Job
Summary:
Responsible
to support oversight of financial management for the FHI 360 Kenya country
office program and management of the office’s finance teams.
He/She
will assist the Director of Finance to ensure the achievement of all financial
control and performance objectives in accordance with the FHI 360 global
standards, policies and procedures, funding agencies rules and regulations and
respective government directives and laws for the Kenya program.
Essential Job Functions: Duties and Responsibilities:
- Support
the Director of Finance to provide leadership for all financial management
areas including accounting, travel, payments, reporting systems and
procedures for the FHI 360 Kenya country program and regional offices.
- Responsible
for quality operational support to the FHI 360 Kenya country according to
FHI 360 standards, in respect of funder rules and regulations and in
accordance with pertinent government laws and regulations.
- Lead
and participate in costing component of project design.
- Oversee
and manage the FHI 360 Kenya Country program budgets in accordance with
the approved annual budget and monitor all country office operations and
program expenditures on an on-going basis.
- Responsible
for the maintenance of adequate financial resources in the country office
to support monthly program operations and subproject reimbursements.
- Responsible
for the timely completion and accurate preparation of monthly and other
regular financial reports for submission to USAID, other funding agencies
and FHI 360.
- Coordinate
with related staff at FH1 360 headquarters to ensure that project budgets
and accounting and fiscal control procedures are implemented effectively.
- Oversee
the pre-award audits of new implementing agencies and guide subproject
budget development with country program/office staff.
- Oversee
monitoring and review of subproject financial reports to ensure compliance
with subproject budgets, FHI 360 and funder rules and regulations.
- Direct
the provision of formal and informal on-site technical assistance to
implementing partners and staff on issues of financial management for
compliance with FHI 360/USAID and other funding policies and procedures.
- Oversee
and coordinate with FHI 360’s Office of Compliance and Internal Audit
(OCIA) for internal/external auditing or inspections of books of accounts
for FHI 360 Kenya country program implementing agencies.
- Supervise
the Finance staff.
- As
part of larger Nairobi Shared Services staff, contribute to the on-going
systems improvement program.
- Perform
other FHI 360-related duties as assigned by the Director of Finance for
the Kenya country office.
Minimum
Requirements:
- MBA/MA/MS
or a related advanced degree in accounting, finance with 7-9 year’s
experience in financial management and administration, preferably in a
regional and/or multi-partner context or BA/BS with 9-1l years relevant
experience.
- Must
be a Certified Public Accountant (K), have experience in managing donor
funds and have working knowledge of USAID financial management policies,
procedures and practices.
- Must
have demonstrable hands-on experience with an accounting system and
high-degree of competency in MS Excel.
- Demonstrated
experience in supervision and managing a team required.
- Excellent
communication skills in English required and proficiency in Swahili
plus.
- Experience
working with an international non-governmental organization preferred.
