approval;
  • Identify and recommend current and future HR needs for the Authority;
  • Oversee development of work plans, reports and budgets and ensure timely and cost effective project implementation;
  • Ensure that KRA’s HR policies are implemented properly and consistently and that there are effective systems of compliance and audit;
  • Lead and manage the HR strategy and policy team ensuring that it provides a high quality, professional corporate advisory service and delivers its planned outcomes and targets;
  • Lead or participate in HR and corporate projects and ensure that KRA’s people strategies reflect best practice;
  • Carry out research and data analysis on the subject matter of interest to the Authority’s Human Resource and develop first draft paper;
  • Monitor and evaluate divisions programs including impact assessment and provide recommendations on key HR issues;

  • At least five (5) years’ managerial experience in strategy and policy development, manpower planning and project execution or related experience with exposure to a Human Resource Department in a large organisation.
