CARTA Program Manager

In its Strategic Plan, APHRC identified the strengthening of doctoral training at African universities as a key area of focus for its research capacity strengthening work.

Consequently, the Center has worked with several African universities to develop a number of innovative programs to support doctoral training in Africa. One of such programs is the Consortium for Advanced Research Training in Africa (CARTA).

CARTA is jointly-led by APHRC and the University of the Witwatersrand, South Africa, and aims to strengthen doctoral training in public and population health in Africa.

This innovative initiative brings together nine academic and four research institutions from West, East, Central, and Southern Africa and selected northern partners to foster the development of vibrant and viable research hubs at African universities through the provision of a collaborative doctoral training program in public and population health; faculty and staff training programs; and the strengthening of institutional infrastructure to support rigorous research.

APHRC seeks to recruit a Program Manager for the CARTA program.

S/he will oversee the day-to-day operations and activities of the program.

The Program Manager will supervise the administrative staff, and also oversee the internal monitoring and evaluation system.

Overview of role:
 
  • Manage day-to-day operations of CARTA;
  • Coordinate the development of learning modules and facilitation of the Joint Advanced Seminars, in conjunction with partnering institutions;
  • In collaboration with CARTA’s Executive Director and Deputy Director, assist with additional fundraising, negotiate grants and sub-awards, and maintain donor relations;
  • Manage networking of CARTA partners and promote collaborations among them;
  • Prepare reports to funders, partners, and the CARTA Management Board;
  • Oversee the internal monitoring and evaluation system - manage the development and implementation of an evaluation plan for CARTA, establish standards, indicators, and processes to evaluate performance, and put in place a Continuous Quality Improvement plan;
  • Participate in the review of applications for CARTA fellows; and
  • Manage HR functions and budget of the program and maintain efficient use of resources.
  • Oversee staff training and mentorship to ensure the project team has the necessary skills and knowledge to plan, implement, and monitor CARTA activities.
  • Oversee staff of partner organizations who are working on CARTA projects.
Reporting

The Program Manager will report to the Head of the Research Capacity Strengthening Unit.

Qualifications

Education: PhD-level training in a relevant social or health science discipline including Population Studies, Public Health, Policy Studies, Sociology, Education Administration or other related fields.

Work experience: A minimum of 3 years of progressively responsible experience in an academic or research institution. Experience managing graduate training programs will be an advantage.

Languages: Fluency in oral and written English is required. Working knowledge of French is an asset.

Other skills required:
  • Excellent computer skills (Microsoft Office, email, and internet)
  • Able to work in a multidisciplinary and multicultural environment
  • Experience working with donors, university academics, graduate students and top university administrators at various levels, including the Vice Chancellor
  • Good negotiation/organizational/advocacy skills
  • Track record in fundraising
  • Strong interest in research capacity strengthening
  • Experience in Monitoring and Evaluation
  • Willingness to travel
Remuneration:

The positional will attract an international salary with benefits commensurate with experience and qualifications.
