Lake
Victoria North Water Services Board was established under the Water Act 2002,
as part of the reforms in the water sector.
The
Board is responsible for the efficient and economical provision of water and
sewerage services within its area of jurisdiction as authorized by the Licence.
The
Board seeks to strengthen the management of one of its Water Service Providers,
whose area of jurisdiction is within the Kakamega, Khayega, Mumias, Butere,
Nambale, Busia and Matayos towns, by recruiting self driven and result oriented
candidates to fill the following senior positions.
The
duty station for all the candidates shall be in Kakamega town.
1. LVNWSB/P16/2012: Commercial & Finance Manager
Reporting
to the Managing Director, the Commercial & Finance Manager will be
responsible for the efficient and effective management of financial resources
of the Kakamega Busia Water Supply
The
key responsibilities for this role include:
- Formulation and implementation of sound financial and accounting policies and procedures.
- Coordinating budgeting and budgetary controls procedures.
- Coordinating and preparing financial report, Waris report and Tariff reports.
- Liaise with both internal and external auditors.
- Ensure financial control and disciplines are in place
- Prepare payroll and ensure compliance with statutory regulations.
- Effective management of recurrent and capital expenditure
- Preparation, analysis, interpretation and implementation of annual performance contract and the strategic plans and to issues reports on all variances.
- Responsible for the preparation of long term plans periodic forecast and cash flow projections.
- Ensuring the existence of effective financial systems and controls.
- Ensuring the provision of comprehensive commercial information systems, including up to date customer database to achieve the overall Water Supply’s revenue objectives
- Ensuring timely, complete and accurate reading and billing of services and subsequent collection
- Formulation and implementation of strategic measures to improve the Water Supply’s revenue collection utilization.
Requirements
for the position
- Bachelors Degree in Commerce (Accounting/Finance) or equivalent and possess CPA (K)
- Membership to ICPAK is an added advantage
- Demonstrate professional competence in either Financial Management
- Minimum of 7 years of progressive working experience, 3 of which should be in senior management in a commercially oriented institution
- Experience in using Accounting softwares
- Strong organizational, leadership skills and the ability to multi-task
- Self driven and motivated with ability to meet deadlines
- Experience in the water sector will be an added advantage
2.
LVNWSB/P17/2012: Chief Accountant
Reporting
to the Commercial and Finance Manager, the successful candidate will be
required to perform the following duties and responsibilities:
The
key responsibilities for this role include:
- Ensure that proper accounting records are kept
- Ensure adequate controls over the assets of the company are in place and enforced
- Participate in preparation of budgets and estimates
- Preparation of annual financial statements in compliance with GAAP and IFRS
- Preparation of monthly, quarterly and annual financial management reports
- Ensure compliance with statutory requirements
- Manage company cash and banking transactions
- Supervision of accounting staff
Requirements
for the position
- Bachelor’s Degree in Finance Accounting or related field with CPA II and 3 years experience or CPA K with 5 years experience in a busy organization.
- Membership to ICPAK is an added advantage
- Must have worked in a related industry for a maximum of 3 years
- Must have excellent computer skills and knowledge of accounting software
- Ability to work under pressure and meet deadlines
- Team player, highly analytical and able to travel when called upon
- Good interpersonal relations and communication skills
- Should be able to work with minimum supervision

LVNWSB/P18/2012:
Water and Sewerage Manager
Reporting
to the Technical Department, the successful candidate will be required to
perform the following duties and responsibilities:
The
key responsibilities for this role include:
- Overall supervision of water and sewerage staff
- Develop plans and programmes for effective operations and maintenance of the water and sewerage systems including extensions of water and sewer mains and service connections.
- Directing and coordinating operations and maintenance of water / sewage mains, water/sewage pumping stations and treatment plans in the system.
- Recommend regulations for connections for new systems in the areas where there is inadequacy.
- Oversee the implementation of continuous and systematic preventive maintenance and the water/sewer network and water/sewage treatment works.
Requirements
for the position
- Must have a Higher National Diploma in Water Engineering
- A university degree in Civil/Water Engineering from a recognized institution and eligibility for registration with ERB will be an added advantage
- At least 2 years experience working in a water and sewerage systems including extensions of water and sewerage utilities in a supervisory level
- Good communication skills
- Should be computer literate and familiar with engineering design software programmes
- Able to work under pressure and meet deadlines
- Self driven and highly motivated
- Must be people oriented and have demonstrated leadership qualities
