The Independent Electoral and Boundaries Commission is an independent Constitutional Commission established under Article 88 of the Constitution of Kenya.
The Commission is responsible for conducting or supervising referenda and elections to any elective body or office established by the Constitution and any other elections as prescribed by an Act of Parliament.
Pursuant to the provisions of Articles 248(2), 250(12) and 252(1) (C) of the Constitution of Kenya and sections 10(1), 11 and 12 of the Independent Electoral and Boundaries Commission (IEBC) Act 2011, the Commission hereby invites applications for the position of Commission Secretary / Chief Executive Officer.
The Secretary shall, in the performance of the functions and duties of office, be responsible, answerable and report to the Commission.
The Secretary shall be the Chief Executive Officer and the Accounting Officer of the Commission.
The Secretary shall ensure the implementation of the Commission’s decisions, policies and programmes.
Specifically the Secretary shall be responsible for:
- Providing requisite leadership to the secretariat to ensure the commission attains high level of professionalism and ethical standards in its entire mandate, policies and programmes;
- Heading the secretariat which shall perform the day to day administrative functions of the commission;
- Preparing the commissions annual plans and estimates;
- Overseeing financial and administrative management of the commission;
- Driving the commissions vision, mission through the implementation of the strategic plan;
- Mobilizing and managing the resources of the commission to achieve its core mandate;
- Assignment of duties and supervision of all employees of the commission;
- Facilitating, co-ordinating and ensuring execution of commission mandate;
- Ensuring staff compliance with public ethics and values;
- Ensuring custody of all commission assets and documents as the chief custodian;
- To specify accountabilities for the senior management and evaluate performance regularly;
- The performance of such other duties as may be assigned by the law and Commission;
Qualifications, Skills and Experience for Appointment
- Is a citizen of Kenya
- Possesses a degree from a recognised university in one of the following areas; electoral matters, management, finance, governance, public administration, law or Political science
- A Master degree or its equivalent will be an added advantage
- Has had at least five years proven experience at management level
- Applicants must have held senior management positions in large public/private organisations
- Has proven relevant experience in either; electoral matters, management, finance, governance, public administration ,law or Political science
- Proven experience in financial management in a large public/private organisation
- Must be computer literate
- And meets the requirements of chapter six of the Constitution
Duration of Service: The Secretary / Chief Executive Officer shall hold office for a term of five years but shall be eligible for re-appointment for one further term of five years.
Integrity Clearance
In addition to the qualifications set above, the applicants must further meet and evidence the following clearances:
- Ethics and Anti-Corruption Commission (EACC)
- Criminal Investigation Department (CID)
- Kenya Revenue Authority (KRA)
- Director of Public Prosecutions (DPP)
- Chief Executive Officer, Higher Education Loans Board
- Professional bodies (where applicable) to which the applicant belongs eg LSK, ICPAK, AAK, IEK etc
- Credit Reference Bureau Africa Ltd or Metropol Credit Reference Bureau
Security Clearance: All shortlisted applicants may be subjected by the Commission to a security clearance by National Intelligence Service (NIS)
Disqualification criteria
The following persons are and /or will be excluded:
a) Any person who has at any time within the preceding five years held office or stood for election in presidential, parliamentary or county elections.
b) Any person who has been a member of a governing body or any political party or affiliated groups to those political parties in the last five (5) years
c) Canvassing shall lead to automatic disqualification.
