Organizational background
The World Food Programme Somaliland activities include food assistance for relief, emergency school feeding, humanitarian air and logistics services, food coordination and emergency rehabilitation projects.

Major Duties and Responsibilities:
Under the direct supervision of Head of Programme; Support Section, the incumbent will be responsible for the following duties:-
- Review engineering-related aspects of budgets, activity plans and work days calculations for Food For Assets (FFA)/Food For Work (FFW) proposals and provide relevant feedback to Area Offices;
- Provide technical support where requested for engineering-related aspects of FFA/FFW projects, including advice on how to ensure good technical quality when designing, implementing and monitoring projects;
- Provide any necessary engineering-related input to guidelines, tools and formats for FFA/FFW as and when required;
- Compile a manual of standard/sample designs (including drawings, BOQs and construction-related budget figures) for common types of FFA/FFW projects, building on existing designs and liaising with technical counterparts in FAO and local authorities to ensure compliance with technical standards;
- Train WFP staff, local authorities, NGO partners and third party monitors on basic engineering-related aspects of design, implementation and monitoring of FFA/FFW projects;
- Compile a work days calculation spreadsheet based on the work norms for various types of FFA/FFW projects, which will enable automated calculation of work days based on dimensions;
- Assist in developing and reviewing scope of works, drawings and BOQs for specific FFA projects where needed;
- Compile tables of acceptance cost ranges for construction-related materials and tools for each area of Somalia, based on prevailing market prices, as a tool to facilitate project budget development and review;
- Perform any other tasks related to engineering aspects of livelihoods activities as required.
Minimum
Qualifications:
Education: University degree in Engineering, preferably Civil Engineering.
Experience: At least three years of postgraduate professional experience in the field of engineering.
Experience
working in Somalia or in a pastoralist/agro-pastoralist setting or experience
in
designing and/or managing community projects, particularly water harvesting, simple road works
and/or soil and water conservation structures is desirable.

Language: Fluency in both oral and written communication in English. Fluency in Somali language is
desirable.
Knowledge: Experience utilizing computers, including word processing, spreadsheet, AUTOCAD or other WFP software packages.
