policy work.
Oxfam
Kenya is engaging in the great changes taking place in Kenya including the
devolution of government, preparation for peaceful elections, the discovery of
Oil in the Arid Lands and the expansion of informal urban settlements.
Oxfam
in Kenya works in Turkana, Dadaab, Wajir and the Nairobi informal settlements
as well as on national level governance and coordination issues in multi
stakeholder fora.
To
this end, we are seeking to fill the position of the National Program
Coordinator.

A
new and exciting position in Oxfam Kenya’s programme, created to ensure greater
impact for the country’s most marginalised people through the strengthening and
strategic leadership of Oxfam Kenya’s National Pillars - advocacy, governance,
peace building, climate change and private sector engagement interventions (including
work within the Oil and Gas sector).
S/he
will also be responsible for the management of one of Oxfam’s leading Urban
programmes during the six month leave of absence of the Urban Programme
Manager.
Reporting
to the Country Director, the post holder is a member of the Senior Management
Team and will have the ambitious task of ensuring Oxfam and its partners become
leading advocates, catalysts and innovators for change; ensuring greater
balance between these aspects of our programme and our longer term service
delivery and capacity building work.
Supporting
the success of the programme strategy will include helping to ensure the
financial viability of these programmes, including donor liaison, contract
management, budget oversight and the identification of funding opportunities
from new and existing partners.
The
NPC will manage 3 national advisors, enabling them to maximise their
contribution to the quality and development of the broader Kenya and regional
programme.
The
post holder will ensure that Oxfam Kenya follows a one-programme approach;
adding value to our long term development work supporting the Kenya Advocacy
Advisor in developing and implementing our campaigns and collaborating with the
Humanitarian Advisor to strengthen our emergency preparedness and response. and
individual campaigns, develop an enabling environment for the Urban Programme
to progress from its pilot phase to a leader in its field both within Oxfam’s
Global work and in Kenya.
S/he
will be expected to represent Oxfam’s programmes nationally and internationally
with Government, UN agencies, other NGOs, donors and Oxfam International.
To
be successful in this role you will have the following attributes: the
imagination and experience to recognise the enormous potential present in
Kenya’s civil society, urban communities and private sector; the ambition and
imagination to work within the decentralisation process to help realise that
potential for the benefit of Kenya’s most marginalised populations; and a
commitment to social and economic justice.
You
will also possess a bachelor’s degree in a relevant field, have substantial
experience of managing humanitarian and development programmes of a significant
size, have proven fundraising skills and demonstrate high-level strategic,
analytical and conceptual ability.
You
will demonstrate a record of delivering strategic chance within specific
timeframes, experience of integrating gender and diversity into programme work
and experience of proposal writing and donor reporting, budgeting and
performance management.
You
will have an ability to respond to and identify opportunities arising from
events and longer term trends and proven experience in building successful
advocacy/popular mobilisation campaigns with partners and demonstrable courage
in embracing innovation and difficult change are highly valued.
