Through financial support from the Government of Sweden, Pact Kenya is implementing a four-year programme for Non-state Actors in Natural Resources Management in Kenya.
The programme targets support to projects in the areas of environment and climate change, agriculture and food security, water resources management and land use management.
It aims at working with Civil Society Organisations to improve their capacity to influence how our country’s natural resources are managed.
We want to find new ways of getting those on the edge of our society more involved in this critical area and influence the policy and legislative frameworks for sustainability of natural resources and improvement of livelihoods.
This is an exciting initiative that has the potential to have an impact on millions of Kenyans and seeks to strengthen capacities of Civil Society Organizations working in Natural Resources.
We are therefore seeking competent and passionate individuals for the following positions to support the effective implementation of the Non-State Actors in Natural Resources Management programme:

Job Description:
Reporting to the Capacity Development Manager, the Capacity Development Officer will primarily be responsible for providing Capacity Development support and interventions to partners that Pact Kenya works with.
These may include but not limited to regional and national civil society organizations, grassroots community groups, cooperative societies, networks and coalitions, and professional associations.
Duties and responsibilities:
Specifically, the Capacity Development Officer will be responsible for but not limited to:
Capacity Development participation
· Working in liaison with Capacity Development Manager and other Capacity Development staff implement Pact Kenya’s capacity develop strategy
· Develop detailed project work plans, including activity descriptions and timetables and manage the implementation of these activities so as to ensure the project’s activities and outputs are executed on time and meet the desired quality standards
· Conduct Organizational Capacity Assessment (OCAs) and develop subsequent Capacity Development plans with targeted CSOs
· Prepare OCA and training reports as required and on timely basis
· Prepare Capacity Development training modules and materials to respond to training needs identified through OCAs
· Plan and conduct trainings in governance and leadership, strategic planning, management, resource mobilization, communication, networking and all other areas identified through OCAs
· Coordinate with other staff in the programme in providing technical support and mentorship to target CSOs covering all organizational capacity development aspects
· Coordinate with other departments to provide training in other areas – financial management, business development and marketing, conflict management, advocacy and also in providing technical services to target CSOs
· Track programme’s progress and make changes to the activity plans where appropriate, providing in each case a full justification of these changes to the Supervisor
· Ensure good relations are maintained at all times with the project’s beneficiaries, partners and donors
· Keep abreast of new or shifting specialist knowledge - methodological or developmental - that relates to the scope of programme activities.
· Provide this specialist knowledge where appropriate to other programs, and/or to seek this support from outside parties when necessary
Monitoring, evaluation and knowledge sharing
· Participate in setting program targets in line with overall strategic goal of the programme
· Take responsibility in tracking Capacity Development progress by conducting OCAs and re-OCAs to demonstrate impact in capacity development
· Adequately analyze the OCA data and submit draft report (analysis) and raw data to the MERL team
· Together with the MERL team, develop indicators and protocols for monitoring progress and reporting capacity development progress
· Participate actively in contributing to documentation of “success stories” and other anecdotal information to enhance the overall quality of performance reports to the donors
· Share information and lessons learnt with other programme staff
· Participate in regular meetings to step back and reflect on progress and results in order to identify and mitigate challenges and learn lessons
Representation and networking
· Establish and maintain regular contact with grant recipients and partner organizations, and to liaise and co-ordinate with the appropriate government bodies whenever appropriate to ensure successful programme progress
· Negotiate collaboration with partner institutions and government departments in support of Pact Kenya and the programme activities subject to approval from the supervisor
· Represent the programme and Pact Kenya at meetings

The minimum required academic and professional skills and experience for the jobholder to perform successfully in their job are:

· Bachelor’s degree in Education, Social Sciences or related fields. A Master’s degree in relevant development field will be an added advantage
· 3-5 years relevant work experience in capacity development of CSOs in Kenya specifically in Natural Resources Management sector
· Demonstrated experience in development and refinement and working with assessment tools and training materials
· Excellent facilitation and process planning skills
· Good interpersonal and communication skills
· Strong analytical and report writing skills.
· Ability to work under strict deadlines: high caliber time management competency
· Must be culturally sensitive
· Willingness to travel frequently to all project areas
· Demonstrated interest and passion for capacity development
