Introduction The people who live in
arid and semi-arid areas in Kenya and Ethiopia are vulnerable to disasters of
various kinds. They are subject to cyclic drought, with each episode of drought
finding them more vulnerable to its effects. To reduce the vulnerability of
these communities to the negative impacts of drought, Cordaid supports
emergency response and preparedness, rehabilitation and mitigation and as such
employs the Drought Cycle Management (DCM) and Community Managed Disaster Risk

To reduce the vulnerability of these
communities to the negative impacts of drought, Cordaid supports emergency
response and preparedness, rehabilitation and mitigation and as such employs
the Drought Cycle Management (DCM) and Community Managed Disaster Risk
Reduction (CMDRR) approaches in planning and implementation of Drought
Management and Disaster Risk Reduction programs in these areas. With this
approach, Cordaid links development and emergency aid.
In this framework Cordaid has several
projects with local partners to increase the resilience of local communities. Presently
the Drought in the Horn of Africa has further deepened and the Emergency
interventions of Cordaid are extending, both with the partners already working
in the CMDRR and Emergency programmes as well as other Cordaid partners working
in this region. Funding for this extension will be coming from the SHO. This
will be a considerable programme, therefore also for this programme a special
Partner Support Unit will be set-up based in Moyale. Within this unit two posts
will be created, including a Programme Manager.
Position and responsibility The
Programme Manager / Advisor reports to the regional DRR Programme Coordinator
of Cordaid in the Horn of Africa based in Addis Abeba.
General objective of the posting To
advise, support and strengthen Cordaid partner organisations for their
emergency response and recovery and rehabilitation projects.
Specific objectives
- Advise and support partner organisations in the project cycle management for emergency and rehabilitation projects: identification, formulation, implementation and monitoring (of activities, output, outcome and impact), reporting and evaluation.
- Follow up new requests for assistance – assessment of the requesting organisation, the quality of their work, relevance of the request, etc.
- Assess and strengthen organisational capacity of partner organisations for their emergency response and rehabilitation projects.
- Assess the need for technical training and offer or organise specific technical training.
- Advise partner organisations on Sphere and other humanitarian standards and the use of these standards
- At the request of the Regional Program Coordinator, liaise with various officials and authorities
- Support communication activities to media and public.
- Other tasks as assigned by the Regional Program Coordinator.
Qualifications
- Masters degree in development studies, social sciences, natural resource management, or other subject related to international development cooperation, food security and humanitarian aid.
- Proficiency in Dutch and English is mandatory; Excellent communication skills (intercultural relationship) and proven experience in working with partner organisations.
- Proven experience in working with partner organisations on project cycle management.
- Proven experience in complex emergency/rehabilitation settings.
- Proven experience with financial analysis and management.
Specifics of station
This is a non-accompanied posting. Living conditions are basic and sometimes
harsh with security protocols and guidelines.
Contract information
The contract period is for 6 months starting as soon as possible, with a
possible extension to one year. We offer a Cordaid contract with a competitive
