Overall Job Function:
The Director of programs is a key
member of the senior technical staff and oversees the implementation of HIV
Prevention, Care and Treatment activities supported by CHS under the TEGEMEZA
project. Specifically, she/he is responsible for planning, coordinating and
providing strong leadership to a team of implementers and reports directly to
the CEO. Major duties and responsibilities:
- Oversee development and periodic revision of work plans, initiation and implementation of HIV Care and Treatment services at CHS supported sites
- Directly supervise program staff; create and supervise task teams to effectively implement program activities and meet objectives; facilitate regular program staff meetings; conduct regular individual supervision meetings with program staff
- Monitor progress towards program objectives and timelines including regular reporting to CEO and donors
- Lead relevant staff in drafting CHS quarterly and annual reports and other written materials such as lessons learned, case studies and other materials as required
- Work closely with the TEGEMEZA Project sub-contractors and coordinate international technical support to help achieve program objectives
- Participate in annual PEPFAR planning processes, meetings and proposal development
- Coordinate the development of tools and job aids for use at facility level to support health care workers to provide HIV services
- Oversee the procurement and distribution of equipment, drugs and consumables to health facilities
- Coordinate training of site staff, on site mentorship and residential mentorship.
- Assist in program monitoring and evaluation and use of data to inform program planning and continuous improvement
- Liaise with Ministry of Health officials and other stakeholders in the implementation of the program in line with Ministry of Health guidelines and priorities
- Work closely with the Director of Administration and Finance to develop and monitor budgets
- Serve as designee for the CEO when he is away from the office
- Perform other duties as assigned
REQUIREMENTS:
Knowledge, Skills and Abilities
- Significant public health program management experience; HIV/AIDS program experience preferred
- Extensive experience supervising staff; demonstrated ability to motivate staff and to build effective teams
- Exceptional writing and oral communication skills
- Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV infection
- Ability to work well with others and to develop and maintain relationships with project staff, donors, sub-contractors and other partners
- Ability to manage projects/activities, set realistic priorities and timelines, and follow through appropriately
- Experience developing program budgets
- Experience working with US government donor agencies and familiarity with USG rules and regulations
- Keen attention to detail
- Ability to use Word and PowerPoint to develop presentations and Excel for moderately complex spreadsheets
QUALIFICATIONS AND
EXPERIENCE
Medical doctor with
advanced degree in public health, medicine or related field, plus 5-10 years'
experience with development programs. Experience managing United States
Government funded projects preferred. Experience must reflect the knowledge, skills
and abilities noted above. Fluency in spoken and written English and Kiswahili.
