1. County Chief Officers

The posts will be for each of the following County Departments
1. Agriculture and Livestock
2. Trade and Enterprise Development
The Chief Officer shall be the authorized officer in respect of exercise of delegated powers and shall be responsible to the respective county Executive Committee Member for:-
- Administration of the County Department
- Formulation and implementation of policies and laws
- Development and implementation of the County’s Strategic and Integrated Development plan
- Formulation and Implementation of effective programmes to attain Vision 2030 and Sector goals
- Promotion of National Values and Principles of the County Public Service
For appointment to this position a candidate, in addition to general requirements listed above, must:
- Be Holder of a first degree from a University recognized in Kenya.
- A Master’s degree in the relevant field applied for, will be an added advantage.
- Have knowledge, experience and a distinguished career of not less than ten (10) years in the specific area.
Terms of service: Contract

2. Director, Supply Chain Management

The officer will be the head of supply chain Management unit and will be responsible to the chief officer finance for the efficient management of supply chain management services.
Duties and Responsibilities
- Policy implementation and interpretation on Supply Chain Management;
- Advising the Chief Officer on matters relating to Supply Chain Management;
- Issuing administrative guidance on implementation and interpretation of the public procurement and disposal Act, 2006, regulations and other statutes;
- Introducing modern inventory management techniques and approaches;
- Implementing e-government procurement strategies;
- Interpreting international trade agreements/policies related to procurement;
- Providing over sale guidance on framework and consortium buying, providing guidance on public private partnerships and concession in infrastructure and specialized services;
- Advice the county government on partnership in asset management;
- Implementing inventory management information system;
- Providing guidance on procurement policies and procedures;
- Providing overall guidance on contract design and management;
- Providing guidance on disposal of County Government inventory and other assets;
- Undertaking capacity building of staff at county level;
- Advising on quality assurance on goods, works and services;
- Management, training and development of supply chain personnel and;
- Representing the Chief Officer in relevant meetings on procurement matters.
Qualifications
For appointment a candidate must:
- Have a bachelor’s degree in any of the following – commerce, business administration, economics, procurement and supplies management economics, marketing, or the equivalent from a recognized university; Masters degree in any of the following: Logistics and Supply Chain Management, Procurement and Supplies Management, will be an added advantage;
- Have a diploma in supplies management or its approved equivalent from a recognized university;
- Have served in the supply chain management for eight (8) years in the Civil Service or a comparable and relevant position in the Public Service and;
- Have shown merit and ability as reflected in work performance and results;
- Have shown exemplary leadership qualities;
- Satisfy the requirements of the requirements of Chapter Six of the Constitution;
Terms of Service: Permanent and Pensionable

3. Chief Internal Auditor

The Officer will be responsible for planning ,execution and reporting on Audit assignments.
The Officer will report to the Head of Treasury-Internal Audit.
Duties and Responsibilities;
- Preparation, implementation and supervision of all audit programs in the County
- Reviewing audit working papers, draft audit reports and ensuring maintenance of high audit standards and performance
- Regularly review the County’s internal control and accounting systems and recommend risk-mitigation measures.
- Developing audit plans, programmes and standard audit working papers.
- Guiding and supervising staff
Requirements for appointment
- Bachelors Degree in Finance, Accounting, Business Administration Commerce or relevant equivalent degree. A Masters degree is an added advantage
- Be holder of CPA(K) or its recognized equivalent
- Have a Masters Degree in any of the relevant field from a recognized University
- Be registered with the Institute of Certified Public Accountants of Kenya (ICPAK)
- Relevant working experience of not less than five years.
- Satisfy the requirements of chapter six of the Kenya constitution 2010 on leadership and integrity.
4. Internal Auditor III

- Apply audit programmes and procedures to detect errors and fraud
- Examine transactions and procedures to confirm adherence to established laws, regulations, policies and procedures.
- Gather, index and file audit evidence that is sufficient and appropriate for audit conclusions reached.
Requirements for appointment
- Must be a Bachelor’s degree holder in Accounting, Finance, Economics or its equivalent from a recognized university; or
- Must be a holder of CPA(K) or its equivalent.
- Relevant working experience of not less than one year.

Duties and Responsibilities:
The Director will be answerable to the Chief Officer in the relevant Department and will be responsible for the following tasks:
- Development , implementation and evaluation of the relevant division strategic plans, programmes and projects in collaboration with other departments and stakeholders.
- Planning and supervision of the relevant division’s programmes and activities.
- Organization, direction, control and co-ordination of the functions of the division.
- Interpreting and applying national and county laws and other related statutes in the relevant division in line with the county goals and objectives.
- Developing appropriate county departmental policies, legal and institutional frameworks for implementation of the mandate of the division.
- Handling administrative, Human Resources and assets management issues.
- Oversee preparation of annual work plans and financial budgets.
- Ensuring strict compliance with all financial, budgetary and procurement procedures,
- Co-ordination of production, documentation and dissemination of the relevant division’s information.
- Provide advice and guidance in recruiting, hiring and staff development.
- Perform other duties that may be assigned from time to time by the Chief Officer.
Requirements:
- Be a Kenyan Citizen
- Be a holder of a relevant 1st degree from a recognized University in Kenya in the relevant field.
- A Master’s degree in the relevant field will be an added advantage
- Have a relevant knowledge and experience of not less than five (5) years in the field applied.
- Demonstrate a high degree of professional and technical competence as reflected in work performance and results.
- Be conversant with policy formulation and implementation.
- Be a strategic thinker and result oriented.
- Demonstrate a thorough understanding of Devolution, the County development objectives and vision 2030.
- Satisfy the requirement of Chapter six of the Constitution of Kenya 2010 on leadership and integrity.
