Job Description
One Acre Fund believes that policy is all about implementation. No matter how good or bad the policy, its execution on the ground is what changes lives.

To help craft policies which work on the ground, we are starting a new Government Services unit which is working together with regional and national partners to support government-led policy initiatives in agriculture. Following the lead of host governments, we support them with field implementation that changes the lives of millions of people. Our long-term goal is to help government to transform the agricultural ecosystems of whole countries. These projects generally utilize our existing field expertise in farm input distribution, rural mass marketing, and scalable training programs.

For these initiatives, we need both skilled Government Relations staff (see, for example, our Africa Government Officer posting) and also entrepreneurial field staff based in rural areas to focus on implementation.
  • Regional and National Strategy Design: The Policy Innovation Officer will work with other One Acre Fund staff and high-level government officials to develop ideas to improve livelihoods of smallholder farmers and the efficiency of the agricultural sector.
  • Program Implementation: The Policy Innovation Officer will roll out region-wide and eventually nationwide programs. Examples of past projects include a farm input system that delivers seed and fertilizer to several hundred thousand farm families; farm input marketing programs for similar numbers; and training support for 10,000+ extension agents.
  • Team Management: The Policy Innovation Officer will screen, hire, and develop a staff of 30-150 full-time country national staff, depending on the project, to support scaled implementation.
  • Innovation Trials: The Policy Innovation Officer will conduct an ambitious slate of trials within several districts, in order to discover new and effective mechanisms for promoting mass agricultural training—and to identify promising interventions One Acre Fund could scale-up across its entire network of smallholder farmers.
  • Collaboration with Key Officials: The Policy Innovation Officer will update high-level officials in the ministry of agriculture on a regular basis. The Policy Innovation Officer will also collaborate with important leaders at partner institutions.

Summary
 
This position is a senior role in the organization, reporting to the Country Director. 

The Logistics Manager will not only oversee his/her main functions and the Logistics staff in Marsabit, but will also be responsible for the position’s functions in other FH’s offices across the country. 

The Logistics Manager will be responsible to set up and maintain an efficient/effective logistics system for the organization that covers the following key result areas;-

Key Result #1 – Security and Communication
 
This position will ensure that FH staff are working in a safe environment. 

This will include attending relevant security meetings at County and National levels, as well as developing good relationships with police and other security personnel in our areas of operation. 

The Logistics Manager is responsible to oversee the radio system, FH Satelite phones ensuring that they are functioning well.

Key Result #2 – Fleet Management
 
The Logistics Manager will oversee all FH Kenya staff transportation, including ground and air transportation. 

He/she will also be responsible for ensuring safe and affordable transportation of staff with vehicles that do not belong to FH, managing contracts and external relationships where appropriate.
 
He/she will oversee vehicle maintenance, timely service as well as being responsible to train, set standards for, and oversee all the drivers in the country program, even those not located in Marsabit.
 
Key Result #3 – Procurement and Distribution
 
The position is responsible to ensure that appropriate systems are in place for timely procurement and distribution of program and support materials. 

This includes ensuring that any systems have safeguards, checks and balances that guard against fraud
or corruption.

Key Result #4 – Asset Management and compliance monitoring
 
Responsible, in coordination with the finance team, for ensuring that FH Kenya has an appropriate asset tracking system in place.

The system should include quarterly inventory tracking reports and should have an excellent asset movement tracking system.

Responsible for ensuring Logistics polices & procedures are in compliance with applicable FH Kenya, funding source & government policies, procedures and requirements.

Qualifications:

Educational level:  
  • Bachelor’s Degree in Business management, Supply Chain, Logistics Systems or
    related field
  • Five year’s experience in a similar sized organization
  • Proven experience managing logistics systems in infrastructure limited environments and direct experience in creating logistics (flow) systems
  • Solid understanding of vehicle mechanics, specifically Land Cruisers and Land Rovers
  • Demonstrable experience with HF radio and security protocols
Other Competencies: 
  • Ability to take initiative, a team leader able to work with minimum supervision

The Government through the Ministry of State for Planning, National Development and Vision 2030 has set up a South – South Centre in Nairobi. 

The Centre will coordinate and promote all South-South and Triangular Cooperation activities in Kenya; promote policy mainstreaming of South-South Cooperation; provide advice to the Government on potential links that could be established with other programmes and initiatives within and without the region/sub region. 

The Centre is also expected to cooperate with other international organizations and governments with the aim of identifying technical cooperation projects under bilateral and multilateral arrangements.

Terms of Reference
 
The Chief executive Officer’s main responsibilities will be to provide strategic leadership and guide the operations of the centre. 

Specifically, the Chief executive Officer shall:

Manager - Wholesale Reporting and Special Projects

Reporting to the Senior Manager- International Carrier & Wholesale Relation; the successful candidate will be responsible for  analysing all the wholesale streams activities and provide relevant reporting and business modelling for the section to ensure projects are well justified and enhance performance monitoring, reporting and fulfilment of the planned targets and activities.

Key Responsibilities:

  • Prepare Business cases for all wholesale reviews or Projects to aid in informed decision making;
  • Carry out interconnect rates and margin analysis of the various interconnection partners and undertake negotiations for termination rates with these partners to ensure acceptable margins;
  • Manage the wholesale special projects ensuring that all the responsible parties perform their tasks and report progress and escalate any bottlenecks for further action;
  • Participate in company projects and cost saving initiatives in relation to wholesale or where wholesale forms a key input;
  • Analyse the performance of all the wholesale activities in line with the set targets and generate weekly or monthly performance report; Gauge performance against set targets; specifically against wholesale targets;
  • Monitor the costs and margins for the entire wholesale streams and escalate adverse trends that requiring urgent remedial action;
  • Participate in the setting of financial targets and re-forecast for the respective financial year cycles;
  • Liaise with Finance to ensure submitted plans are in line with the agreed forecast;
  • Coordinate with the relevant parties to ensure that the wholesale revenues are reported correctly and that the source data is synchronised and harmonised to ensure correct capturing of the revenues and costs;
  • Develop and maintain all wholesale quality monitoring and tracking dashboard to ensure that this enhances wholesale impacts on CDI and works out with PMO office wholesale deliverable or responsibilities to enhance the CDI.

The ideal candidate should possess the following skills and competencies:

  • Bachelor of Science Degree or Business or Economics or related degree from a recognized University;
  • 4-5 years experience in analysis using key tools such as excel spread sheet, report preparation, costing, and  planning;
  • Experience in telecommunications industry and sound knowledge of International Telecommunications  Services is a mandatory requirement;
  • Knowledge of interconnection and roaming will be an added advantage;
