Background: UNFPA is currently responding to the influx of over 40,000 South Sudanese refugees to Kakuma refugee camp whose current camp population is over 170,000 refugees.
The camp is also embedded within a small, host population that is impoverished and significantly marginalized from socio-economic and essential services.
Duties and Responsibilities: Under the overall direction of the UNFPA Representative, with guidance and supervision of the Deputy Representative in collaboration with the Humanitarian Specialist, and Country Office staff members, the GBV Coordinator will oversee UNFPA’s humanitarian and interagency multi-sectoral GBV prevention and response efforts in Kakuma, working closely with other agencies/organizations and sectors to facilitate a coordinated response for other vulnerable population groups.
The selected candidate will be expected to fulfill the following duties and responsibilities:
1. Partnerships and Coordination
- Oversee and coordinate UNFPA’s humanitarian interventions in Kakuma, including reporting on regular basis on humanitarian interventions to the supervisor;
- Coordinate multi–sectoral GBV meetings in partnership with the government entity, Protection cluster, Child protection sub-cluster and humanitarian coordination groups;
- In close collaboration with implementing partners, lead the effort to oversee implementation of a multisectoral and inter-agency prevention and response programme, including referral and reporting mechanisms, monitoring and evaluation;
- Organize trainings to health and GBV service providers and programme managers of partners in the field, working in the area of Reproductive Health as well as Sexual and Gender Based Violence;
- Work closely with Implementing Partners and facilitate networking to ensure the timely implementation of humanitarian work plans and identify and address any barriers to implementation;
- Co-facilitates the inter-agency, GBV Working Group in Kakuma and ensure UNFPA leadership in the coordination structures, as the situation requires;
- Liaise with protection, gender, and GBV officers in other agencies, and organizations (including governments, national and international NGOs and women’s groups) to ensure coordinated prevention and response programs are developed and implemented;
- Represent UNFPA and actively participate in humanitarian coordination meetings;
- Follow-up on action points after coordination meetings: prepare related summary reports; keep the Supervisor abreast of key issues on humanitarian response and seek advice on decision-making related issues;
- Coordinate with the responsible staff member managing the regular GBV programme with national partners, to ensure synergy between the two programmes, building on the available material, and minimizing overlap and ensure a holistic approach.
2. Technical Support
- Supervise and monitor field activities to improve the overall quality of UNFPA program interventions;
- Organize and facilitate quick sessions for capacity strengthening based on identified gaps and provider needs;
- Consolidate existing assessments on the GBV situation and/or work with relevant agencies, the displaced and host populations to conduct relevant participatory analyses of GBV;
- Promote and facilitate the inclusion of GBV into the Response Plans and other appeal processes and documents;
- Work with partners to develop and/or revise training materials according to local context and implement relevant training sessions for multi-sectoral prevention and response actors, in close coordination with the regular programme and emergency RH projects;
- Provide technical input to the development of relevant advocacy and policy documents to address GBV in the context of broader gender inequality issues;
- Support the development of proposal for donors on GBV relate programmes;
- Coordinate and supervise distribution and usage of RH kits, PEP and hygiene kits;
- Develop a database of actors and share updates on interventions with stakeholders through various platforms including websites and social media.
3. Monitoring and Evaluation
- Carry out regular site visits, monitoring visits and report on status to ensure that partners are implementing high-quality programs to respond to the psychosocial needs of the community;
- Identify opportunities for UNFPA assistance and intervention in coordination with the regular Humanitarian Specialist and GBV programme officer;
- Analyse project progress reports from implementing partners in terms of achieving results, using agreed monitoring and evaluation tools and in the process identify constraints and resource deficiencies including recommendations for corrective action.
4. Administrative Duties
- Contribute to regular UNFPA Situation Reports;
- Write monthly work plans, monthly reports and other reports as needed or requested;
- Assist in writing proposals and engaging in other fundraising efforts to support joint programming;
- Perform other relevant tasks assigned by the UNFPA Representative and the supervisor.
Qualifications and Experience
- Advanced university degree in Social Sciences, Public Health, or other relevant field;
- At least 5-7 years of increasingly responsible professional experience in gender-based violence issues;
- Experience in humanitarian and emergency response is an advantage;
- Prior training in gender issues and their application in international humanitarian and development settings;
- Awareness and demonstrable knowledge of gender issues and their relevance in humanitarian emergency settings and knowledge of the cultural context in the country;
- Demonstrable knowledge of reproductive health issues and/or protection issues in humanitarian settings;
- Knowledge of humanitarian emergency operations and roles/responsibilities of humanitarian actors;
- Knowledge, skill, and experience in participatory methods for community development and mobilization;
- Experience in utilizing the following internationals tools is an added advantage: GBV Standard Operating Procedures; GBV Information Management System; IASC GBV Guidelines; IASC Gender Handbook; GBV Coordination Handbook; WHO Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies;
- Experience in program management;
- Proven report writing skills and English language;
- Proficiency in current office software applications;
- Familiarity with UN policies and principles will be an advantage;
- Strong analytical and strategic thinking and a commitment to results;
- Ability to organize work effectively and to meet planned deadlines;
- Strong teamwork skills and ability to operate under strict deadlines;
- Ability to conduct high level discussions and negotiations with key stakeholders;
- Ability to work in a multicultural setting, and adaptable to changing environments.
