Job Purpose: The position is responsible for providing effective leadership in finance, Grants and administration in respect of the Offices and Programmes in Somalia.

Key Responsibilities:

Key Skills and Educational Qualifications
  • Bachelor’s degree in Commerce Accounting or other relevant field.
  • A Chartered/Certified Accountant or other comparable/equivalent qualification.
  • A minimum (5) five years experience in a busy International, multicultural Non Government Organization is necessary.
  • Sufficient knowledge of accounting and book keeping and high financial analytical skills
  • Working knowledge of computerized accounting and other relevant computer application packages.
  • High integrity, good interpersonal and attention to detail skills
  • Ability to plan and organise effectively
  • Effective communication both oral and written.
  • Ability to produce and analyze reports

Key Responsibilities
  • The Project Director is the overall responsible person for the JRS Psychosocial project in Kakuma.
Key Responsibility Areas:

Staff Management:
  • Responsible of the overall welfare and well being of JRS staff (national and international)
  • The JRS Employee manual determines the rules and regulations of the staff. The project director has the responsibility of seeing that local staffs work according to the guidelines and regulations of the manual. For international staff the volunteer guidelines apply.
  • Supervises the human resource tasks such as recruitment & selection, pay & benefits, safety/security & health, appraisal, and training at the project level.
  • Provide effective leadership to department coordinators, and ensures good team- work among them.
  • Provide technical support to department coordinators in program implementation.
Program management:
  • Works closely with the Project Director – JCHEM and takes charge in his absence.
  • Co-ordinates the works of different departments.
  • Works in close collaboration with different departments
  • Since each head of department is directly responsible for his/her sector for planning, budgeting, implementing, evaluating and reporting ,the responsibility of the project director is to make sure that each sector achieves its defined goals and objectives in accordance with overall work plan of JRS program as approved by Country Director/Regional Director.
  • Supervises and coordinates the staff of JRS to ensure that the programs are implemented in accordance with the project proposal.
Budget Planning and management:
  • With the help of the various department heads, prepares a consolidated budget for JRS and gets it approved by the Country Office.
  • Directly in charge of the overall financial management of JRS funds, e.g. the maintenance of accounts; budget and cash flow; and financial reporting and recording.
  • Has overall financial responsibility and accountability for the whole program.
  • Oversee the financial functions of the project in accordance with relevant rules and procedures and ensure proper financial management of project funds.
  • Oversee the procurement functions of the project in accordance with JRS guidelines and ensure of proper utilization of project assets.
  • Ensure proper utilization of resources, including prompt accountability of funds and reporting by various departments.
Reporting:
  • Keeps the Country Director informed on the activities of the project by providing relevant correspondence, reports and meeting minutes as well as by making regular contact.
  • Responsible for prompt submission of all JRS financial and narrative reports.
Staff planning:
  • With help of the heads of different departments, the Project Director plans staff requirement for the project as and when vacancies arise.
  • With regard to lower level jobs (drivers, secretaries) and middle level jobs (school consultants, etc), the Project director hires them in consultation with the heads of departments and after getting approval from the Country Director. In case of higher positions (e.g. department heads and international staff), the matter is referred to the Country Director who in turn consults the Regional director when international staff has to be hired.
Security issue:
  • It is the responsibility of the Project Director to ensure that JRS team is sufficiently safe. If the situation is not adequately safe, the project director has authority to and must promptly evacuate the team from the danger zone in consultation with the Country Director.
Co-ordination and Liaison:
  • Responsible for co-ordination and liaison between JRS and the parish and diocese/other agencies/local government/local communities/displaced camp community and schools.
  • Represents JRS at Local level meetings with parish/diocese/local authorities/other agencies as and when required.
Others:
  • Monitor the progress of project departments to ensure adherence to set targets and agreed implementation time-frame.
  • Oversee the monitoring and evaluation of program activities of the project and review the result and take necessary follow-up actions.
Skills Specification:
  • Undergraduate qualification in a related field and at least two years practical working experience preferably in project management.
  • Experience in managing people/teams.
  • Demonstrated experience and commitment to working with marginalized communities.

The Role

The post holder coordinates with the government technical line departments, partners and community based institutions to ensure quality standards, effective programming and share updates and best practices in humanitarian programming.

The Person

To be successful in this role you will have relevant qualification in Water and Sanitation engineering or related public health engineering qualifications. 

You will have proven and measurable practical experience n water supply (boreholes, shallow wells, berkads/pans, infiltration galleries and dams, subsurface dams, earth dams), irrigation works and flood mitigation, environmental conservation and sanitation (safe excreta disposal, solid waste management) in emergency preparedness and response programmes.  

You will have in-depth experience in drought cycle management particularly in linking WASH to livelihoods and to practical Disaster Risk reduction strategies mainly in arid and semi – arid areas. 

Experience and understanding of community based water supply and sanitation activities in complex humanitarian situation, and understanding of remote and fluid humanitarian programmes. 

An excellent oral and written communication skill in English is also essential while knowledge of the local language is desirable. 

You will demonstrate a high degree of self-motivation, able to deliver tasks while operating under pressure and in difficult environments.  

You will be able to spend significant time travelling to the project sites whenever security permits.

Background: UNFPA is currently responding to the influx of over 40,000 South Sudanese refugees to Kakuma refugee camp whose current camp population is over 170,000 refugees. 

The camp is also embedded within a small, host population that is impoverished and significantly marginalized from socio-economic and essential services.

UNFPA proposes to provide programmatic and technical support in the areas gender based violence, for which the services of a GBV Coordinator to oversee and support designing, implementation, monitoring and evaluation and reporting are required.

Duties and Responsibilities
: Under the overall direction of the UNFPA Representative, with guidance and supervision of the Deputy Representative in collaboration with the Humanitarian Specialist, and Country Office staff members, the GBV Coordinator will oversee UNFPA’s humanitarian and interagency multi-sectoral GBV prevention and response efforts in Kakuma, working closely with other agencies/organizations and sectors to facilitate a coordinated response for other vulnerable population groups. 

The selected candidate will be expected to fulfill the following duties and responsibilities:

1. Partnerships and Coordination
  • Oversee and coordinate UNFPA’s humanitarian interventions in Kakuma, including reporting on regular basis on humanitarian interventions to the supervisor;
  • Coordinate multi–sectoral GBV meetings in partnership with the government entity, Protection cluster, Child protection sub-cluster and humanitarian coordination groups;
  • In close collaboration with implementing partners, lead the effort to oversee implementation of a multisectoral and inter-agency prevention and response programme, including referral and reporting mechanisms, monitoring and evaluation;
  • Organize trainings to health and GBV service providers and programme managers of partners in the field, working in the area of Reproductive Health as well as Sexual and Gender Based Violence;
  • Work closely with Implementing Partners and facilitate networking to ensure the timely implementation of humanitarian work plans and identify and address any barriers to implementation;
  • Co-facilitates the inter-agency, GBV Working Group in Kakuma and ensure UNFPA leadership in the coordination structures, as the situation requires;
  • Liaise with protection, gender, and GBV officers in other agencies, and organizations (including governments, national and international NGOs and women’s groups) to ensure coordinated prevention and response programs are developed and implemented;
  • Represent UNFPA and actively participate in humanitarian coordination meetings;
  • Follow-up on action points after coordination meetings: prepare related summary reports; keep the Supervisor abreast of key issues on humanitarian response and seek advice on decision-making related issues;
  • Coordinate with the responsible staff member managing the regular GBV programme with national partners, to ensure synergy between the two programmes, building on the available material, and minimizing overlap and ensure a holistic approach.
2. Technical Support
  • Supervise and monitor field activities to improve the overall quality of UNFPA program interventions;
  • Organize and facilitate quick sessions for capacity strengthening based on identified gaps and provider needs;
  • Consolidate existing assessments on the GBV situation and/or work with relevant agencies, the displaced and host populations to conduct relevant participatory analyses of GBV;
  • Promote and facilitate the inclusion of GBV into the Response Plans and other appeal processes and documents;
  • Work with partners to develop and/or revise training materials according to local context and implement relevant training sessions for multi-sectoral prevention and response actors, in close coordination with the regular programme and emergency RH projects;
  • Provide technical input to the development of relevant advocacy and policy documents to address GBV in the context of broader gender inequality issues;
  • Support the development of proposal for donors on GBV relate programmes;
  • Coordinate and supervise distribution and usage of RH kits, PEP and hygiene kits;
  • Develop a database of actors and share updates on interventions with stakeholders through various platforms including websites and social media.
3. Monitoring and Evaluation
  • Carry out regular site visits, monitoring visits and report on status to ensure that partners are implementing high-quality programs to respond to the psychosocial needs of the community;
  • Identify opportunities for UNFPA assistance and intervention in coordination with the regular Humanitarian Specialist and GBV programme officer;
  • Analyse project progress reports from implementing partners in terms of achieving results, using agreed monitoring and evaluation tools and in the process identify constraints and resource deficiencies including recommendations for corrective action.
4. Administrative Duties
  • Contribute to regular UNFPA Situation Reports;
  • Write monthly work plans, monthly reports and other reports as needed or requested;
  • Assist in writing proposals and engaging in other fundraising efforts to support joint programming;
  • Perform other relevant tasks assigned by the UNFPA Representative and the supervisor.
Qualifications and Experience
  • Advanced university degree in Social Sciences, Public Health, or other relevant field;
  • At least 5-7 years of increasingly responsible professional experience in gender-based violence issues;
  • Experience in humanitarian and emergency response is an advantage;
  • Prior training in gender issues and their application in international humanitarian and development settings;
  • Awareness and demonstrable knowledge of gender issues and their relevance in humanitarian emergency settings and knowledge of the cultural context in the country;
  • Demonstrable knowledge of reproductive health issues and/or protection issues in humanitarian settings;
  • Knowledge of humanitarian emergency operations and roles/responsibilities of humanitarian actors;
  • Knowledge, skill, and experience in participatory methods for community development and mobilization;
  • Experience in utilizing the following internationals tools is an added advantage: GBV Standard Operating Procedures; GBV Information Management System; IASC GBV Guidelines; IASC Gender Handbook; GBV Coordination Handbook; WHO Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies;
  • Experience in program management;
  • Proven report writing skills and English language;
  • Proficiency in current office software applications;
  • Familiarity with UN policies and principles will be an advantage;
  • Strong analytical and strategic thinking and a commitment to results;
  • Ability to organize work effectively and to meet planned deadlines;
  • Strong teamwork skills and ability to operate under strict deadlines;
  • Ability to conduct high level discussions and negotiations with key stakeholders;
  • Ability to work in a multicultural setting, and adaptable to changing environments.

Legal Officer II

Assisting the Legal Officer in providing legal advice to the Board and management on matters pertaining to the institution’s staff, property, activities, rights and obligations, and in particular conveyance.
Duties and Responsibilities

The Legal Officer II shall be responsible to the Legal Officer on all legal matters, including

  • Advising and dealing with conveyancing matters of the NMK
  • Assisting the Board on matters involving property, land laws and pensions
  • Assisting in drafting contracts, MoUs and other legal instruments between NMK and other parties; drafting gazette notices in liaison with the parent ministry and Attorney General’s Chambers.
  • Assisting the Director General and Legal Officer to compile minutes and proceedings of National Museums of Kenya Board of Directors
  • Assisting in legal matters in collaboration with external lawyers on disputed issues; dealing with litigation and legal advice on insurance matters; managing and coordinating the National Museums of Kenya court cases.
Requirements for Appointment
  • Be in possession of a Bachelors of Law Degree
  • Be admitted as an Advocate of the High Court with a current practicing certificate
  • Have a minimum of four (4) years post bar admission experience in a busy legal firm, company or corporation
  • Demonstrate ability to undertake legal research to find authoritative and relevant legal information on diverse areas of law
  • Analytical and judgmental skills sufficient to anticipate regulatory and legal risks
  • Computer proficiency
  • Ability to work with integrity, confidentiality and work with minimum supervision.
Terms: Initial appointment will be on a three-year contract, which will be renewable based on output and mutual agreement.

Salary Grade: NM5

Salary Scale: KES. 63,782 – 91,722 per month. House allowance KES. 24,000 per month.
