Based in Nairobi, CARE International Regional Management Unit (RMU) is coordinating for 10 countries in East & Central Africa Region. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal to reduce poverty as well as mitigating immediate emergency situation by empowering women, enhancing access to resources and services, and improving governance.
As part of the East and Central Africa Regional Management Unit (ECARMU), the Regional Program Support Officer role provides support in the Regional Management Unit as well as the Deputy Regional Director Program Support.
The role will lead on coordinating the daily functioning of the RMU Office: provide effective administration & procurement support and coordinate RMU processes with Somalia Finance & Program support teams as well as RMU document management.
He/she will also ensure high quality contribution in the RMU financial management processes; budgeting and expenditure management. He/she will be in charge of providing communication support for the RMU and liaison with HQ and Shared Services Centre on RMU related processes.
He/she also supports the DRD – Program Support in providing CO’s support on Program Support issues
in line with CARE policies. 

This position requires constant interaction with RMU, CARE International (CI) and Country Offices (CO’s) to resolve a variety of complex issues in order to meet the growing needs of the organization.

Person specification
  • University Degree in finance, administration or equivalent.
  • 5 - 7 Years Experience in finance and office management (or administration).
  • Experienced in managing regional office of International Organization.
  • Budget analysis and financial management, knowledge of MS Office and willingness to learn and use of accounting packages as well as good learning ability.
  • Strong interpersonal skills and ability to communicate with diverse group of people; advance written communication; ability to use information to track administrative & financial support.
This position reports to Deputy Regional Director Program Support; based in Nairobi with limited travel
to Country Offices.

Turnkey Supply and Installation of Solar Power Systems and Supply of Solar Lanterns for Primary Schools in Hagadera and Kambi Oos Refugee Camps, Dadaab
The Lutheran World Federation Department for World Service (LWF/DWS) Kenya Programme coordinates emergency, relief, recovery and rehabilitation operations in Kakuma and Dadaab refugee camps and implements a development program in Turkana West district.

LWF/DWS would like to install solar PV systems in primary schools in the Hagadera refugee camp in Dadaab and also to distribute solar lanterns to school children.
 
The project will consist of installing solar PV systems in 6 primary schools in Hagadera (Umoja, Amani, Undugu, Iftin, Upendo and Central) and supplying 700 solar lanterns for primary school students in Hagadera.
 
The scope of supply further comprises transport of the goods to the site for installation, all necessary installation work and commissioning of the systems. 

The total installed PV power will be about 12.4kWp. It is expected that the systems shall be commissioned in November 2012.
 
The Lutheran World Federation Department for World Service (LWF/DWS) Kenya Programme now

Special Needs Assessment Consultancy

Lutheran World Federation / Department for World Service Kenya-Djibouti Programme is seeking consultancy services preferably from a registered recognized Special Needs Education and Inclusive education for 1 month (September/ October 2012) to undertake a Special Needs Educational needs assessment, in the Djibouti Refugee camps.

The project is expected to commence in the second half of September 2012.
 
This assessment should focus on the current situation, the preparedness of the community to support the children with special needs / disabilities and recommend the feasible immediate and future programming options with reference to camp setting, the existing capacities and expertise and other resources required for the establishment of Special needs educational support programme.
 
The assessment and the recommendations thereafter should bear in mind the project’s approach to education
which is that it is not only a right but a tool for protection and community development and as such harness the community’s attitudes and practices to improve on participation and safe learning environment.
 
The consultant (team) will report directly to the Kenya – Djibouti Country Representative, while working closely on a daily basis with the Djibouti based Sub Program Manager or his/her designate.
 
The consultancy duties and responsibilities will include but are not limited to:
  • Develop an assessment strategy and tools to conduct the assessment on children with special needs / disabilities and the resources in the Ali Addeh & Hol Hol Refugee camps
  • Collaborate with the relevant educational authorities, regional partners and UN agencies and other sectors to assure legal acceptance and adaptability, maximise the quality, comprehensiveness and usefulness of assessment and to improve the accountability of humanitarian stakeholders by encouraging the sharing of information.
  • Assess and identify if need be with medical professionals the different types and cases of disability in the refugee camps; classifying them into educable or otherwise
  • Review the current primary educational practice with reference to the provision of education to the children with special needs/disabilities; teaching and learning, teachers and other professional staff, access and learning environment, educational policy, coordination and community participation in the context of Djibouti
  • Assess the existing, community and family capacities, resources, structures, material aids / learning aids / mobility aids and assistive aids; and the human resources available in Djibouti in to facilitate the program while establishing linkages with the services available for the children with special needs such as Occupational therapy, physiotherapy, counseling on the ground in the camps, the hospital or any other institutions within Djibouti
  • Produce a report with a summary of all the findings for dissemination with partners that should conclude with clear recommendations on the immediate and progressive way forward for the special needs educational programming.
Professional experience and Qualifications:
  • The lead consultant must have a Masters or equivalent in the Special Education Needs with additional Inclusive education training
  • The potential consultancy team should have educational training and work experience relevant to the assessment, establishment and implementation of special education needs programs in diverse set ups
  • Several years work experience with the Ministries of education in East Africa and Horn Africa and the UN agencies especially in the assessment, development of systems and structures in the establishment of special education needs programs
  • Be familiar with key documents on the right to education for all children and other related documents for education in emergencies i.e. international Education conventions, policies and other related documents
  • Ability to synthesize and analyze data using the statistical programs
  • Working knowledge of French and Somali language required as well as the willingness to work in a refugee camp

Futures Group provides HMIS support to the Government of Kenya (GoK) and the Centers for Disease Control and Prevention (CDC). 

Under a new contract, the Futures team provides a range of technical assistance including: support for the continued development and implementation of the national HMIS strategy; improving information flow to guide policy and program decisions; facilitating interoperability between disparate HMIS including specific efforts to harmonize and integrate laboratory, pharmacy, and electronic medical records (EMR) sub-systems; and developing a data warehouse.
 
Duties and Responsibilities: 

The Software Programmer HMIS Specialist will have technical responsibility for developing software
applications and providing training to support electronic patient management monitoring software systems and subsystems that include processes for installation, interoperability and integration coding of electronic health record (EHR) system, hospital subsystems inclusive of laboratory, pharmacy. 

S/he will possess very strong communication skills and competencies in programming and developing programming solutions working in a team environment. 

This position will work closely with members of the existing project and software development team and will interact with local partner staff, Kenya ministries of health and international technical staff. 

S/he will provide hospital facility level training and support in all areas of software coding, application development, database development as needed with responsibilities including:
  • Enhancement of IQCare EMR software to meet facility specific functionality for use including form building, configurations and site specific adjustments
  • Setup of IQCare and training at EMR model sites and large scale national rollout. Duties in this regard include install and configuration of software, computers and networks
  • Establishing linkages with other systems including the District Health Information System (DHIS), other EMRs
  • Development of queries and reports in IQCare for model and other HMIS LPTFs
  • Field IQCare software testing for installation and also for version enhancements
  • Support the development of other IQSolutions as requested
Technical Skills:
  • Minimum five years hands-on, experience in coding and software applications development.
  • Three years hands-on experience with transact SQL, CSS, XML, .Net (C#, ASP), JavaScript required
  • Experienced in developing both the Front and Back End applications using Visual Studio required
