Through financial support from the Government of Sweden, Pact Kenya is implementing a four-year programme for Non-state Actors in Natural Resources Management in Kenya.

The programme targets support to projects in the areas of environment and climate change, agriculture and food security, water resources management and land use management.

It aims at working with Civil Society Organisations to improve their capacity to influence how our country’s natural resources are managed.

We want to find new ways of getting those on the edge of our society more involved in this critical area and influence the policy and legislative frameworks for sustainability of natural resources and improvement of livelihoods.

This is an exciting initiative that has the potential to have an impact on millions of Kenyans and seeks to strengthen capacities of Civil Society Organizations working in Natural Resources.

We are therefore seeking competent and passionate individuals for the following positions to support the effective implementation of the Non-State Actors in Natural Resources Management programme:

Program Manager (PK/PMNRM/2011)

Department: Natural Resources Management

1.0 Job Summary

Reporting to the Head of Programs ENRM, the NSA/NRM Program Manager will be responsible for supporting the setting up and operationalisation of Pact Kenya (SIDA funded) NSA/NRM Programme.

The Program Manager will provide support towards preparation of the Programmes’ Performance Monitoring Plan (PMP), criteria for the selection of NSAs eligible for granting, preparation of sectoral contexts analysis (Agriculture, Water, Land), contracting for an EIA programme level study, coordinate mapping of coalitions and networks in the ENRM sector, establish a database for pre-qualified capacity development service providers, and in liaison with Head of Finance and Grants facilitate preparation of the grants management system.

2.0 Programme Summary

The Pact Kenya’s (SIDA funded) ENRM programme seeks to create a new platform for cooperation with non-state actors in Kenya in the natural resources sector. It seeks to complement and support the already on-going Swedish cooperation with the Government of Kenya in the sector, and to contribute towards the achievement of the objectives in Kenya’s Vision 2030 and Sweden’s strategy for cooperation with Kenya.

The development objective of the programme is: “Improved participation by citizens, including the poor, in the governance and sustainable utilisation of natural resources in Kenya”. More specifically, the following outcomes are intended to be achieved by the end of this four-year programme:
1.   Increased capacity of non state actors to deliver their mandate in environmental and natural resources sector.
2.   Increased participation of the citizens in environmental and natural resource governance at all levels.
3.   Increased participation of citizens and marginalised groups in management and utilisation of natural resources.
4.   Improved policy and legislative environment for sustainable natural resources management.
5.   Increased economic benefits for resource poor groups from sustainable utilisation of natural resources.
The programme is designed around four main components:
1.   Grant Mechanism for Non-State Actors (NSAs)
2.   Capacity Development – for NSAs.
3.   Strategic Development – of the ENRM sector, and
4.   Management of the Facility - The Programme.
Pact Kenya will provide both grants and Capacity Development services to non-state actors who will be selected based on submitted proposals, solicited mainly through open Calls for Proposals (CfPs).

The Calls for Proposals will be floated two times per year, and will be designed by Pact Kenya in consultation with a Technical Reference Group (TRG) – consisting of NSAs, donor and government representatives so as to reflect geographical diversity and thematic balance.

In addition to administration and management of the facility, strategic development including innovation, promotional activities and methodology development will also be mainstreamed in the program. The life of programme (LoP) is from April 2011 and will run for four years, to March 2015, with a possibility for extension.

3.0 Main Roles and Responsibilities

3.1 Programme level EIA study

The programme requires, as a precondition to carry out an EIA during its inception phase. The EIA should fulfill the Kenyan legal requirements.

The Manger will:
·       Prepare TORs for the study and in liaison with the supervisor ensure SIDA and NEMA provides concurrence on the TORs before commissioning of the study.
·       Participate in the selection and contracting of a qualified consultant/or consultancy firm to undertake the study.
·       Provide quality control and supervision to the consultant during the study.
·       Ensure the relevant consultations are done and final EIA report prepared.
·       Facilitate approval of the EIA study by relevant authorities – as appropriate.
3.2 Preparation of the PMP
·       In liaison with the Head of programs Development, review the impact pathways and indicator targets as well as the programme document for coherence, completeness and time frames.
·       Based on the review (bullet 1), propose a comprehensive PMP template to be adopted by the MERL team for the programme.
·       Prepare a milestones chart for all deliverables, including compliance, programmatic and financial reporting, grantees requirements etc.
·       Work with MERL team to prepare the elements of the PMP-indicators, indicator reference sheets/protocols, tools as required.
·       Prepare a final draft of the programme PMP for review by supervisor and SIDA.
·       Finalize the PMP by incorporating any comments and suggestions for adoption.
3.3 Preparation of a Selection Criteria for NSAs to access support from the Programme
·       Review the eligibility criteria detailed in the program document and set up broad criteria for selecting NSAs.
·       In liaison with Head of Programmes – ENRM, facilitate discussion and harness input from the program team on the key principles and criterion for NSAs
·       Develop final draft selection criteria for review by the Management team and concurrence from SIDA.
·       Prepare final criteria for adoption by the Programme.
3.4. Critical Analysis of the Sectoral Contexts
·       Review the scoping study done by SIDA and identify the key issues for the programme in each of the sectors under the Programme.
·       Prepare TORs for sector specific contexts analysis on Land, Agriculture, Water and Climate Change sectors.
·       In liaison with the supervisor, ensure SIDA provides concurrence on the TORs before commissioning of the studies.
·       Participate in the selection and contracting of a qualified consultants/or consultancy firms to undertake the sector analysis studies.
·       Provide quality control and supervision to the consultants during the sector studies.
·       Ensure the final context analysis studies are finalized, peer reviewed and filed for reference during the Call for Proposals (CfPs) to guide potential applicants.
3.5 Mapping of Coalitions and Networks in the Environment and NRM sector

Using the scoping study report done by SIDA at in 2010, build upon the analysis and mappings on coalitions and Networks in the Environment sector and propose how to update the information.

This may include;
·       Preparing TORs consultancy support for the mapping exercise.
·       Focused discussions with stakeholders or round table meetings with existing coalitions/network representatives to map best options for their involvement.
·       Participate in the selection and contracting of a qualified consultants/or consultancy firms to undertake the sector analysis studies.
·       Provide quality control and supervision to the consultants during the sector studies.
·       Ensure an updated map of the coalitions and networks active in the ENRM sector.
·       Propose mechanisms/criteria on how to reach out to networks and coalitions for the NSA support under the programme – e.g. CfPs.
3.6 Establishment of a database of pre-qualified Capacity Development Service Providers
·       In consultation with the supervisor and Head of Capacity Building, propose how to establish a CD service provider’s database.
·       Facilitate a process for identifying and vetting CD service providers.
·       Establish a database for the service providers to NSAs.
3.6 Harmonisation of a Grants, Finance and Programmes management system

The Programme will provide grants and grants management support, targeted capacity building and technical support to selected NSAs in the ENRM sector. This means an integrated system for the three components.
·       In liaison with Head of finance and Grants, continuously align and harmonize the programme work-plan, PMP, activities etc to ultimate prepare a harmonized workflow systems that integrates the granting mechanism, capacity building, strategic development and programme management aspects for a complete, coherence and workable management system.
3.7 Coordination and Reporting
·       In liaison with the supervisor, ensure the various activities of the programme follow and fulfil Pact Kenya’s and SIDA’s requirements as provided in the project Agreement.
·       Facilitate discussion, sharing of information and coordination of all start up activities to ensure systems, processes and controls are compliant with good operating standards.
·       Responsible for budget preparation and implementation in accordance with the various TORs and the approved annual work plan.
·       Ensure all meetings are reported on, all communications filed and request from SIDA promptly addressed.
·       Direct and supervise the day to day tasks of eth Programme Assistant.
3.8 Representation and networking
·       Represent the Head of Programs in meetings with stakeholders and internally with other departments.
·       Participate in Pact Kenya/SIDA meetings.
·       Establish and maintain contacts with NSAs, and to liaise and co-ordinate with the appropriate government bodies whenever appropriate to ensure successful project operationalisation.
Preferred Skills:

The minimum required academic and professional skills for the jobholder to perform successfully in this position are:
·       A Masters’ degree in natural resources management, social sciences, development or a related field.
·       Post graduate qualifications in related fields including international development, BDS, development studies, project management, public administration, environment and natural resources, gender and development, project design, leadership and management; organizational development, monitoring and evaluation, strategic planning.
·       Minimum of 10 years professional experience in project planning, community development, NRM and conservation including policy and advocacy work.
·       Demonstrated hands on programme/project start ups and management, organizational restructuring, and/or sub-sector analysis, feasibility studies, training needs assessment, research and training experience.
·       Excellent computer and typing skills. PC-based computer literacy especially with MS Windows, Word, Excel is preferred with practical experience in the use of electronic communications including e-mail and internet, etc
·       Strong analytical and report writing skills.
·       Ability to work with minimum supervision, a team player and willingness to work in a multi – sectoral team setting.
