Purpose: The
WRP Mil – Mil PEPFAR Program seeks to fill the position of Procurement Officer
to actively support the procurement function within the Program. The incumbent
will provide Procurement support including promotion of procurement best
practices in the Program.

Key
Responsibilities:
- To undertake, with the assistance of the WRP Mil – Mil PEPFAR Procurement committee the tendering, evaluation and selection of appropriate suppliers and contractors.
- Responsible for the implementation of good procurement practice with due regard to sustainability, ethical purchasing standards and whole life costing, ensuring compliance with bid solicitations and contracts awards in line with WRP and HJF/MRI procurement policies.
- Responsible for the complete spectrum of procurement procedures from commodity needs assessment to commodity delivery. This includes, but is not limited to: preparation of purchase orders through the procurement system, ensuring that they have appropriate approvals. Submissions of purchase orders and follow up with vendors to ensure that terms of the contract and specifications are accurate.
- Responsible for receipt and distribution of goods and ensures satisfaction of specifications and end users needs before submission for payment.
- Responsible for the preparation of procurement reports required by the management.
- Represents the Program in various meetings with Administration and other groups to promote procurement best practices.
- Addresses unauthorized purchases in conformity with the approved work plan
- Provide input to the Program Work Plan Budget
- To actively promote the procurement function within the program including the development and improvement of training and skills of staff involved in the devolved purchasing environment within the program including the introduction, development and implementation of E-procurement Business solutions within the program as need arise.
- To have up to date knowledge of related procurement legislation in country and international for public procurement.

- Any other duties assigned
Skills
and Competence:
Minimum Qualification:
- Degree from a recognized university major in Procurement
- Post Graduate Diploma in purchasing and supplies and be a registered member of Kenya Institute of Supplies Management/CIPS added advantage.
- 2 years experience in purchase and supplies
- Familiarity with MS Dynamics System
Other Requirements:
- Have demonstrated outstanding professional competence in procurement work
- Knowledge in procurement procedures
- Should posses excellent interpersonal communication skills
- Ability to lead a team in a dynamic environment
- Must possess relevant computer skills
- Be a team player and uphold collective responsibility.
- Strong work ethic, strong teamwork and communications skills
