Consultant Trainer on Institutional Partnership Development and Program Cycle Management
1) General Background at SOS Children’s Villages International we believe that children can only develop to their full potential if they have a supportive and protective family environment.
We
work to make this a reality. We are a social development organization which
works in the areas of child care, education, health, child rights, research and
emergency response.
The
East Africa region comprises of the following National Associations: Ethiopia,
Burundi, Rwanda, Djibouti, Kenya, Uganda, Tanzania, South Sudan, Somalia and
Somaliland.
SOS International has been implementing an Institutional Partnership Development (IPD) Strategy globally since 2010 to support national associations (NA) to diversify their funding base and become more self-reliant in securing locally raised income, especially from institutional donors.
With
reduced support from traditional donors, the NAs viability is now dependent on
their capacity to adapt to changing donor trends, and the willingness to
explore alternative sources of funding.
The
Regional Office for East Africa (ROEA) has identified the need to conduct an
intensive training for IPD and Program cycle Management (PCM).
2) Objectives of the Assignment
The objective of the training is to facilitate individual and organizational learning on IPD and PCM to;
- expand
staff’s understanding and knowledge of IPD current and emerging issues;
donor trends, donor strategies, existing donors in the region
- Identify
and formulate quality projects through a participatory approach and write
sound project documents.
- Understand
and prepare high-standard logical and results frameworks
- Improve
knowledge on Monitoring and Evaluation (M&E) of the
projects/programmes.

Scope of Work
This
should be a practical training and the method for delivery of the training should
combine the use of lectures, case studies, power point presentations and group
work. The scope of this assignment comprises the following:
- Develop
a training programme, under a close consultation with ROEA suitable for
the SOS staff
- Provide
a detailed training on IPD and PCM
- Support
design of at least 3 draft project proposals.
It
is envisaged that the training should at least cover following topics:

Duration of Assignment
The training is planned for 12th – 16th November 2012, in Nairobi Kenya. The number of working of this assignment is 8 working days.

Final Products
It is envisaged that the following will be delivered by the consultant:
- Five
days training curriculum which covers the content covering IPD and PCM
- Course
materials jointly developed by SOS
- Regional
IPD Strategy
- 3
draft project proposals developed by the participants that can be
submitted to donors
- The
training report with recommendations
6)
Degree of Expertise and Qualifications
- Minimum
Master’s Degree in International Development or related fields
- Certified
trainer and at least five years’ experience in conducting training on PCM
- Knowledge
of the donor environment in the East and Central African Region will be an
asset
- Excellent
English report writing and communication skills;
- Good
interpersonal skills and effective communication
